Land scams linked to apple orchard lead to 8-year prison sentence for Shymkent official

The Prosecutor General's Office of the Republic of Kazakhstan and the Financial Monitoring Agency (FMA) jointly conducted a comprehensive audit of the activities of the Agricultural Credit Corporation (ACC) Joint Stock Company (JSC) in order to monitor the quality of implementation of state programs aimed at supporting agriculture. This was reported in an official press release of the Prosecutor General's Office dated August 27, 2025.
As a result of the inspection, violations were identified in the implementation of a number of projects aimed at developing the agricultural sector. In particular, it was revealed that in 2021, the former Agricultural Support Fund Joint-Stock Company, which became part of the Agricultural Credit Corporation, grossly violated legal requirements when implementing a project to build an apple orchard in two fields in the city of Shymkent.
According to the inspection materials, during the implementation of the project, the terms of the contract with the contractor were not fulfilled. Although the apples were planted and the farm infrastructure was supposed to be ready, the work was not fully completed. Nevertheless, acceptance certificates were signed and documents on the implementation of the project were drawn up.
As actual calculations show, the total amount of unfulfilled work amounted to 430.6 million tenge. In addition, the total financial losses of the state amounted to 685.8 million tenge. This amount is a clear indication of the ineffective use of budget funds.
A criminal case was initiated on July 10, 2024, in connection with the identified violations. The case was considered under the article "Abuse of Official Powers" of the Criminal Code of the Republic of Kazakhstan.
During the investigation conducted by the Economic Investigation Department of Shymkent, the actions of the former Deputy Chairman of the Board of Agrarian Credit Corporation JSC I.M. were revealed. He, acting in the interests of the head of the contracting company S.R., signed an act of acceptance of work that was not actually performed. Thus, state funds were illegally embezzled, causing significant damage to the budget.
In addition, additional facts of violations were revealed during the investigation. On August 7, 2025, additional criminal cases were initiated under Article 190, Part 4, Paragraph 2 (“Fraud”) and Article 189, Part 4, Paragraph 2 (“Misappropriation or plunder of another person’s property”) of the Criminal Code of the Republic of Kazakhstan. These cases were combined into one proceeding.
The Shymkent city court considered the criminal case and issued a verdict on August 7, 2025. By the court decision, the former official I.M. and the contractor S.R. were found guilty. Each of them was sentenced to 8 years in prison. At the same time, their property was confiscated.
However, as the Prosecutor General's Office noted, the court verdict has not yet entered into legal force. The defendants have the option of appealing.
The Prosecutor General's Office of the Republic of Kazakhstan noted that this case is a manifestation of the fight against corruption and inefficient spending of budget funds in the country. According to the supervisory body, the amount of funds allocated to the agricultural sector is increasing every year. Therefore, ensuring the targeted spending of funds allocated to each project is one of the main tasks.
The Financial Monitoring Agency, in turn, announced that it will strengthen financial control mechanisms and conduct regular monitoring of the implementation of state projects. It was stated that any financial violations in the field of agricultural support will be strictly investigated.
This case has caused a great resonance in society. According to experts, agriculture is an important sector that directly affects the country's food security. Therefore, any facts of corruption in this area have a negative impact not only on the economic development of the state, but also on the lives of ordinary people.
Economists noted the need to strengthen control and accountability in the implementation of government programs. They also recommended increasing the responsibility of local executive bodies to prevent similar situations from recurring.
The official statement of the Prosecutor General's Office, published on August 27, 2025, once again showed how important the issue of efficient use of public funds is. The case surrounding the "Agrarian Credit Corporation" revealed the existence of systemic problems in the agricultural sector.
Every tenge allocated by the state should be spent on the development of agriculture. This is not only an economic, but also a socially important task. Because agriculture not only ensures the country's food security, but also employs thousands of citizens.
