The Code of Ethics aims to strengthen public trust in government bodies, foster a strong culture of relationships within the civil service, and prevent misconduct by civil servants, including corruption. The changes being introduced to the system are aimed at fostering intolerance toward corruption, enhancing the credibility of public administration in society, and creating a high-quality model.

The new principles of civil service are complemented by a number of humanistic competencies, such as efficiency, effectiveness, openness, meritocracy, adherence to ethical standards, and intolerance to wrongdoing. Therefore, civil servants must possess strategic and logical qualities such as communication skills, organizational skills, the ability to work in a team, accurately set goals, and predict the future. Among these, the importance of ethical standards is particularly important.

Civil servants are obligated to adhere to the Code of Ethics not only during working hours but also in their free time. This requires that employees be polite, honest, reserved, balanced, meticulous, and maintain a professional demeanor in all situations.

Furthermore, civil servants are obligated to respect the country's languages ​​and traditions, make fair and lawful decisions, not disseminate false information, not subject anyone to prosecution for criticism, and use state property exclusively for official purposes. It is also unacceptable to mention a civil servant's name in connection with corruption, discriminate against subordinates, or show disrespect for colleagues.

The civil service is one of the most important mechanisms, playing a leading role in the organization of public administration. Particular attention paid to the moral character and ethics of civil servants is driven not only by the need to enhance their professionalism but also by the development of a respectful and civil attitude toward others. After all, it is the knowledge, competencies, and behavior of civil servants that shape modern society's perception of the executive branch and the level of trust in it.
