In implementation of the Decision of the Board of the Eurasian Economic Commission dated May 30, 2023, No. 75, «On the Structure and Format of the Goods Declaration and Adjustment of the Goods Declaration and on Amendments to Certain Decisions of the Customs Union Commission and the Board of the Eurasian Economic Commission», the goods declaration format has been implemented in the information system «ASTANA-1» (Keden).

       The amendments are aimed at automating and streamlining customs procedures, as well as converting paper-based documents into digital format. In particular, all types of requests addressed to the declarant, the Requirement/Decision on Amendments to the Goods Declaration form, the GDА form, and other related documents have been automated.

       In this regard, as of November 3, 2025, testing of the «Goods Declaration» module of the information system «ASTANA-1» (Keden) will commence for all customs procedures.

The testing will be conducted in both online and offline formats. Participation in the testing is open to all interested parties.

       The procedure for submitting applications and the testing schedule have been published on the test portal of the «ASTANA-1» (Keden) information system – https://test-keden.kgd.gov.kz. It also provides information on the testing procedures; video tutorials; user manual; answers to frequently asked questions; contact details; and functionality for submitting comments and suggestions regarding the 'Goods Declaration' module.

      The planned launch of the «Goods Declaration» module is scheduled for the second decade of January 2026. The launch will take into account the proposals and remarks submitted during the testing phase.
