On October 30, Sairankan Kabysh, Deputy Head of the State Revenue Department of East Kazakhstan region, spoke at the Regional Communications Service of East Kazakhstan Region, and presented the Department's activity outcomes for 9 months of 2025.

For 9 months of 2025, tax revenue receipts to the state budget amounted to 336.3 billion tenge.

The growth rate, compared to the corresponding period in 2024, totaled 192.3% for the state budget, representing an absolute increase of 161.4 billion tenge.

Sayrankan Kabysh, Deputy Head of the SRD of EKR, noted the industries provided the largest revenues:

  • manufacturing industry – 28.6% (96.3 billion tenge),

  • wholesale and retail trade – 15% (50.4 billion tenge),

  • mining industry – 13.5% (45.3 billion tenge),

  • construction – 8.4% (28.1 billion tenge).

v Then the speaker focused on the issues of control and prevention of violations.

  • « In the East Kazakhstan Region, from June 18 to September 16, 2025, a total of 110 raid inspections were conducted at tourism facilities. The inspections covered: the presence of cash registers or a three-component integrated system; the availability of equipment (devices) designed to accept payment cards; registration with the tax authorities; and the availability and authenticity of identification tools and accounting and control stamps, along with the presence of a license. A total of 148 administrative offenses were identified. Warnings were issued in 104 cases, and fines amounting to 6.3 million tenge were imposed by the courts in 39 cases.

Furthermore, counterfeit products were seized: tobacco totaling 125.8 thousand units and alcohol totaling 947.6 thousand units – said the Deputy Head of the SRD of EKR.

During his speech, he discussed in detail the process of working with tax debts of individuals. Following the deadline for the payment of transport and property taxes (April 1, 2025), debts totaling 1.09 billion tenge were incurred. As of the current date, 600.6 million tenge has been recovered, leaving a balance of 490.4 million tenge owed by 38,607 taxpayers.

Within the framework of a Memorandum of Cooperation with the justice and police authorities, 789 joint raids were conducted, resulting in the repayment of 17.6 million tenge in debts. Additionally, efforts are underway to collect debts from employed debtors, from whom 7.5 million tenge has been recovered.

Since the beginning of October, there has been an increase in property tax arrears—from 483.5 million to 506 million tenge. Recovery orders are currently being issued against debtors, and materials are being sent to private bailiffs for enforcement.

In summary, the speaker urged citizens to pay their taxes on time to avoid penalties and restrictive measures. Taxes can be paid through: the personal account on the State Revenue Committee portal, the electronic government (eGov) portal, as well as the mobile applications of e-Salyq Azamat, Kaspi, Halyk, and other second-tier banks.
