A presentation of modern digital and analytical tools in the field of law enforcement and forecasting criminal threats was held at the Prosecutor General's Office with the participation of the Head of the Presidential Administration, Aybek Dadebai.

The possibilities of a media monitoring system for early detection of criminal threats, an AI agent for analyzing citizens' appeals to e-Online and measures for their effective consideration, pilot projects for predicting street crime, external cyber threats and legal assistance to the population in order to promote the ideology of "Law and Order" through mobile applications are demonstrated., "smart" geo-maps of crime and road accidents, as well as a Targeting center for the control of trafficking of precursors and chemicals in the country.

The Digital Surveillance system and its functions for tracing persons, monitoring the execution of criminal sentences and probation, the rehabilitation of convicts, as well as the analysis of legality in cases of administrative offenses are shown. More than 60 government agency databases, smart video cameras, and drones are connected to the system, which allows prosecutors to monitor online the performance of their law enforcement functions by authorized bodies.

It was reported on the ongoing work with government agencies to integrate emergency utilities into a Single Duty Dispatch Service (EDDS-112) in order to analyze signals from the public and immediately respond to them at the earliest stage.

The implemented analytical and digital tools demonstrate tangible practical results. Thus, thanks to the integration of the information system of the Unified Register of Pre-Trial Investigations with the National Bank's Anti-Fraud Center and information on fraud incidents received from mobile operators and banks, the share of registration of criminal cases of cyber fraud increased by 2 times, which made it possible to take faster measures to protect the rights of victims.

The intellectual model of the "Digital Assistant" in criminal cases continues to be tested, which assists investigators in planning investigations, converting oral speech and video recordings into text, as well as analyzing testimony. Using this model, 76 indictments, 314 investigation plans were formed, and 67 transcriptions of interrogation protocols were performed. The use of this model has made it possible to reduce complaints from participants in the criminal process about the quality of the investigation in the manned areas by 100%.

The Prosecutor General stressed that "the expansion of analytical capabilities and the introduction of artificial intelligence make it possible to improve the quality of management decisions and strengthen the preventive focus of prosecutorial supervision. All initiatives are aimed at implementing the ideology of "Law and Order" and the principles of a "Listening State."

It was noted that as part of the implementation of the President's instructions, the Committee on Legal Statistics and Special Accounts is being transformed. The Criminal Threat Forecasting Center was established in its structure 4 months ago. Its main task is to carry out modern forecasting and analytical activities aimed at early identification of external and internal risks to public safety and crime prevention.

25 letters on external criminal threats with recommendations on their prevention have been sent to authorized state bodies, and the population is also informed through the media about new risks of previously unknown types and methods of criminal attacks.

As Prosecutor General Berik Asylov noted, "the establishment of the Center is an important step towards moving from responding to crime to preventing it, based on AI data, analytics and digital solutions."

In order to strengthen cooperation with the country's research institutes, 7 memorandums of cooperation have been signed. To provide advisory support for the implementation of analytical and digital solutions, there is an Advisory and Expert Council with the participation of deputies, representatives of the IT and scientific community.
