In his Message, the Head of State emphasized that the implementation of the concept of "Law and Order" is one of the priorities of state policy aimed at strengthening justice, legality and public safety. The formation of a legal culture of citizens, increasing trust in state institutions and strict observance of the law are identified as key conditions for building a fair and sustainable Kazakhstan.

In this regard, projects and initiatives aimed at promoting the ideology of "Law and Order" are being systematically implemented in Kostanay region, including through the use of interactive and modern formats of work with the population.

In 2025, 28 projects were implemented in the cities and districts of the region within the framework of the state social order. In the course of their implementation, non-governmental organizations conducted more than 300 events of various formats aimed at preventing offenses and improving the legal literacy of the population. In addition, information and handouts have been prepared and distributed, as well as videos highlighting topical issues of legal culture.

The higher educational institutions of the region are actively involved in the implementation of the ideology of "Law and Order". Universities have compiled a list of 20 events held on a weekly basis. Among them are legal hours, preventive lectures, meetings with relevant specialists and other formats aimed at improving the legal culture and preventing offenses among students.

One of the illustrative examples of interactive work was the holding of an event in the format of a game court on the theme "Law and Order: together towards a fair Kazakhstan". This format allowed students interested in law to apply their theoretical knowledge in practice. The event was attended by about 100 people, including representatives of the Prosecutor's Office, the court and the bar association.

In addition, the regional debate tournament "Men to the Republics" was organized in the region, timed to coincide with Republic Day. The tournament was held as part of the implementation of the "Law and Order" Concept by the Zhastar Rukhy Foundation corporate foundation in Kostanay region with the assistance of the Kostanay Regional University named after A. Baytursinuly, as well as the debate clubs Akhmet Urpaktary and Parasat.

The implementation of such initiatives contributes to the formation of a sustainable understanding of the value of law, responsibility and civic engagement in society, as well as strengthening the principles of "Law and Order" as the foundation of a just Kazakhstan.
