KAZAKHSTAN TAKES A STEP TOWARDS A NEW CONSTITUTION: THE POLITICAL DIRECTION OF THE COUNTRY IN THE TRANSITION PERIOD HAS BEEN CLEARED

Today, an expanded meeting of the Government of the Republic of Kazakhstan was held, during which the country's future development direction and the main directions of political modernization were widely discussed. During the meeting, members of the Government reported on socio-economic development indicators until 2025, the introduction of digitalization and artificial intelligence, monetary policy, and measures to reduce inflation.

According to the agenda, Prime Minister Olzhas Bektenov touched upon the main indicators of the country's socio-economic development and presented the Government's plans for this year. Deputy Prime Minister - Minister of Artificial Intelligence and Digital Development Zhaslan Madiev made a report on the digitalization process and the introduction of artificial intelligence into public administration. National Bank Chairman Timur Suleimenov outlined the priorities of monetary policy and mechanisms for curbing inflation.

At the end of the meeting, President Kassym-Jomart Tokayev delivered a closing speech, drawing attention to the crucial stage in the country's development. The Head of State noted that Kazakhstan has entered a transitional period and said that the current reforms are large-scale changes that will directly affect the fate of the country.

According to the President, Constitutional reform is the core of these changes. Since the National Congress in Kyzylorda, a broad and substantive exchange of views has been taking place in society regarding the Constitution. To systematize these proposals, a Constitutional Commission consisting of 130 people was created. This commission was assessed as an unprecedented structure for our country in terms of its professional level and scope.

Kassym-Jomart Tokayev emphasized that citizens were given full opportunity to express their opinions. Thousands of proposals were received through the eGov and eOtinish platforms. The commission carefully considered all of them and developed appropriate amendments. The President noted that this process was open, the reforms were discussed live and presented to the public. All this indicates that the principle of "A state that listens to the voice of the people" has been implemented in practice.

The Head of State announced that the Constitutional Commission had held ten meetings and reached a fundamental decision. The Commission concluded that “introducing individual amendments to the Constitution is not enough, and in the current situation it is necessary to adopt a new Constitution.” Accordingly, in January, the first version of the new Constitution was published, which caused widespread discussion in society. The President assessed this as a positive trend, indicating an increase in the political culture and activity of citizens.

The new draft Constitution is based on the concept of "Strong President - Influential Parliament - Accountable Government." This model demonstrates Kazakhstan's gradual transition from a super-presidential form of government to a presidential republic with an authoritative Parliament. The proposed changes are intended to strengthen the balance between the branches of power and increase the effectiveness and stability of all political institutions.

Summing up his speech, the President noted that the new Constitution clearly reflects the principle of "not a person for the state, but a state for the person." This direction is considered a logical continuation of the political reforms that have been underway since 2019. According to the Head of State, the new document presented to the public demonstrates that Kazakhstan has risen to a qualitatively new level of development and will be an important step towards creating a Just Kazakhstan.
