BALANCED DEVELOPMENT OF REGIONS AND DIGITAL STATE: THE PRESIDENT IDENTIFIES NEW PRIORITIES FOR THE GOVERNMENT

At the expanded meeting of the Government of the Republic of Kazakhstan, Head of State Kassym-Jomart Tokayev delivered a closing speech, paying special attention to the development of regions, the formation of a digital state, and the introduction of artificial intelligence. According to the President, these areas directly affect the long-term sustainable development of the country.

Kassym-Jomart Tokayev said that on his instructions, the concept of regional development until 2030 was approved last year. The main goal is to reduce socio-economic inequality between regions and improve the quality of life of the population. The President noted that the economies of the regions are generally growing, but a number of pressing issues remain unresolved.

One of them is the lack of infrastructure. On average, the level of infrastructure coverage of regions is 64.1 percent. This indicator varies significantly between regions. In particular, the newly formed Abai and Ulytau regions, as well as the Almaty region, lack infrastructure. The Head of State instructed to pay special attention to these regions.

The President charged regional leaders with taking concrete measures to diversify the economy, increase citizens' incomes, and reduce inflation. Attracting quality investment and creating new jobs through the development of small and medium-sized businesses should also be the main focus of akims.

Kassym-Jomart Tokayev highlighted the issue of creating a digital state as a strategic task. According to him, digitalization will reduce unnecessary costs, eliminate administrative obstacles, and reduce ineffective decisions in management. However, the President warned that digitalization should not be perceived as a "universal tool" that will close all gaps. He stressed that blaming digitalization for all shortcomings in order to avoid responsibility is the wrong approach.

The Head of State stressed the need to make artificial intelligence the core of digital policy. The government must identify clear priorities for timely and full funding of important digital projects based on artificial intelligence. Otherwise, large-scale plans may remain on paper.

The President instructed to implement digital development in close partnership with the private sector. Although work is underway to digitize public services and unify databases, the quality of data management is still low. In this regard, the Head of State noted the need to consider data as a strategic resource of the state and introduce a single standard. The Government, together with the Agency for Strategic Planning and Reforms and the National Bank, was instructed to create a unified system of state data management by the end of the year.

The President also noted that frequent failures in state digital systems indicate the obsolescence of modern IT technologies and the low quality of management. All digital transformations should be carried out on the basis of the QazTech platform, and the country should move to a single digital platform. The Head of State demanded that this work be carried out without excessive spending from the budget.

Kassym-Jomart Tokayev also touched upon the issue of protecting citizens' personal data during the digital transformation. Noting that the fight against online fraud and cybercrime is being intensified, he instructed the Government to develop comprehensive measures to ensure cybersecurity. The President also noted that the issue of protecting personal data should be enshrined at the constitutional level.

Regarding the digitalization of the social sphere, the Head of State expressed doubts about the effectiveness of the allocated significant funds. In this regard, it was proposed to form a social digital profile of households and display all social support measures through the "Social Wallet". This system should be launched in all regions by the end of the year.

In conclusion, the President drew attention to the domestic Aitu messenger and noted the need to develop a universal artificial intelligence assistant EGov AI. This system will replace Public Service Centers in the future, allowing citizens to receive government services more quickly and affordably.
