In the Republic of Kazakhstan, standards of official ethics are enshrined in the Ethical Code of Civil Servants of the Republic of Kazakhstan, approved by Decree No. 153 of the President of the Republic of Kazakhstan dated December 29, 2015.

Basic Principles of Official Ethics

The Ethical Code establishes that, when performing official duties, civil servants are obligated to:
• observe the law, principles of fairness, and impartiality;
• respect the rights and legitimate interests of citizens;
• avoid actions that undermine trust in the civil service;
• be polite, correct, and tactful when interacting with citizens.

Off-duty Conduct and Reputation

The Ethical Code applies not only to off-duty activities. Civil servants must remember that their off-duty behavior, including social media activity, also impacts the reputation of the civil service.

The Code stipulates that civil servants must:
• refrain from actions that could provoke public condemnation;
• prevent the dissemination of false information;
• adhere to generally accepted standards of morality and business ethics.

Responsibility for Violating Ethical Standards

Violating the requirements of the Code of Ethics may result in disciplinary action. The primary goal of the Ethics Commissioner is to prevent violations and foster a culture of conscientious and respectful behavior, not punitive measures.

In conclusion, it should be noted that service ethics is not a formality, but an important tool for improving the quality of civil service. Polite treatment of citizens, adherence to business communication standards, and the personal responsibility of each civil servant contribute to strengthening public trust in the state and fostering a positive image of the civil service as a whole.
