New vector of support: expanded list of costs reimbursed by the state

As part of the implementation of the instructions of the Head of State to increase the competitiveness of the national economy, updated instruments of state stimulation of industry have been introduced. The innovations adopted by the Ministry of Industry and Construction of the Republic of Kazakhstan are aimed at supporting the manufacturing sector.
According to the amendments to the "Rules for the provision of state incentives to industry aimed at promoting processed goods, works and services of Kazakhstani origin to the domestic market," domestic enterprises can reimburse up to 50% of the cost of transporting priority goods by rail within the country. The maximum amount of compensation is 10 thousand MCI, or 43.25 million tenge.
The innovation is aimed at reducing the transport costs of producers, increasing the competitiveness of Kazakhstani products and stimulating the growth of local content.
Also, for companies seeking to work with multinational corporations, the amount of reimbursement for international certification has been increased fivefold. It is necessary for access to tenders from the world's largest structures and new export markets. The amount of compensation has been increased from 3,000 to 15,000 MCI.
In addition, amendments have been made to the "Rules for the provision of state incentives to industry aimed at increasing the productivity of industrial and innovative entities." Now, the requirement for mandatory annual tax increases does not apply to businesses registered less than seven years ago (previously, the threshold was three years). The new measure takes into account the actual time frame for industrial facilities to reach their full design capacity and allows a wider range of new companies to receive government assistance.
It should be noted that the operator of government incentive measures for industry is JSC "Kazakhstan Industry and Export Center "QazIndustry". The Center reimburses part of the costs in two areas: increasing labor productivity and promoting products to the domestic market. Enterprises can reimburse up to 40% of their costs for the purchase of technological equipment and the introduction of digital technologies, improving the competencies of employees and the efficiency of production organization, conducting certification and laboratory tests of products, and so on.
