MAULEN ASHIMBAEV DISCUSSES THE MAIN MEANING OF THE DRAFT NEW CONSTITUTION WITH ACTIVE CITIZENS OF ALMATY

The Chairman of the Senate of the Parliament, Maulen Ashimbayev, met with maslikhat deputies, the public, members of ethnocultural associations, and active youth in Almaty. During the events, the main points of the new draft Constitution and the priority tasks of joint work in the framework of the upcoming republican referendum were discussed.
Maulen Ashimbayev, addressing the participants of the meeting, noted that the constitutional reform is a consistent continuation of the large-scale modernization initiated by the Head of State. He also noted that this political direction is based on such important principles as justice, the rule of law, and the responsibility of government to society.
"On the initiative of our President Kassym-Jomart Tokayev, comprehensive modernization is being carried out in all areas. Constitutional reform is a legitimate and consistent continuation of those fundamental changes. By the Decree of the Head of State, the draft new Constitution was submitted to a republican referendum. Thus, on March 15, citizens will make their choice. This is an important step towards democratizing the country's political system. The new Constitution places great emphasis on strengthening statehood, strengthening independence, and improving the quality of life of citizens. Therefore, constitutional reform is based on the principles of law and order, protecting the rights and interests of citizens, caring for the environment, and a sustainable development path," said Maulen Ashimbayev.
The Chairman of the Senate also drew attention to the fact that the new draft Constitution creates the legal basis for the implementation of the idea of "A Just Kazakhstan". The document contains priorities that are a solid guarantee for the development of the country's intellectual potential and strengthening the unity of the people. This clearly demonstrates the people-oriented nature of the new Constitution, the clarity of its content, and its role as a society-organizer.
"The draft new Constitution is a conscious move away from the inertia of the past and towards a modern state model. One of the conceptual changes in the Constitution is clearly the affirmation of human rights and freedoms as the highest value of the state. In the new Constitution, this very principle becomes the foundation of the state structure system. This means implementing the idea of "A Just Kazakhstan" not at the level of a declaration, but through specific constitutional norms," said the Speaker of the Chamber.
Maulen Ashimbayev called the new draft Constitution a historic document, noting that this decision is a transition to a new model of public agreement and a timely response to internal demands and external challenges. He emphasized the importance of advancing constitutional reform from an expert perspective, noting the need to effectively implement these ideas into concrete mechanisms, future laws, and law enforcement practice.
"The new Constitution will serve as the basis for the formation of a state and political structure that will ensure the stable, secure and dynamic development of Kazakhstan in the coming years. This step paves the way for the creation of an effective system that can overcome current and future challenges. Now we must focus on strengthening sovereignty, strengthening independence, creating conditions for the powerful development of our country and improving the well-being of citizens. Only then can Kazakhstan take its rightful place in the world economy and politics," said the Chairman of the Senate.
During the discussion, experts and representatives of think tanks expressed their suggestions and ideas regarding joint work in the context of the upcoming referendum and exchanged views on topical issues.
During the visit, the Chairman of the Senate got acquainted with the material and technical base of the Republican School named after Abai, including the UN office and the activities of the museum in the educational institution. He also met with the staff of the city library and active youth of the metropolis. In addition, the senators visited the office of Yandex Qazaqstan and discussed the issues of further development of digitalization processes in the country.
