For the first time, the draft of the new Constitution of Kazakhstan proposes to establish a norm of state support for volunteerism. The relevant amendments were discussed by deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan during the online marathon "Referendum-2026".
According to Majilis deputy Vera Kim, the constitutionalization of volunteerism is not only a recognition of its importance, but also a guarantee of state support for the long-term development of the volunteer movement.
"Thus, by raising the volunteer movement to the level of the Constitution, we will create conditions for every citizen to feel involved in the development of the state. This will contribute to the formation of a more sustainable development of society," added deputy Islam Sunkar.
In turn, MP Azhar Sagandykova noted that volunteering is not limited to young people. According to her, today the "silver volunteers" movement is actively developing - these older representatives make a significant contribution to supporting socially vulnerable groups, mentoring, and solving family problems.
