Shymkent University: The New Constitution is a Herald of Modernization

An educational meeting dedicated to explaining the New Constitution of the Republic of Kazakhstan was held at Shymkent University. The meeting was attended by the deputy akim of the city, Sarsen Kuranbek, who made a meaningful report. The meeting was chaired by the rector of the university, Nurlybek Seitkulov.
The main goal of the event was to analyze the content and significance of the New Constitution, and to explain its role in the development of society. The event was attended by faculty, representatives of law enforcement agencies, and students.
Senior lecturer of the university, jurist Yermek Tolenovich Bekbosynov, in his speech, specifically touched upon Article 3 of the New Constitution and raised the issue of human capital development. According to him, human capital is not only professional qualifications, but, first of all, a set of moral and virtuous qualities.
– It is not enough to be a good specialist, the most important thing is to be a good person. You cannot be a scientist and be a tyrant. The Constitution is not just a set of legal norms, it is a spiritual guide, – he said.
The speaker also noted that the priority given to protecting sovereignty and independence in Article 8 of the New Constitution is the need of the hour. It was stated that preserving the integrity and independence of the state is the common duty of every citizen.
Historian and scholar Mukhan Orynbayev emphasized the importance of the upcoming referendum on March 15 and explained the innovative nature of the Constitutional reform. According to him, the New Constitution provides for a number of changes aimed at improving the system of public administration. In particular, the National Kurultai institution was introduced and the participation of public representatives was expanded. In addition, priority was given to the areas of healthcare, science and education. Digitalization is intended to make social services more accessible.
Speaking at the meeting, Nariman Bazarbayev, assistant to the representative of the Shymkent city prosecutor's office, noted that the new Constitution clearly defines the protection of human rights. According to him, the introduction of the "Miranda Rule" will strengthen the guarantees of legal protection of citizens. That is, a suspect will be explained his rights from the moment of arrest, and the right not to answer without a lawyer is ensured.
Students also expressed their opinions, noting that the New Constitution clarifies the mechanisms for protecting the rights and freedoms of citizens.
Deputy Mayor of the city Sarsen Kuranbek said in his speech:
– If more than 50 percent of the changes are made to the Constitution, it is considered a new Constitution. The current version has been amended by 84 percent. This is a step aimed at the development and modernization of society, – he said.
According to him, the new Constitution clearly stipulates free secondary education and medical care. In addition, the decision to allocate 30 percent of deputy seats in the National Kurultai to women and youth is aimed at taking into account the voices of all segments of society.
The document defines marriage as an equal and voluntary union of a man and a woman. Dual citizenship is not allowed. These norms are aimed at protecting national interests and the integrity of the state.
The participants came to the common opinion that "The new Constitution is a document of ideological and strategic importance." The rule of law, protection of human rights, preservation of national values, and prioritization of education and science will be the basis for the sustainable development of the country.
The new Constitution is the foundation of independence, the banner of unity, and a testament to the spiritual revival of the nation. The future of the country lies in the strength of the law, and the strength of the law lies in the unity of the people.
