Payers of vehicle tax are individuals who have objects of taxation on the right of ownership.
The Tax Code defines persons who are not payers of vehicle tax:
- veterans of the Great Patriotic War, veterans equated in benefits to veterans of the Great Patriotic War, and veterans of military operations on the territory of other states, persons awarded orders and medals of the former USSR for selfless work and impeccable military service in the rear during the Great Patriotic War, as well as persons who worked (who served) for at least six months from June 22, 1941 to May 9, 1945 and were not awarded orders and medals of the former USSR for selfless work and impeccable military service in the rear during the Great Patriotic War, heroes of the Soviet Union and heroes of Socialist Labor, persons awarded titles "Khaly қ қ aқarmany," "Қ kazakhstanny ң Enbek Epi," awarded the Order of Glory of three degrees and the Order of Otan, mothers with many children, awarded the title "Mother Heroine" or awarded the suspension "Altyn Alka" or "Kumis alғa" - one vehicle each subject to taxation;
- persons with disabilities on owned motorcycles and cars - one vehicle each subject to taxation.
If the above categories own a passenger car with an engine capacity of more than 4,000 cubic centimeters, in respect of which registration actions have been carried out in the authorized state body related to the change of the owner of the vehicle after December 31, 2013), the tax is calculated in accordance with the generally established procedure.
It should also be noted here that if several vehicles are owned by these persons, these provisions apply to only one of the vehicles with the highest amount of tax calculated.
Also, the head and (or) members of a peasant or farm applying a special tax regime for peasant or farm farms are not payers of vehicle tax - for cars and trucks used in activities covered by such a special tax regime, within the requirements established by the Tax Code.
It should also be noted that in 2026, a norm was introduced to exempt from calculating the tax of peasant (farmer) farms for one passenger motor vehicle with a platform for goods and a driver's cab, separated from the cargo compartment by a rigid stationary partition (pickup cars) for one peasant or farm.
And also the norm for all categories of owners, when when calculating the tax on passenger cars depending on the service life of the vehicle based on the year of production, correction factors are applied:
over 10 to 20 years of operation inclusive - 0.7;
over 20 years of operation - 0.5.
The calculation of the tax, taking into account the changes, will be made already in 2027 according to the due date of the 01.04.2027 year.
For the period 2025, the calculation is carried out in accordance with the norms of the Tax Code, which was in force until 01.01.2026, so during this period 171 thousand individuals worth more than 4 billion tenge must fulfill the obligation on vehicle tax.
Over the past period of 2026, the budget received 159.8 million tenge in vehicle tax.
Dear owners of vehicles, we remind you that the deadline for payment of vehicle tax comes no later than April 1, 2026.
In case of failure to fulfill obligations within the established time frame, state revenue authorities will take measures in accordance with the Tax Code.

We also inform you that in order to support entrepreneurs and improve the quality of accounting and tax accounting, the Ministry of Finance of the Republic of Kazakhstan is holding an action "People's Accountant."

"People's Accountant" is a free advisory assistance for individual entrepreneurs and small businesses.
Entrepreneurs will be able to get clear and practical explanations on accounting, tax reporting and work in information systems.
Work schedule from March 2026 consultations 2 times a week (Tuesday, Thursday).
Within the framework of the action, consultations are held by professional accountants and auditors, representatives of professional accounting associations and, to clarify the norms of the legislation, the most experienced employees of state revenue bodies.
