The procedure for the import of goods under the customs transit procedure

The import of goods under the customs transit procedure is regulated by the EEU Customs Code and the national legislation of the Republic of Kazakhstan. Customs transit allows foreign goods to be moved under customs control from a point of entry (departure) to a point of destination without the payment of customs duties or taxes.
The process involves issuing a transit declaration at the border, setting a specific goods delivery deadline, as well as the use of seals and stamps. Foreign goods retain their status throughout the transit period. The main element of the procedure is submitting a transit declaration, containing information on the goods, the route of transportation, the sender, recipient and vehicle data.
Transport documents (waybills, CMR), shipping documents (invoice, payment bill), as well as security for customs payments are submitted in addition to the declaration. A cash deposit, a bank guarantee, or a surety can be used as collateral.
When goods are placed under the customs transit procedure, the customs authority of departure sets the duration of transit, determines the place of delivery, and identifies both the goods and their accompanying documents in accordance with Article 427 of the Code.
According to the "Transit Declaration Acceptance" public service rules, the provision of this service, including the acceptance of the declaration and the issuance of results, is carried out through:
1) through the service provider;
2) through the web portal of "electronic government" www.egov.kz .
