Democratic Reforms in Kazakhstan Positively Assessed in Strasbourg

Strasbourg, April 22, 2026 – A roundtable titled «Constitutional and Parliamentary Reforms - A New Stage of Political Transformation in Kazakhstan» was held at the European Parliamentary Association, bringing together members of the Parliamentary Assembly of the Council of Europe (PACE), representatives of Council of Europe institutions, international experts, and the diplomatic corps.

The keynote address was delivered by Evgeniy Bolgert, Secretary of the Committee on Constitutional Legislation, Judicial System and Law Enforcement of the Senate of the Parliament of the Republic of Kazakhstan. Among the speakers were Zsolt Németh, Head of the PACE political group «European Conservatives, Patriots and Affiliates», Birutė Vėsaitė, Deputy Chair of the «Socialists, Democrats and Greens Group», Natalie Sabanadze, Director for Political Affairs and External Relations of the Council of Europe and Emmanuel Dupuy, President of the Institute for Prospective and Security in Europe.

International observers who participated in the recent republican referendum in Kazakhstan - Alberto Turkstra, Project Director «Diplomatic World», and Islam Tekushev, representative of the media platform «Free Eurasia Foundation» shared their assessments of the voting process and the new Constitution of the Republic of Kazakhstan.

Participants discussed the implementation of comprehensive constitutional and parliamentary reforms initiated by President Kassym-Jomart Tokayev, aimed at strengthening democratic governance, ensuring institutional balance, and enhancing government accountability. It was noted that the current phase of transformation places particular emphasis on deepening political pluralism, expanding civic participation, and improving mechanisms of interaction between the state and society.

Special attention was paid to the role of parliamentary diplomacy as a tool for strengthening national unity, fostering inclusive dialogue, and promoting international cooperation.

PACE members, representatives of the Council of Europe, and international experts positively assessed Kazakhstan’s consistent progress in strengthening the rule of law, advancing democratic institutions, and improving the effectiveness of public administration, reaffirming their interest in further deepening cooperation and constructive dialogue.
