An illegal denial has been overturned: a citizen in Kostanay has had his land plot returned.

In the Kostanay region, the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs restored a citizen's violated right to a land plot.
A Kostanay resident applied for a government service—the registration of an additional land plot adjacent to his existing one. All necessary procedures were completed: authorized bodies issued a positive conclusion, and the land allocation plan was approved.
However, despite this, the local executive authority refused to provide the plot, citing grounds not specified in the rules for providing the government service.
After the citizen's appeal, an investigation was conducted with the Department. It was determined that the refusal was unfounded, as current legislation clearly defines an exhaustive list of reasons for refusal, and in this case, none were present.
Following the Department's response, the violated right was fully restored—the citizen was granted the requested land plot without having to reapply.
This case clearly demonstrates that when rights are violated in the provision of government services, citizens are not left alone to deal with the problem. The authorized body ensures the protection of rights and legitimate interests, ensuring their actual restoration.
