Annual Meeting of the Board of Governors of the European Bank for Reconstruction and Development

On 5–6 June 2026, the Kazakh delegation headed by Vice Minister of Finance and Alternate Governor for Kazakhstan at the Board of Governors of the European Bank for Reconstruction and Development (hereinafter – EBRD), Mr. Dauren Kenbeil, participated in the EBRD Annual Meeting and Business Forum held in Riga.
As part of the Annual Meeting, an investment session on Kazakhstan entitled “Kazakhstan’s New Investment Cycle” was held with the participation of Vice Minister of Finance Dauren Kenbeil, Vice Minister of National Economy Azamat Darbayev, and Chairman of the Management Board of Development Bank of Kazakhstan JSC Marat Yelibayev.
During the session, Mr. Kenbeil delivered a presentation on Kazakhstan’s public debt management policy, measures to attract foreign participants to the domestic capital market, and the key priorities of the country’s fiscal and tax policy.
The session brought together more than 200 participants, including representatives of multinational corporations, international financial institutions and banks, as well as experts in economics, investment, finance, and technology.
On the sidelines of the Annual Meeting, bilateral meetings were held with Mr. Hüseyin Özhan, EBRD Managing Director for Central Asia and Mongolia; Ms. Elisabeth Wichtum, Director representing Austria, Israel, Cyprus, Malta, Kazakhstan, and Bosnia and Herzegovina; and Ms. Ekaterina Miroshnik, Director of the EBRD Infrastructure Department for Eurasia. The discussions focused on the further development of trade, economic, and investment cooperation.
Following the meetings, a Framework Partnership Agreement between the Government of the Republic of Kazakhstan and the EBRD was signed to expand cooperation aimed at promoting the sustainable development and economic growth of Kazakhstan. In addition, a Supplementary Agreement to the Cooperation Agreement between the Government of the Republic of Kazakhstan and the EBRD concerning the Kazakhstan Government–EBRD Technical Cooperation Account under the Technical Cooperation Programme of 1 July 2013 was signed.
These documents provide for support in implementing structural reforms and key public policy priorities through project financing, technical assistance, analytical research, institutional capacity building of government agencies, the introduction of international best practices, and the promotion of infrastructure development, digitalization, private sector growth, and the green economy. These efforts will contribute to enhancing the competitiveness of the national economy and improving the quality of life of the population.
