The allocation of social assistance to certain categories of citizens in need by decisions of local representative bodies is a social support measure provided to citizens in difficult life situations, in accordance with the decisions of maslikhats and local executive bodies. The allocation procedure is regulated by the legislation of the Republic of Kazakhstan and the relevant rules for the provision of public services.

The following are grounds for classifying citizens as in need:

1) damage to a citizen (family) or their property as a result of a natural disaster;

2) damage to a citizen (family) or their property as a result of a fire;

3) the presence of a socially significant disease;

4) an average per capita income not exceeding the threshold established by local representative bodies, as a multiple of the subsistence minimum established for the relevant financial year by the law on the republican budget.

Social assistance is targeted and provided as a one-time payment to the applicant via a transfer to 20-digit accounts at second-tier banks or Kazpost.

The eligibility conditions, recipient categories, and payment amounts are determined by decisions of local representative bodies (maslikhats).

Who is eligible for social assistance?

Depending on the decision of the maslikhat of a specific region, assistance may be provided:

1) damage to a citizen (family) or their property due to a natural disaster;

2) damage to a citizen (family) or their property due to a fire;

3) the presence of a socially significant disease;

4) the presence of an average per capita income not exceeding the threshold established by local representative bodies, as a multiple of the subsistence minimum established for the relevant financial year by the law on the republican budget.

Where can I get the service?

The service is available:

through the e-government portal eGov.kz;
at employment and social programs departments in cities and districts;
through the akims of towns, villages, and rural districts;
through the State Corporation "Government for Citizens" (TsON).

What documents are required?

As a rule, the following are required:

Identity document.
Income information for the applicant and family members (if assistance is income-dependent).
Documents or a document confirming the difficult life situation or the basis for receiving assistance.

How to submit an application through eGov

Log in to the eGov portal.
Select the service "Assignment of social assistance to certain categories of needy citizens based on decisions of local representative bodies."
Fill out the application.
Indicate your bank account (IBAN).
Sign the application with an electronic signature.
Receive a notification of the result in your personal account.

Service Delivery Time

A decision is made within 8 business days of submitting a complete set of documents. The service is provided free of charge.

Service Result

Following the review, the applicant receives:

notification of the assignment of social assistance;

or a reasoned refusal stating the reasons.
