Kazakhstan Calls for Stronger Action to Combat Domestic Violence at the UN Human Rights Council

Geneva, 24 June 2026 – At the initiative of Kazakhstan, a panel discussion on preventing and eliminating domestic violence against women and girls was held during the ongoing 62nd session of the UN Human Rights Council.
One of the keynote speakers of the panel discussion was Ms. Zulfiya Baisakova, President of the Union of Crisis Centres of Kazakhstan and member of the National Commission on Women’s Affairs and Family and Demographic Policy under the President of the Republic of Kazakhstan. She presented Kazakhstan’s practical experience in developing a network of crisis centres, providing psychological, legal and social assistance to survivors, and introducing inter-agency mechanisms to prevent repeated violence.
In her statement, Ms. Baisakova noted that 50 crisis centres currently operate in Kazakhstan, including 37 centres licensed to provide rehabilitation and socialization services for victims of domestic violence with state support. Particular attention was paid to comprehensive assistance for survivors, the protection of children who witness violence, and pilot programmes aimed at working with perpetrators.
During the event, the Permanent Representative of Kazakhstan to the United Nations Office and other International Organizations in Geneva, H.E. Erzhan Kazykhan, delivered a joint statement on behalf of a group of States. The statement received broad cross-regional support from UN Member States, confirming the high level of international attention to Kazakhstan’s initiatives in this area.
The statement emphasized that domestic violence remains a serious human rights violation affecting the rights of women and girls to life, security, health, dignity, equality and non-discrimination. States called for a comprehensive, coordinated and survivor-centred approach, including prevention, protection, access to justice, accountability for perpetrators, and the development of support services.
Kazakhstan reaffirmed its readiness to continue promoting international cooperation, the exchange of best practices, and the development of effective national systems to protect women and girls from violence.
Following the discussion, the Office of the United Nations High Commissioner for Human Rights will prepare a relevant report and recommendations for States.
