The State Revenue Committee has introduced biometric identification for taxpayers with risks

       Digital technologies have become an integral part of everyday life. Today, biometric identification is widely used in the provision of public services and in the banking sector, ensuring reliable protection of personal data and reducing the risk of fraud.

       The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan is consistently introducing modern digital solutions aimed at enhancing the transparency, security, and efficiency of tax administration.

       Since February 2024, biometric identification has been implemented on a pilot basis in the Electronic Invoices Information System (IS ESF) for taxpayers classified as high-risk. The pilot project was completed at the end of 2025 and confirmed the effectiveness of this mechanism.

      Accordingly, the new Tax Code, effective from January 1, 2026, provides for the possibility of using biometric identification as part of tax administration.

      The use of biometric identification will help reduce the risk of issuing fraudulent electronic invoices by companies whose activities are not effectively controlled by their directors. It will also contribute to reducing the shadow economy, increasing the transparency of tax processes, and protecting compliant businesses from dealing with dishonest counterparties.

      The identification procedure is designed to be simple and convenient. Company directors can complete biometric identification through the ESF Information System using a computer or via a mobile application. The service is available regardless of the user’s location, including outside the Republic of Kazakhstan.

     It is important to note that biometric identification applies only to taxpayers exhibiting risk indicators. For the vast majority of compliant businesses, the procedure for using the ESF Information System remains unchanged.
