The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan informs that from July 31, 2026, the second stage of the introduction of navigation seals for tracking the transportation of goods begins in the territory of the Eurasian Economic Union (EAEU).

What is a navigation seal?

A navigation seal is an electronic device that is installed on a vehicle and allows real—time tracking of the transportation process.

The use of navigation seals allows:

, to ensure the safety of goods;
, to increase the transparency of transportation;
Minimize government control in the process of cargo transportation.

, The first stage of implementation

The first stage of the implementation of navigation seals started on February 11, 2026 and confirmed the effectiveness of this mechanism in international transportation across the territory of two or more EAEU member states.

What will change from July 31, 2026?

The list of shipments in which the use of navigation seals is mandatory is expanding.

Navigation seals will be applied:

🔹 for road transport of all categories of goods transported under the customs transit procedure (with the exception of certain categories of goods provided for by the Decision of the Council of the Eurasian Economic Commission No. 147 dated December 12, 2023);

, during railway transportation:

, alcoholic products;

, tobacco products;

, sanctioned goods;

, fur products;

👕 clothes;

, electronics.

Recommendations of the State Revenue Committee

The SRC recommends that carriers, forwarders, exporters, importers, as well as other participants in foreign economic activity familiarize themselves with the new requirements in advance and take them into account when planning transportation.

This will allow:

✔️ avoid delays when crossing the state border;

✔️ ensure uninterrupted logistics;

✔️ comply with the established deadlines for the delivery of goods.

, The regulatory framework

The introduction of navigation seals is carried out in accordance with the Agreement on the Use of Navigation Seals for Tracking Shipments in the Eurasian Economic Union dated April 19, 2022, as well as decisions of the bodies of the Eurasian Economic Commission.
