In accordance with Order No. 39 of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan dated January 31, 2020, "On Approval of the Register of Public Services," the state revenue authorities provide the public service titled "Apostilling official documents originating from structural subdivisions of the Ministry of Finance of the Republic of Kazakhstan (hereinafter- the MF RK) and (or) their territorial subdivisions."

Effective January 1, 2026, the procedure for providing this public service is governed by Order No. 689 of the MF RK dated November 11, 2025, "On certain issues concerning the confirmation of tax residency and apostilling official documents issued by state revenue authorities," which officially approved the Rules for the provision of the public service.

An apostille is a special stamp certifying:

• authenticity of the signature of the official;

• powers of the person who signed the document;

• authenticity of the seal or stamp of a state body.

The apostille does not confirm the content of the document, it only certifies its official origin.

Recipients of public services are:

• individuals;

• legal entities;

• representatives of applicants acting under power of attorney or other documents confirming their authority.

The public service is provided :

• through the service provider;

• through the State Corporation ‘Government for Citizens’;

To receive a public service, it is necessary to submit:

• a document to be apostilled;

• a document confirming the payment of the state fee.

In accordance with subparagraph 6) of paragraph 3 of Article 667 of the Tax Code of the Republic of Kazakhstan, affixing an apostille is subject to a state fee charged at the rate of 0.5 MCI per official document. As of January 1, 2026, the Monthly Calculation Index is set at 4 325 tenge. Accordingly, the state fee payable is 2162.5 tenge for each document. Payment must be remitted to BCC 108126 - state fee for affixing an apostille.

The timeframe for rendering the public service is 3 working days. In cases where additional document verification is required, the processing period is extended to 5 working days from the date of application registration.

Based on the results of considering the application, the applicant is given:

• an official document with an apostille affixed;

or

• reasoned refusal to provide public services on the grounds provided for by the Rules.
