What can not be imported and exported from the territory of Kazakhstan?

In the Republic of Kazakhstan, there are restrictions and prohibitions on a number of goods and items for import and (or) export by both individuals and legal entities.
According to the Customs Code of the Republic of Kazakhstan and the Customs Code of the Eurasian Economic Union, there is a ban on the import and export of the following categories of items and goods:
- Ozone-depleting substances and products containing ozone-depleting substances prohibited for import and export;
- Hazardous wastes prohibited for import (which include: arsenic, mercury, magnesium dust, etc.);
- Information on printed, audiovisual and other media if it contains prohibited materials (promoting extremism, violence or terrorism);
- Plant protection products and other persistent organic pollutants prohibited for import;
- Service and civilian weapons, their main parts and cartridges, prohibited for import and (or) export;
- Implements of extraction (fishing) of aquatic biological resources prohibited for import (ready-made monofilament fishing nets with a diameter of less than 0.5 mm, electric fishing rods);
- Products made from Greenland seals and Greenland seal cubs, prohibited for import;
- The sables, alive;
- Whales, dolphins and porpoises.
According to the rules of the EAEU, namely, by the Decision of the Board of the Eurasian Economic Commission dated April 21, 2015 No. 30 "On non-tariff regulation measures", the import and (or) export of narcotic drugs, psychotropic substances and their precursors are carried out with a license issued in accordance with the Instructions for applying for licenses for the export or import of certain types. goods and registration of such licenses, except for
- import and (or) export by individuals of a limited amount of narcotic drugs, psychotropic substances and their precursors in the form of medicines for personal use for medical reasons, if there are supporting medical documents indicating the name and quantity of the goods;
- import and (or) export of narcotic drugs, psychotropic substances and their precursors intended for the provision of humanitarian aid (assistance) and (or) emergency assistance in emergency situations, if this is provided for by the legislation of the Member State;
- being in first-aid kits on a vehicle in a limited number determined by the legislation of the state of registration of vehicles;
- import and (or) export of precursors used as supplies, in the amount necessary to ensure the normal operation of equipment and technical devices of an air, water, or railway vehicle.
In all other cases, the import and/or export of narcotic drugs, psychotropic substances and their precursors is prohibited and is punishable by law.
By Decree of the President of the Republic of Kazakhstan on March 14, 2022 No. 830 "On measures to ensure financial stability of the Republic of Kazakhstan", a ban on export from the territory of the Republic of Kazakhstan is in effect:
- foreign currency in cash and (or) monetary instruments in foreign currency in an amount exceeding the equivalent of 10,000 (ten thousand) US dollars and calculated at the exchange rate of the National Bank of the Republic of Kazakhstan established on the date of export;
- gold bars of refined gold of 5, 10, 20, 50 and 100 grams, issued by the National Bank of the Republic of Kazakhstan, as well as refined gold over 100 grams.
The Department of State Revenue in Astana city urges individuals and legal entities to comply with the requirements of the legislation of the EAEU and the Republic of Kazakhstan when moving goods across the customs and state borders. Attempts to transport prohibited or restricted items entail administrative liability with confiscation of property, and in cases provided for by law, criminal prosecution.
