On August 28, 2026, as part of the August conference titled «Human Capital, Education, Progress – Key Values of the People's Constitution», a sectional meeting of educators working in orphanages, correctional institutions, and special boarding schools of the region was held at the Municipal State Institution «Special Boarding School No. 8» of the Education Department of East Kazakhstan Region on the topic «Developing Human Capital through Ensuring Accessible and Quality Special Education: Modern Approaches to Supporting Children with Special Educational Needs».
A total of 40 educators from special and correctional institutions (orphanages, Youth Homes, Centers for Adaptation of Minors, Psychological-Pedagogical Correction Rooms, Psychological-Medical-Pedagogical Consultations, Rehabilitation Centers, Autism Centers, Psychological-Medical-Pedagogical Consultations, special boarding schools) participated in the event.
During the session, Deputy Director of the East Kazakhstan Regional Scientific and Methodological Center for Informatization and Development of Education «Örken» of the Education Department of East Kazakhstan Region, A.K. Kubentayeva, conducted informational and explanatory work on the Instructional and Methodological Letter for the 2026-2027 academic year, as well as on the regulatory legal acts of special and inclusive education of the Republic of Kazakhstan. Chief Specialist of the Department for the Protection of Children's Rights of East Kazakhstan Region, D.B. Atantayeva, spoke about the importance of supporting children with special educational needs, orphans, and children left without parental care based on the new Constitution. The director of the boarding school «Aq Niet» and educators from the Family-Type Children's Village and the Youth Home presented practical work experience in supporting, educating, upbringing, and socializing children.
Following the sectional meeting, the main objectives for the new 2026–2027 academic year were defined, aimed at improving the quality of special education, enhancing psychological and pedagogical support for children with special educational needs, developing interdepartmental cooperation, and disseminating effective pedagogical experience.
