Kazakhstan has launched the first administrative amnesty in its history.

Introduced as part of the country’s constitutional and institutional reforms, the measure is expected to cover around one million eligible administrative fines.
The process will be fully digital:
• no application is required;
• eligible cases will be identified automatically;
• beneficiaries will be notified electronically or by SMS.
The amnesty is intended to help citizens and individual entrepreneurs resolve liabilities arising from minor administrative offences. Court-imposed fines, repeat offences and violations affecting public safety, health or state interests are excluded.
The amnesty will be implemented from 1 July to 31 December 2026.
