The phased development of the Qonai residential area in Kostanay is ongoing. Work is being carried out on the construction of individual residential buildings, allocation of land plots, and implementation of commercial projects.

Qonai is one of the promising areas of Kostanay. The total area of the residential district is 1,300 hectares, of which 488 hectares are included in the first phase of development.

Under the current detailed planning project, 1,967 land plots have been designated for individual housing construction. In addition, residential construction projects financed from the municipal budget are being implemented.

In 2025, 124 individual residential houses were commissioned in the Qonai area. Of these, 69 are one-storey and 55 are two-storey houses. To date, 48 houses have been transferred to residents, while the formalization of transactions for another eight houses is underway.

The allocation of land plots to citizens on the waiting list is also continuing. A total of 597 land plots have been allocated so far, with another 138 currently at the allocation stage. In addition, 135 architectural and planning assignments have been issued and 54 design proposals have been approved. Owners of 16 land plots have already started construction.

The development of Qonai is not limited to residential construction. Conditions are also being created for business activities and the development of the necessary commercial infrastructure.

Between 2022 and 2026, 10 auctions were held for the sale of lease rights to land plots designated for commercial purposes. As a result, 3.76 hectares of land were sold, generating 115 million tenge in budget revenue.

The detailed planning project also provides for the development of essential social and public infrastructure in Qonai. In particular, plans include two schools, a polyclinic, an ambulance station, sports and cultural and recreational facilities, as well as retail and consumer service facilities.

Development of the Qonai residential area is continuing. The comprehensive development of the territory is aimed at creating comfortable living conditions and a well-developed urban environment for residents.
