Askhat Shakharov: Projects aimed at Aktobe's development must be implemented without delay

The issue of Aktobe's development was considered at a meeting chaired by the regional akim. The agenda discussed the city's current problems, as well as ways to solve them. The main attention was paid to the socio-economic development of the regional center, infrastructure projects and improvement of territories. Also, issues of housing construction and ecology were raised.
The city akim Azamat Beket announced that the budget of the regional center for 2025 was approved in the amount of 144 billion tenge. These funds will be directed to the development of the city, modernization of infrastructure and improving the quality of life of the population.
In particular, it is planned to build roads in the "Altyn Orda" microdistrict, in the "Bauyrlastar-1, 4", "Yasny-2", "Akzhar-2" residential areas, in the lower Kurayli and a number of other residential areas. Also, the bridge across the Elek River in the Kirpishty microdistrict will be renovated. A gas pipeline will be built in the residential areas of "Akzhar Plus", "Sazda-3", "Rauan-2", and water supply networks will be built in the Shilisay-1, -2, Parasat, Duman and other areas. This year, the construction of power supply networks is planned in the residential areas of "Rauan-2", "Sazda-3", "Sarbaz-2", "Eset Batyr", "Ontustik-Batys-2", "Zhanakonys-4". Funds have been allocated for the improvement of the courtyards of 50 multi-storey residential buildings.
"Important investment projects are being implemented in the regional center. This year, the construction of a rail welding plant worth 21.4 billion tenge will begin. A land plot of 3.5 hectares has been allocated for the plant of "PZTM LTD" LLP. Another strategically important project is the creation of the "Aktobe" special economic zone in the area of \u200b\u200bthe Aliya Moldagulova International Airport. We plan to locate modern industrial enterprises on an area of \u200b\u200b858 hectares. The completion of construction is scheduled for 2026. The implementation of this project will significantly increase the investment attractiveness of our city and create new jobs,” said Azamat Beket.
The city akim also said that it is planned to reconstruct the A. Pushkin park in the regional center at the expense of sponsorship funds and build the “Altyn Besik” glamping in the Kirpishti microdistrict. A draft project for the improvement of the area near the bus station is being developed. This year, it is planned to complete the construction of the alley along Tauyelsizdik Avenue and the “Konys” park.
Listening to the report of the city akim, the head of the region Askhat Shakharov instructed to ensure timely and effective use of budget funds, minimizing the risks of underspending, without delaying the implementation of projects.
“In the future, it is important for our city to implement all planned projects as efficiently and on time as possible. Only in this way can we create favorable conditions for our residents and contribute to the development of the regional center,” - noted Askhat Shakharov.
The regional akim also undertook to resolve the issue of problematic facilities. Today, there are 20 unfinished projects in the field of road construction in Aktobe. Of these, court proceedings are underway on 13 projects, and amendments are being made to the design and estimate documentation for 7 projects.
“I have repeatedly emphasized the need to take strict measures against unscrupulous contracting organizations, up to and including termination of contracts. In the future, organizations should not be allowed to adjust their cost estimates. We are obliged to require contractors to carefully and accurately calculate all costs during the planning stage in order to avoid violations and shortcomings in the process of project implementation,” the head of the region instructed to strengthen control over the fulfillment of contractual obligations and increase the responsibility of contractors.
The regional akim also drew attention to the problem of large-scale garbage disposal in the city and the appearance of spontaneous garbage dumps around settlements.
“We have resolved the issue of garbage disposal. Companies are restoring work and purchasing new equipment. The problem is related to the accumulation of large amounts of garbage that residents themselves must remove, which cannot be dumped around landfills or residential areas. Millions of tenge are spent annually from the city budget on the elimination of spontaneous garbage. If residents continue to create landfills, we will be forced to raise tariffs. Improving the city is an important task. The “Clean Kazakhstan” campaign should not be a one-time event, but a permanent one. Order in the city must be maintained constantly. This is a national task, and each of us must take care of our common home. Cleanliness is important not only for guests and investors, but also for residents in general. A clean and beautiful city should become a way of life,” the akim said.
Askhat Shakharov also touched upon the issue of flooding of city streets. To address these important issues, he instructed the city akim to accelerate construction and installation work on sewer projects by September of this year. He also noted the need to conduct regular monitoring of unauthorized landfills and take urgent measures to eliminate them, together with the Department of Ecology.
"The work must be specific, coordinated, and systematic. The city must develop, and its results must be seen and felt by residents!", the akim concluded the meeting.
