A session of the regional maslikhat on the approval of the budget for 2025-2027 was held in Akmola region. During the event, Akim of Akmola region Marat Akhmetzhanov presented the key areas of the region's budget.
In the structure of the approved budget, almost 60% is spent on the social block. Expenses are provided for the maintenance of medical and social institutions, measures to reduce unemployment, and social benefits. In addition, funds are provided for sanatorium treatment for pensioners and free public transport in the city of Kokshetau.
At the expense of the budget, conditions are being created for the high-quality provision of preschool, secondary and vocational education in the region. In 2025, in addition to repairs in educational institutions, funds have been allocated to improve the nutrition of Akmola schoolchildren.
Funds are provided for the repair and logistical equipment of medical organizations of about 6 billion tenge. Also, starting next year, payments of loans for medical workers in acute shortage specialties in the amount of 8.5 million tenge will begin.
Special attention is paid to the agro-industrial sector. Thus, 51.5 billion tenge is provided for subsidizing the development of seed production and priority crops. Work is underway to update the agricultural machinery fleet. Applications for preferential loans to prepare for the sowing campaign under the Ken Dala 2 program are already available.
More than 87 billion tenge has been allocated for the development of housing and communal services and transport infrastructure. The implementation of the housing purchase program for socially vulnerable segments of the population will continue. In 2024, a housing renovation program was launched in Kokshetau. Renovation of 11 local zones will be carried out in the regional center in stages.
The head of the region emphasized the need for the principle of effective planning and provision of villages with equal living conditions.
"It is necessary to restructure the work on effective planning – from budget management to result management. This also applies to the development of design and estimate documentation for both repair and construction," Marat Akhmetzhanov noted.
The governor of the region also focused on the lack of proper control over the implementation of projects by akims and heads of departments.
Addressing the deputies of the region, M. Akhmetzhanov stated the need to be active in monitoring the implementation of projects.
In addition, in order to ensure transparency, it was instructed to start the process of digitizing projects. This system will become one of the elements of the Situation Center, which will become a key link in data management.
Summing up the results of the speech, the head of the region stressed the need to work out reserves for increasing the revenues of his own budget.
"Create conditions for business, with an emphasis on small and medium-sized enterprises. Increase the tax base. Ultimately, this will lead to a doubling of the economy in the regions. And then you will have all the possibilities of financing from your budget," the governor of the region summed up.
