Deputy Akim of the region and Special Representative of the President of the Republic of Kazakhstan at the Baikonur complex, Kairat Nurtai, visited social facilities in the Karmakshy district during a working trip, following the instructions of the regional head, Nurlybek Naliyev.First, he visited the physical culture and wellness complex in the village of III International. The facility, built in accordance with modern standards, was commissioned in 2024 by Astana Service LTD LLP. A total of 409 million tenge was allocated for its construction. Today, local residents, especially schoolchildren, regularly engage in sports there.He then reviewed the activities of Specialized Boarding School-Lyceum No. 284. The institution is designed for 120 students and includes academic buildings, a dormitory, a canteen, and sports grounds.During the working trip, the Deputy Akim also visited the “Rukhaniyat” Center in the settlement of Zhosaly. The center was commissioned two years ago and houses the district library, local history museum, archive, veterans council, youth center, and public organizations.In 2023–2024, 103 residential buildings (207 apartments) were purchased in the Karmakshy district and provided to citizens on the housing waiting list. Last year, an additional 30 houses were handed over. To receive a public service, the service recipient submits to the service provider via the portal an application for the assignment of an accounting number to the production facility, using the form in Appendix 1 to these Rules. This application is an electronic document signed with the service recipient's digital signature.Confirmation of acceptance of the application on the portal is the corresponding status in the personal account indicating the acceptance of the request for the provision of the public service.To assign an accounting number to a production facility, a veterinary and sanitary certificate is required for the production facility confirming its compliance with veterinary (veterinary and sanitary) requirements. This certificate must be issued in accordance with the Rules for the Issuance of Veterinary Documents and Requirements for Their Forms, approved by Order No. 7-1/453 of the Minister of Agriculture of the Republic of Kazakhstan dated May 21, 2015 (registered in the Register of Regulatory Legal Acts of the Republic of Kazakhstan No. 11898), no more than 30 (thirty) calendar days prior to the application submission date.The deadline for rendering and issuing the result of the public service is two (2) business days from the date of application registration.Accounting numbers for production facilities are issued for a period of three (3) years, with the exception of production facilities operating on production premises under a lease or free-use agreement for a term of less than three (3) years, as well as slaughterhouses.For accounting numbers issued to production facilities (except for production facilities operating on production premises under a lease or free-use agreement for a term of less than three (3) years, as well as slaughterhouses) before January 1, 2026, without specifying a validity period, the validity of these accounting numbers is calculated from January 1, 2026.For slaughterhouses, accounting numbers are issued for one (1) year and are subject to annual confirmation prior to the construction of meat processing plants or slaughterhouses in the region. For production facilities operating on production premises under a lease or gratuitous use agreement with a term of less than three (3) years, registration numbers are issued for the term of the lease or gratuitous use agreement.Thirty (30) calendar days prior to the expiration of the registration number, production facilities must undergo a new registration number assignment procedure in accordance with these Rules, and the assigned registration numbers will be retained.If the registration number expires, the registration number is terminated, and the status "Registration number terminated" is displayed in the information system.The responsible employee of the service provider verifies the completeness of the documents and/or information contained in the application within one (1) business day of the application's registration.If the service recipient submits an incomplete set of documents and/or information contained in the application, or if the documents are expired, the responsible service provider employee prepares and sends to the service recipient's personal account a reasoned refusal to further consider the application in the form of an electronic document signed with the digital signature of the service provider's manager.If the service recipient submits a complete set of documents and/or information, the responsible service provider employee, within 2 (two) business days of the application's registration, assigns an accounting number to the production facility and issues a confirmation of the assignment of the accounting number to the production facility in the form specified in Appendix 3 to these Rules, or a reasoned refusal to provide the public service in the form specified in Appendix 4 to these Rules.Confirmation of the assignment of the accounting number to the production facility or a reasoned refusal to provide the public service is sent to the service recipient's personal account in the form of an electronic document signed with the digital signature of the service provider's manager.In the event of a change in the surname, first name, patronymic (if any) of an individual, re-registration of an individual entrepreneur and (or) change of its name, change of the name of a legal entity and (or) reorganization of a legal entity in the form of a merger, transformation, accession of a legal entity to another legal entity, separation and division, change of ownership of production premises or change, termination, cancellation of a lease agreement (gratuitous use agreement) of production premises, the service recipient, within 1 (one) month from the date of occurrence of changes, submits to the service provider an application for assignment of an accounting number to the production facility in the form according to Appendix 1 to these Rules, with the attachment of relevant documents confirming information on the changes, with the exception of documents, the information from which is contained in state information systems.If the changes specified in Part One of this paragraph do not result in a change in the type of activity performed by the production facility, the service provider shall reissue the confirmation of assignment of the registration number to the production facility within two (2) business days of the application's registration.If the type of activity changes, the production facility shall undergo a repeat registration number assignment procedure in accordance with these Rules.Production facilities with mobile units shall link them to the current registration number.State Institution "Mendykarinsky District Territorial Inspectorate of the Committee for Vocational Training and Inspection of the Ministry of Agriculture of the Republic of Kazakhstan", Borovskoye village, Altynsarin Street 83, tel.: 2-40-94Source : https://www.gov.kz/memleket/entities/kostanai-mendykarin-audany-akimat/press/news/details/1199131?lang=kk

The tractor moves automatically, and the mechanic only controls the process.- This year, together with the head of the farm, Adlet Rapekov Amirgalievich, we have completely revised the development priorities. The main value was put in the first place — people and systematic work. We have been studying autopilot and navigation systems for a long time, and we have looked at the experience of other farms. But it was important for us not just to purchase equipment, but to choose a reliable partner with high-quality service," says Talgat Batpanov, the farm manager. At the farm, one of the tractors is already operating in test mode with autopilot. After a week of use, the system showed stable results: the equipment follows a set route, the data is transmitted to the server, and the management monitors the work from the phone in real time. Overlaps are reduced, replanting is eliminated, and fuel consumption is reduced."The test was successful, so it was decided to gradually equip all equipment with such systems by the end of the year," says Talgat Batpanov. The main effect, according to the management, is related not only to the economy, but also to working conditions. The autopilot reduces the load on the mechanic, removes constant tension and makes work more relaxed. The employee gets less tired and maintains a stable rhythm during the shift.- I have been working at the farm for 4 years now and I am glad that the process has become automated. This is convenient: it has become easier to manage equipment, less fatigue per shift. I started the autopilot, and the tractor walks across the field by itself, and we only control the system, you can even drink coffee," says mechanic Vladimir Shipilov with a smile. The management of the farm notes that it continues to invest in people and support those who are ready to work, develop and grow with the company. At the same time, a clear management system is being built: process control, efficiency, order and transparency at all stages.The youth of the district is also showing interest in new technologies. The second shift mechanic Mikhail Anishchenko has been working on the farm for two years.- I've always been on the same page with technology. Here you can try modern solutions in practice. Working with autopilot is simple and really interesting," he notes. However, not all young people in the villages think like Mikhail, and many go to the cities after studying in search of an easy life. Currently, many farms in the region need young personnel, but, as the agrarians themselves note, for this it is necessary to improve the quality of life in rural areas. Today, Amirgali Agricultural Company is engaged in crop production and is simultaneously testing new approaches in agricultural technologies. Kazakh Startup Becomes Prize Winner of an International Competition in Vienna 11.04.2026
Vienna, 10 April 2026 — Within the framework of the International Vienna Energy and Climate Forum, jointly organized by the United Nations Industrial Development Organization (UNIDO) and the Federal Ministry for European and International Affairs of the Republic of Austria, the Kazakh startup HydroTech Atm became a prize winner of the Global Cleantech Innovation Programme (GCIP) international competition.Particular attention was drawn to the fact that the founder and CEO of the HydroTech Atm project, Dana Kadyrbek, is the youngest and the only participant in the GCIP programme aged 17. Despite her young age, Dana has developed a fully autonomous device for producing clean drinking water from the atmosphere based on nanomaterials. Her technology is already undergoing pilot implementation in Kazakhstan, including laboratory testing and cooperation with relevant governmental and scientific institutions.In addition, Dana Kadyrbek participated as a speaker in the plenary session entitled «Securing the Green Transformation: Resilient Technologies and Infrastructure», where she presented her project and its key advantages to an international audience.The international recognition of the HydroTech Atm project demonstrates the high potential of young Kazakh innovators and confirms Kazakhstan’s ability to offer relevant technological solutions in response to global challenges in water security, environmental protection and climate.Background: The Republic of Kazakhstan became the first country in Central Asia to join the GCIP programme. In December 2025, a national competition of climate startups was held under the GCIP-Kazakhstan programme, where HydroTech Atm, SpaceLab and Forest Hero were selected as prize winners. Заместитель Премьер-министра – министр национальной экономики Серик Жумангарин в рамках рабочей поездки посетил Актюбинскую область, где провел встречу с аграриями региона.В расширенном формате к встрече по онлайн-связи подключились руководители крестьянских хозяйств районов. Аким области Асхат Шахаров отметил, что ключевым направлением сельского хозяйства региона остается животноводство. Вместе с тем в Айтекебийском, Каргалинском, Хромтауском и Мартукском районах активно развивается и растениеводство.По итогам 2025 г. объем сельскохозяйственного производства составил 412 млрд тенге, рост – 2,5% к предыдущему году. В 2026-2028 гг. в агропромышленном комплексе региона планируется реализовать 11 инвестиционных проектов на сумму 94,9 млрд тенге, из которых 4 проекта будут запущены уже в текущем году. Среди них – строительство и расширение откормплощадок КХ «Жаннур» и ТОО «Agroproduct development», запуск птицефабрики ТОО «Рамазан кус», а также молочно-товарной фермы ТОО «АЙС». В 2025 г. в регионе собрано 554 тыс. тонн зерновых и 72,4 тыс. тонн масличных культур. Также получены значительные объемы картофеля и овощей. В рамках диверсификации посевных площадей увеличены площади под масличные и кормовые культуры.О параметрах нового Комплексного плана развития животноводства участников встречи проинформировал вице-министр сельского хозяйства Амангалий Бердалин. В ходе обсуждения аграрии подняли ряд практических вопросов. В частности, руководитель областного филиала Ассоциации фермеров Казахстана Кусайын Сарсембай предложил рассмотреть возможность предоставления гарантий через Фонд развития предпринимательства «Даму» по программам «Игілік», «Береке» и «Жайлау».Серик Жумангарин отметил, что в настоящее время прорабатывается механизм предоставления гарантий по этим программам через фонд «Даму». Достигнута предварительная договоренность о внедрении инструмента, при этом отдельные условия и технические параметры находятся на стадии согласования. Отдельно был поднят вопрос доступности субсидирования процентных ставок по кредитам и лизингу. Директор ТОО «Айс плюс» Куаныш Ищанов сообщил о невозможности подачи заявок из-за приостановки работы портала в связи с отсутствием бюджетных средств. Также свои вопросы озвучили представители других хозяйств региона — ТОО «Степное», ТОО «Кумкудык», ТОО «Пригородное», КХ «Меңдібай-Қарағаш». По всем обращениям даны разъяснения в ходе совещания.Подводя итоги встречи, вице-премьер отметил, что Актюбинская область является одним из крупнейших регионов по площади пастбищных земель – 25,3 млн га. Государство продолжает оказывать аграриям значительные меры поддержки, при этом усиливаются встречные требования. Ключевым из них является эффективное использование сельскохозяйственных земель. В настоящее время прорабатывается внедрение целевых показателей эффективности их использования, а также подход, при котором хозяйства, занимающиеся растениеводством, будут параллельно развивать и животноводческое направление.Сразу же в этот день Серик Жумангарин провел отдельное совещание по вопросам бюджета области, в ходе которого были рассмотрены ключевые параметры финансирования и приоритетные направления расходов. По итогам обсуждения даны поручения по обеспечению эффективного использования бюджетных средств и усилению контроля за их освоением. В рамках поездки по региону министр также ознакомился с работой завода по переработке шерсти ТОО «KAZFELTEC». The festival will gather over 100 craftsmen from foreign countries (Kyrgyzstan, Uzbekistan, and Tajikistan), as well as from neighboring regions of Kazakhstan (Almaty and Turkestan). Local artisans will also present their work. To create a special atmosphere and inspire the guests, a rich program is planned: a scientific and practical conference on the topic «Taraz — City of Craftsmen. Traditional and Modern Crafts», an exhibition of handcrafted items, workshops, and an exhibition of young artisans and artists titled «My World: Fantasy and Reality». Additionally, the International Fashion Week «ASPARA FASHION WEEK» will take place as part of the festival, where national styles and modern trends will blend harmoniously. Prospects for Cooperation Considered at the Kazakhstan–Poland Intergovernmental Commission 10.04.2026
Astana, April 10, 2026 – The 10th meeting of the Kazakhstan–Poland Intergovernmental Commission on Economic Cooperation (IGC) was held in Astana, aimed at further strengthening trade, economic, and investment ties between the two countries.The Co-Chairs of the IGC – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Arman Issetov and Deputy Minister of Economic Development and Technology of the Republic of Poland Michal Baranowski – together with representatives of relevant government agencies, discussed the current state and future prospects of bilateral cooperation, as well as measures to ensure sustainable economic growth.The parties reaffirmed their mutual interest in advancing the partnership and reviewed prospects for cooperation in key sectors, including agro-industry, energy, mining, transport, pharmaceuticals, and digital technologies.“Poland is a reliable partner of Kazakhstan in Central and Eastern Europe and the European Union.
