The Agency has presented the results of the 2025 regular AQR 02.02.2026
The Agency of the Republic of Kazakhstan for Regulation and Development of Financial Market (hereinafter, the Agency) has published the results of the regular asset quality review (AQR) of the banking sector for 2025. The report provides a detailed analysis of the current level of credit risk based on the regular AQR results.In 2025, the Agency conducted the regular AQR on 11 leading banks, whose assets account for 86% of the banking system. The analyzed debt reached ₸32.8 trillion, increasing by 19.7% year-on-year basis. The main part of the debt is represented by unsecured consumer loans (₸11 trillion), as well as portfolios of loans for large business (₸4.7 trillion), small business (₸4.5 trillion), and investment projects (₸3.6 trillion).On an individual basis, 1 299 major borrowers, as well as 580 co-borrowers and guarantors with a total debt of ₸9.9 trillion, were assessed. 37.7 million loans totaling ₸22.9 trillion were analyzed on a collective basis.The results of the regular AQR confirmed the sector's resilience at the systemic level: the capital adequacy ratio for 11 banks was 17.7%, which is significantly higher than the regulatory minimum requirement.The difference in reserve estimates between banks and the regular AQR amounted to ₸377.4 billion. The share of Stage 2 loans increased by ₸678.1 billion, from 1.4% to 3.5%, while the share of Stage 3 loans rose by ₸422.4 billion, from 7.5% to 8.7%.Compared to the regular AQR of 2024, the assessment results improved: reserve adjustments decreased by ₸37.7 billion, despite the growth in banks' loan portfolios. There is also a decrease in the share of Stage 3 loans by 1.1 p.p.The results of the regular AQR 2025 indicate an improvement in the quality of banks’ credit portfolios, as reflected in a lower share of Stage 3 loans exposures and a reduction in the volume of additional provisions. Compared to AQR 2024, the largest decrease in additional provisions was observed in the investment loan portfolio (by KZT 61.6 billion), primarily driven by loans assessed on a collective basis. This trend is attributable to the implementation of the Agency’s recommendations on LGD parameter estimation and an overall decline in the portfolio’s probability of default (PD), which confirms an enhancement in the quality of credit risk assessment.Detailed results of the regular AQR 2025 are presented in the report by portfolio, assessment method, industry, and risk metrics and compared to the results of the last year's AQR.For the first time, the report has been supplemented with a dedicated section presenting results for each individual bank. The disclosure of data on a bank-by-bank basis is intended to enhance the transparency of supervisory information and to provide a more comprehensive and comparable understanding of the level of credit risk in the banking sector. A meeting was held at the Shymkent City Akimat to discuss and explain the draft of the new Constitution of the Republic of Kazakhstan. The event was attended by district akims, heads of departments and government agencies, members of the Public Council, and representatives of the media. Opening the meeting, Shymkent Mayor Gabit Syzdykbekov noted the particular importance of the draft new Constitution for the country's further development. He recalled that in his Address to the Nation last September, the Head of State proposed parliamentary reform aimed at a comprehensive reboot of the political system and the creation of a sustainable model of socioeconomic development in the face of today's global challenges. According to the city's mayor, on October 8, the President signed an order establishing a Working Group on Parliamentary Reform, comprising leading experts, legal scholars, and representatives of political parties and public organizations. Discussions on the reform lasted approximately six months, with the active participation of civil society. During its work, the Working Group reviewed and summarized over 2,000 proposals received from citizens. The results of this work were summarized by the Head of State at the 5th meeting of the National Kurultai in January 2026, where a vision for further constitutional reforms was also presented. It was noted that a 130-member Constitutional Commission was formed on January 21. The commission members thoroughly reviewed proposals for amendments to the Basic Law, covering all sections and 77 articles, which constitutes 84 percent of the current Constitution. Based on the results of their work, they supported the preparation of a new version of the Constitution of the Republic of Kazakhstan. At the meeting, presentations were made by Bakhadyr Narymbetov, Chairman of the City Maslikhat; Bukharbai Parmanov, Chairman of the City Public Council; and Maksat Yelikbay, PhD in Law and Associate Professor. The speakers provided a detailed explanation of the key provisions of the draft Constitution, parliamentary reform, and other constitutional amendments aimed at developing the political system and strengthening the socioeconomic foundations of the state. Summing up the meeting, the city mayor emphasized that the new version of the Constitution is intended to create a solid legal foundation for a stable, secure, and prosperous Kazakhstan. He called on participants to actively engage in the discussions to ensure that the draft Basic Law fully reflects the interests of society. THE NEW CONSTITUTION OF KAZAKHSTAN: COMPARISON OF THE OLD AND THE NEW 02.02.2026
As part of the Constitutional Reform in Kazakhstan, a new Constitution is to be adopted in 2026. This document is aimed at modernizing the country's legal system and further improving the structure of state governance. Compared with the old Constitution (1995), the main features of the new Constitution are clearly reflected. Style and spirit: While the old Constitution had a post-Soviet, transit character, the new Constitution is based on a modern, national character. It clearly reflects the historical features and cultural uniqueness of our state. Priority: While the old Constitution focused on the interests of the state, the new Constitution is focused on the individual. It clearly states the guarantees of rights and freedoms. Uniqueness: The new Constitution clearly reflects national and historical uniqueness. In particular, through the idea of the "Great Steppe", the cultural and historical uniqueness of Kazakhstan was enshrined at the Constitutional level. This aspect was not clear in the old Constitution. Vertical of power: While the old Constitution had a highly centralized, super-presidential system of power, the new Constitution has a balanced organization of power and a system of checks and balances. Institutions of power: The new Constitution provides for new institutions to strengthen the country's political system: the Constitutional Court, the National Congress, and the Vice President. The President's Family: While the old Constitution did not restrict the president's relatives from holding public office, the new Constitution imposes strict restrictions on relatives. National Guardsmen Foil a Drug-Related Crime in Astana 02.02.2026
In Astana, servicemen of military unit 5573 of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan thwarted a drug-related crime while patrolling the Baikonur district of the capital.During street patrols, the head of the patrol detail, Private Dauren Omirbek, together with patrolmen Privates Dauyr Ashimbek and Dosymzhan Dauletkhan, noticed suspicious behavior by unidentified individuals. Two citizens exited a vehicle and, after looking around, attempted to flee after retrieving an unknown item from under the snow.Assessing the situation, Private Dauren Omirbek immediately gave chase and detained one of the suspects. The other two managed to escape the scene. The incident was promptly reported to the senior patrol officer, after which the duty service notified the police via the 102 hotline.Case materials have been handed over to the investigative task force, and the detainee has been placed in a temporary detention facility in accordance with established procedures.This incident clearly demonstrates the high level of training and vigilance of National Guard servicemen. On a daily basis, guardsmen perform public order protection duties, making a significant contribution to combating illicit drug trafficking. An Attempt to Smuggle Drugs to a Convict Was Prevented in a UIS Facility in the Kyzylorda RegionAn attempt to deliver prohibited substances to a convicted individual was prevented at Institution No. 60 of the Department of the Penal Enforcement System (UIS) in the Kyzylorda Region. An acquaintance of the convict tried to bring in a forbidden item by concealing it in the strap of a bag. Thanks to the vigilance of the staff, the attempt was promptly thwarted.During the inspection of the parcel, Senior Instructor of Military Unit No. 5547, N. Menlibek, noticed a suspicious object. A check was carried out with the assistance of a service search dog, during which a carefully wrapped polyethylene package with a strong odor, externally resembling a plant-based substance, was found hidden in the bag strap.Officers of the institution’s operational department immediately took appropriate measures. An оперативно-investigative group from the city police department was called to the scene. The substance was seized, and a relevant report was drawn up against the individual who attempted to deliver the parcel.According to the conclusion of a forensic chemical examination, the seized substance was identified as dried marijuana. A clean slate for micro and small businesses 02.02.2026
In order to support the economy and entrepreneurship, the Government of the Republic of Kazakhstan has decided to adjust the tax administration in relation to micro and small businesses.According to the decision of December 17, 2025, it is planned to approve:- Rules for the liquidation and termination of micro and small business entities;- Rules for writing off penalties and fines subject to payment of tax arrears incurred as of January 1, 2026 and settled before April 1, 2026, as well as penalties for late registration for value-added tax.These draft Rules were published on the Open NPAs portal for public discussion on January 12, 2026. The planned effective date is February 2026.Additional organizational and operational measures 1. Desk control Desk control will not be carried out with respect to tax reports submitted before December 17, 2025, for tax obligations for tax periods up to January 1, 2026, except in the following cases: - taxation of income of non-residents; - submission of additional tax reports for the specified periods after December 17, 2025; - withdrawal of tax reports after December 17, 2025; - submission by the taxpayer of applications and (or) requirements provided for by tax legislation requiring desk control; - in relation to the service recipient's suppliers within the framework of the state service for VAT refund from the budget.The limit is set for the date of December 17, 2025 in order to minimize the risks of submitting a simplified declaration for the 2nd half of 2025 and other declarations for the 4th quarter of 2025 without reflecting tax obligations.2. Tax audits Tax audits for tax periods prior to January 1, 2026 will not be conducted, except for: - inspections scheduled before January 1, 2026; - counter tax audits; - checks assigned to: - within the framework of the criminal procedure legislation; - according to the acts and requirements of the Prosecutor's office; - to determine mutual settlements with debtors; - for the execution of orders on the suspension of spending operations at the cash register; - in relation to subsurface users; - according to the statements and demands of taxpayers; - complaints about the results of tax audits; - when submitting or withdrawing tax reports after December 17, 2025; - to confirm violations detected by desk control. Lawsuits Filing of lawsuits is stopped: - on the invalidation of transactions concluded before January 1, 2026 between micro and small businesses; - on the invalidation of registration (re-registration) carried out before January 1, 2026. These images show the tragic consequences of more than 450 tests conducted over more than 40 years at the Semipalatinsk Test Site. "Clean sheet" for micro and small businesses! 02.02.2026
   In order to support the economy and entrepreneurship, the Government of the Republic of Kazakhstan decided to adjust tax administration in relation to micro and small businesses.In accordance with the decision of December 17, 2025, it is envisaged to approve the following:- rules for liquidation and termination of activities of micro and small businesses;-Rules for writing off penalties and fines in the presence of tax arrears formed as of January 1, 2026 and repaid before April 1, 2026, as well as fines imposed for untimely registration for Value Added Tax (VAT). The draft of these rules was published for public discussion on the open NPA portal on January 12, 2026.The planned period of entry into force is the beginning of February 2026.   Additional organizational and operational measures On-camera controlIn-House control is not carried out in relation to tax reporting submitted before December 17, 2025, tax obligations for tax periods before January 1, 2026, except in the following cases:- taxation of income of non-residents;- Submission of additional tax reports for the specified periods after December 17, 2025;- Revocation of tax reports after December 17, 2025;- applications and (or) requirements of the taxpayer provided for by tax legislation, requiring on-site control;— in relation to the service recipient's suppliers within the framework of the state service for VAT refund from the budget. The deadline for December 17, 2025 was set in order to reduce the risks of submitting a simplified declaration for the second half of 2025 and other declarations for the fourth quarter of 2025 without specifying tax obligations. Tax auditsFor tax periods up to January 1, 2026, tax audits are not carried out, except in the following cases:- Scheduled inspections until January 1, 2026;- anti-tax audits;- checks to be assigned in the following framework:  * within the framework of Criminal Procedure legislation;on acts and requirements of the prosecutor's office;for determining mutual settlements with debtors;  * to monitor the execution of orders on the suspension of cash flow operations;  * in relation to subsurface users;  * at the request and requirements of taxpayers;  * on complaints about the results of tax audits;  * When submitting or revoking tax reports after December 17, 2025;  * to confirm violations identified as a result of on-camera control. Judicial claimsThe claim is terminated for the following reasons::— On invalidation of transactions concluded between micro and small businesses before January 1, 2026;- On invalidation of registration (re-registration) conducted before January 1, 2026.The exception is the requirements initiated on the basis of materials from law enforcement agencies. Administrative responsibilityFrom January 1, 2026, the initiation of cases of administrative offenses against micro and small businesses will be stopped:— For not getting up on time for VAT registration;- For transactions made during the period when they are not registered for VAT;- For failure to submit tax reports regarding tax liabilities for the periods up to January 1, 2026.  Purpose of the measures The implementation of the" clean sheet " approach is aimed at:- reduce the administrative and fiscal burden;- support for micro and small businesses;- to create conditions for entrepreneurs to adapt to the ongoing tax and institutional reforms. In addition, in accordance with the instructions of Prime Minister Olzhas Bektenov at the meeting of the state Revenue Committee on the digitalization of Information Systems and the development of fiscal policy, the Ministry of Finance is additionally working out the issue of non-accrual of penalties and fines for micro and small businesses during 2026 in order to ensure smooth adaptation of business to changes in the tax code. Source : https://www.gov.kz/memleket/entities/kgd-sko/press/news/details/1152658?lang=kk

If someone asks for a “confirmation code” or your password - it is 100% a scammer. Real CGD staff never ask for such data.3- Do not click on links.
