Second Meeting of the Working Group under the EEC Consultative Committee on Customs Regulation 11.12.2025
       The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan took part in the second meeting of the Working Group under the EEC Consultative Committee on Customs Regulation (with the participation of representatives of Armenia, Belarus, Kyrgyzstan, Russia, and Kazakhstan, as well as the invited party – the Republic of Uzbekistan), where joint measures to counteract the illegal import and distribution of tobacco and nicotine-containing products within the Union countries were discussed.       The Kazakhstani side presented updated information on the situation at the borders and key results of the SRC’s efforts to suppress illegal supplies of tobacco products. It was noted that strengthened control, the introduction of electronic accompanying invoices, and the use of a risk management system make it possible to timely detect attempts of unlawful movement of high-risk goods and reduce the scale of the shadow market.       During the meeting, representatives of the customs services of the EAEU member states exchanged data on detected violations and control tools proven effective. Conference on Human Rights and the Development of the Penitentiary System Held in Astana 11.12.2025
Astana, December 10, 2025 – A scientific and practical conference entitled “Human Rights and the Development of the Penitentiary System: National Priorities and International Standards” was held on the occasion of the International Human Rights Day and the 77th anniversary of the adoption of the Universal Declaration of Human Rights. The event was organized by the Commissioner for Human Rights in cooperation with UNDP Kazakhstan, the Council of Europe, the OSCE Programme Office in Astana and the Ministry of Internal Affairs of the Republic of Kazakhstan.The conference discussed strategic and pressing issues related to ensuring human rights in places of deprivation of liberty, developing systems for the resocialization of convicted persons, as well as strengthening cooperation between state bodies, international organizations and the human rights community.In his welcoming remarks, Commissioner for Human Rights Artur Lastayev underlined that Kazakhstan continues its consistent efforts to humanize the penal system. He noted that the human rights protection must be ensured even beyond the walls of correctional institutions, and that a humane, rehabilitation-oriented penitentiary system is a key factor in reducing recidivism. Kazakhstan is steadily strengthening mechanisms to protect the rights of persons in places of deprivation of liberty, expanding public oversight and introducing international standards for the treatment of prisoners, whereas the gradual reform of the penal system has made it possible to significantly reduce the prison population.The UNDP Deputy Resident Representative in Kazakhstan Sukhrob Khojimаtov welcomed the country’s efforts to ensure human rights in closed institutions, Kazakhstan’s accession to the Optional Protocol to the UN Convention against Torture and the establishment of a National Preventive Mechanism (NPM), while stressing the importance of further strengthening its institutional capacity, ensuring the independence of monitoring visits and effectively implementing recommendations in practice.The EU Ambassador to the Republic of Kazakhstan Aleška Simkić emphasized the importance of projects implemented jointly with Kazakhstan in the areas of the rule of law and human rights, while highlighting the key role of international human rights mechanisms and standards in modernizing the national penitentiary system and strengthening guarantees of the rights of persons in places of deprivation of liberty.The Regional Representative of the Office of the UN High Commissioner for Human Rights for Central Asia Matilda Bogner noted the importance of the NPM and continued reforms of the penitentiary system in preventing torture.In his turn, the Ambassador-at-Large of the Ministry of Foreign Affairs of the Republic of Kazakhstan Stanislav Vassilenko underlined the growing role of the institution of the Commissioner for Human Rights, the Coordinating Council, and the NPM. Their systematic monitoring, recommendations and expert work are an essential element of the national architecture for the protection of human rights. He recalled that Kazakhstan successfully presented its Fourth National Report under the Universal Periodic Review (UPR) and its Third Periodic Report on the implementation of the International Covenant on Civil and Political Rights (ICCPR) at the 144th session of the UN Human Rights Committee. The drying up of the Caspian and Aral Seas was discussed at the UN Environment Assembly in Nairobi 11.12.2025
Nairobi, 9 December 2025 – as part of participation in the 7th session of the UN Environment Assembly, taking place in Nairobi from 8 to 12 December 2025, the delegation of Kazakhstan organized an official side event on the topic “Drying Seas and Lakes - A Global Catastrophe of the 21st Century: Regional Responses through the Cases of the Caspian and Aral Seas, and Experiences from Africa, the Americas, Europe, and Asia”The event was attended by delegations of UN member states, the UN leadership, including the Under-Secretary-General and Executive Director of the UN Environment Programme I.Anderson, the UN Under-Secretary-General and Executive Secretary of the United Nations Economic Commission for Europe T.Molchan, the Secretary-General of the Convention on Wetlands M. Trade Policy Review of Vanuatu Held Under Kazakhstan’s Chairmanship at the WTO 11.12.2025
Geneva, 10 December 2025 – On 10 and 12 December, the Trade Policy Review of Vanuatu is taking place at the headquarters of the World Trade Organization under the chairmanship of H.E. Ambassador Kairat Torebayev, Permanent Representative of the Republic of Kazakhstan to the WTO and Chair of the Trade Policy Review Body.The delegation of Vanuatu is led by H.E. Ambassador Sambuya Antas, Permanent Representative of Vanuatu to the WTO. During the meeting, Vanuatu presented information on its trade and economic developments, including progress under Vision 2030, measures to support economic recovery following natural disasters and the pandemic, reforms in digital trade and investment policies, and the modernization of trade facilitation procedures. Members also discussed efforts to strengthen export potential in agriculture, tourism and services, as well as steps to enhance the economy’s resilience to climate-related risks and natural disasters.WTO Members commended Vanuatu’s strong commitment to the multilateral trading system, its active engagement in the work of WTO bodies and in discussions on WTO reform, including on trade facilitation, investment facilitation, e-commerce and sustainable fisheries management. Today, a festive concert program entitled "The Future of an Independent Country - Youth" was held at the Friendship House of Shymkent, dedicated to the Independence Day of the Republic of Kazakhstan, organized by the youth of the city Assembly. The event was attended by Nurken Alimkulov, head of the "Public Agreement" KMU of the Shymkent city internal policy department, chairmen and activists of the city's ethno-cultural associations, as well as city residents. The main goal of the concert is to promote the creative potential of young people, promote the national cultural heritage, and strengthen the continuity of generations. A new level of winter maintenance of the city: the fifth snow receiving ground has been launched 10.12.2025
The readiness check of the new snow receiving range has been completed in the city. Previously, four such sites were operating, but this year a fifth landfill was introduced. This will evenly distribute the load and speed up snow removal from different areas of the city.The installation of control and weighing points has been completed at all five landfills. The contractors have purchased and implemented five sets of hardware and software. The scale automatically records the weight of the car, date, time and photo. The rules for the regulation of accounting and control marks have been approved 10.12.2025
      The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan has developed a new order in accordance with paragraph 15 of Article 175 of the Tax Code of the Republic of Kazakhstan dated November 7, 2025 No. 682.     The order has developed rules for obtaining, accounting, storing, issuing accounting and control stamps and submitting obligations, a report from the manufacturer on the payment of excise duty and (or) the importer on the intended use of accounting and control stamps, as well as accounting and the amount of security for such obligations, and labeling (relabeling) alcoholic beverages, with the exception of bulk wine (wine materials), beer and beer drink, accounting and control marks, as well as the forms, contents and elements of protection of accounting and control marks.      The order regulates the establishment of:    – the procedure for labeling alcoholic beverages, with the exception of bulk wine (wine materials), beer and beer drinks with accounting and control stamps;    – the procedure and timing of the re-labeling of alcoholic beverages with accounting and control marks;    – forms, contents and elements of protection of accounting and control stamps;   – the procedure for the provision of public services «Issuance of accounting and control stamps for alcoholic beverages (with the exception of bottled wine and brewing products)»;   – the procedure for submitting the manufacturer's obligation and report on the payment of excise duty, and the importer's obligation and report on the intended use of accounting and control marks;   – the order of accounting and storage of accounting and control stamps;   – the accounting procedure for excise duty obligations;   – the accounting procedure for the money deposited into the temporary placement account of the state revenue authority;   – the accounting procedure for the bank guarantee;    – the accounting procedure for the guarantee agreement;    – the accounting procedure for the pledge of property;    – the procedure for appealing decisions, actions (inaction) of the service provider and (or) its officials on the provision of public services;     – the amount of the obligation to pay excise tax by a person engaged in the production of alcoholic beverages in the Republic of Kazakhstan and (or) on the intended use of accounting and control marks when importing alcoholic beverages into the Republic of Kazakhstan.    Source : https://www.gov.kz/memleket/entities/kgd/press/news/details/1123061?lang=kk
In the Aktobe region, 116 entrepreneurs were held responsible for price violations 10.12.2025
Since the beginning of 2025, the Department of Trade and Protection of Consumer Rights in the Aktobe region has conducted a series of unscheduled inspections of trade enterprises that violated the requirements of the law on the application of marginal trade surcharges to socially significant food products. As a result of these measures, 116 entrepreneurs were brought to administrative responsibility.A detailed analysis of the formation of prices for basic social products was carried out in cooperation with the Department of Analytical Developments of the DER in the Aktobe region. Monitoring revealed serious violations. "Elit Product" LLP sold butter, eggs and flour with an excess of the maximum allowable trade markup more than five times. For repeated violations during the year, the company was fined 10 MRP under article 204-4, part 2 of the Code of Administrative Offenses of the Republic of Kazakhstan. Individual entrepreneur "Kazbergenova" also increased the trade allowance - 3.5 times higher than the established norm. As a repeat offender, the entrepreneur is held liable under the same article and fined 10 MRP. LLP "NuroptTorg" allowed an excess of trade allowance by 3.5 times, for which it received a fine in the amount of 5 MRP according to article 204-4, part 1 of the Code of Administrative Offenses of the Republic of Kazakhstan.For each identified fact, an administrative protocol was drawn up, a fine was imposed and mandatory instructions were issued to bring the price in line with the legislation. The department notes that compliance with the requirements for limiting the trade allowance is an absolute obligation of all trade entities, and any violations will be stopped in accordance with the established procedure.According to the results of 11 months of 2025, the amount of imposed fines amounted to 412,860 tenge under article 204-4 parts 1 and 2 of the Code of Administrative Offenses and 141,552 tenge under article 193 of the Code of Administrative Offenses. Ministry of Finance of Kazakhstan completely switches to digital model of state audit 10.12.2025
Kazakhstan is transitioning to a preventive digital model of state audit, where risks are identified in a timely manner and blocked remotely. This was announced by Yerzhan Mynzhasarov, Chairman of the Internal State Audit Committee of the Ministry of Finance of Kazakhstan, at a briefing at the Central Communications Service.The ministry's strategy is to introduce automated analysis systems, integrate with state databases, and use artificial intelligence algorithms for real-time monitoring. Thanks to the new online budget monitoring in the State Planning system, it was possible to identify and prevent unjustified spending plans for 2026-2028 amounting to 1.5 trillion tenge even before the budget was approved.Yerzhan Mynzhasarov reported that in the social sphere, with the help of digital solutions, the Ministry of Finance of Kazakhstan has prevented fraudulent schemes involving the payment of salaries worth 1.4 billion tenge. Automated monitoring makes it possible to eradicate systemic theft in the education sector under the guise of salary payments.As part of the control over public procurement in the current year, online monitoring covered about 5,000 payments worth 1.1 trillion tenge. Of these, 694 risky transfers worth 184.2 billion tenge were identified. The audit results revealed financial violations amounting to 59.5 billion tenge, and suppliers were charged a penalty of more than 237 million tenge.Electronic auditing, fully implemented since 2021, has proven to be highly effective. Since its launch, 804 remote audits have been conducted, identifying violations amounting to over 120 billion tenge. This system has minimized corruption risks by eliminating direct contact with those being audited and reduced travel expenses per auditor by almost 4.5 times.Effective working models have been recognized at the international level. For example, the PEMPAL community of internal auditors highly praised Kazakhstan's experience in digitalization. The Committee's work on the “Internal Audit Effectiveness” indicator received the highest rating of “A” from experts at the World Bank and Asian Development Bank."One of the ambitious tasks we have set ourselves is the complete digitization of the Committee's audit activities. This will ensure continuous control over the movement of state funds. This approach is fully in line with the instructions of the Head of State.
