Review of the investment portfolio managed by the NBRK and the IPM as of October 1, 2025 UAPF JSC (hereinafter referred to as UAPF) submits a report on pension asset management by the National Bank of the Republic of Kazakhstan (hereinafter referred to as NBRK) and investment portfolio managers (hereinafter referred to as IPMS) on the enpf website.kz in the section "Statistics and analytics - Investment management of pension assets". As of October 1, 2025, the total amount of pension assets under the management of the NBRK and UIP amounted to KZT 25,716.69 billion. As of this date, the pension assets of the UAPF held in trust by the NBRK, formed from mandatory pension contributions (hereinafter referred to as OPV), mandatory occupational pension contributions (hereinafter referred to as OPV), and voluntary pension contributions (hereinafter referred to as DPV), amounted to about 25,047.64 billion tenge[1]. The volume of pension assets formed at the expense of mandatory pension contributions from the employer (hereinafter referred to as OPVR), held in trust by the NBRK, is 594.85 billion tenge.Pension assets under the management of the UIP amounted to more than 74.20 billion tenge. Investment portfolio of pension assets managed by the NBK The National Bank, as the trustee of the Pension Fund's pension assets, pursues a balanced investment policy: it invests in various types of financial instruments by currency, country, sector and issuer.The main investment directions of pension assets formed at the expense of OPV, OPV, DPV, as of October 1, 2025 are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan – 42.08%, bonds of quasi–state companies – 9.33%, bonds of second-tier banks of the Republic of Kazakhstan - 2.66%, shares and depositary receipts of issuers of the Republic of Kazakhstan – 1.95%, MFIs – 1.23%, NBRK deposits – 0.87%.As of October 1, 2025, the investment portfolio in terms of currencies in which financial instruments acquired through OPV, OPV, DPV are denominated looks like this: investments in national currency – 56.75%, in US dollars – 43.25% of the portfolio of pension assets.From the analysis of the structure of income received, it follows that income in the form of remuneration on securities, including on placed deposits and reverse REPO operations, amounted to 1,450.29 billion tenge, income from revaluation of foreign currency, excluding assets under external management, amounted to 235.62 billion tenge, income on assets under external management, including currency revaluation - 661.64 billion tenge, other income - 5.30 billion tenge. The market revaluation of securities was negative. The amount of accrued investment income for the last 12 months from October 2024 to September 2025 amounted to about 3.11 trillion tenge, the yield for this period was 14.11% with inflation of 12.90%. As of October 1, 2025, the investment directions of the OPVR are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan - 98.53%, funds in investment accounts - 0.86%, NBRK deposits - 0.61%.The investment portfolio at the expense of the OPVR includes only financial instruments denominated in the national currency.As of October 1, 2025, the yield of OPVR over the past 12 months was 8.44%.Let's remind that pension savings are long–term investments. Therefore, it is advisable to analyze the amount of investment income for a period of at least one year. In some periods, there may be a decrease in profitability due to the volatility of foreign exchange rates, changes in the market value of financial instruments, as well as the impact of inflation. Diversification of the investment portfolio, when income from one instrument covers temporary losses on others, ensures the safety and sustainable profitability of retirement savings in the long term. Thus, investment income has shown steady growth over the past 3 years, and the profitability of pension assets exceeds the inflation rate.The detailed structure of the investment portfolio of financial instruments managed by the NBRK, indicating the issuers, and an overview of investment activities are posted on the official website of the UAPF. Also on the enpf website.kz contains information on the portfolio structure for pension assets formed at the expense of the pension Fund.Investment Portfolio Managers The total amount of pension assets managed by the UIP is more than 74.20 billion tenge.            As of 01.10.2025, pension assets held in trust by Alatau City Invest JSC amounted to KZT 13.29 billion.            The company's main investments are: Government securities of the Ministry of Finance of the Republic of Kazakhstan – 17.78%, Shares of Exchange Traded Funds (ETFs) – 16.60%, bonds of second–tier banks of the Republic of Kazakhstan - 15.87%, REPO – 13.15%, bonds of quasi-governmental organizations of the Republic of Kazakhstan – 11.01%, corporate bonds of issuers of the Republic of Kazakhstan – 10.99%, corporate bonds of foreign issuers – 5.99%, MFIs – 5.75%, government securities of foreign countries – 2.75%. It should be noted that 75.31% of the portfolio is represented in tenge, 23.27% – in US dollars, 1.42% – in other currencies.As of October 1, 2025, the return on the pension assets of the UAPF over the past 12 months, distributed to the accounts of depositors (recipients), amounted to 11.99%. The detailed structure of the investment portfolio of financial instruments managed by Alatau City Invest JSC, indicating the issuers, is presented on the UAPF website. As of 01.10.2025, pension assets held in trust by Halyk Global Markets JSC amounted to KZT 6.98 billion.The main investments in the portfolio structure are as follows: reverse REPO (no more than 90 calendar days) – 42.57%, government securities of the Ministry of Finance of the Republic of Kazakhstan – 16.12%, corporate bonds of foreign issuers – 8.99%, bonds of second-tier banks of the Republic of Kazakhstan – 8.13%, equity instruments of foreign issuers (ETF units) – 7.13%, securities government–owned securities issued by central governments of foreign states – 5.30%, corporate bonds of organizations of the Republic of Kazakhstan – 4.90%, bonds of quasi-governmental organizations of the Republic of Kazakhstan - 4.64%.Investments in national currency accounted for 77.54% of the portfolio, in US dollars - 22.46%.As of October 1, 2025, the return on the pension assets of the UAPF over the past 12 months, distributed to the accounts of depositors (recipients), amounted to 13.02%.   The detailed structure of the investment portfolio of financial instruments managed by Halyk Global Markets JSC, indicating the issuers, is presented on the UAPF website. As of 01.10.2025, the pension assets of the UAPF, held in trust by BCC Invest JSC, amounted to KZT 8.51 billion.The main investment areas are: STB bonds of the Republic of Kazakhstan – 23.69%, government securities of the Ministry of Finance of the Republic of Kazakhstan – 20.63%, REPO – 14.44%, corporate bonds of issuers-residents of the Republic of Kazakhstan – 13.81%, bonds of quasi–governmental organizations of the Republic of Kazakhstan - 13.04%, corporate bonds of foreign issuers – 10.74%.Investments in national currency accounted for 75.04% of the portfolio, in US dollars - 24.96%.  As of October 1, 2025, the return on the pension assets of the UAPF over the past 12 months, distributed to the accounts of depositors (recipients), amounted to 13.22%.   The detailed structure of the investment portfolio of financial instruments managed by BCC Invest JSC, indicating the issuers, is presented on the UAPF website. As of 01.10.2025, the pension assets of the UAPF, held in trust by Centras Securities JSC, amounted to 3.33 billion tenge.  17.40% was invested in corporate bonds of issuers of the Republic of Kazakhstan, bonds of quasi-governmental organizations of the Republic of Kazakhstan - 16.20%, bonds of STBs of the Republic of Kazakhstan - 15.73%, government securities of the Ministry of Finance of the Republic of Kazakhstan - 14.43%, REPO - 13.78%, shares and depositary receipts of issuers-residents of the Republic of Kazakhstan - 3.45%, shares and depositary receipts of foreign issuers - 3.35%, government bonds USA - 3.30%.Investments in national currency accounted for 68.34% of the portfolio, in US dollars - 31.66%.As of October 1, 2025, the return on the pension assets of the UAPF over the past 12 months, distributed to the accounts of depositors (recipients), amounted to 18.19%.The detailed structure of the investment portfolio of financial instruments managed by Centras Securities JSC, indicating the issuers, is presented on the UAPF website. As of 01.10.2025, pension assets held in trust by JSC DO National Bank of Kazakhstan Halyk Finance amounted to 42.09 billion tenge.The main investments in the portfolio structure look like this: Government securities of the Ministry of Finance of the Republic of Kazakhstan – 21.39%, reverse Repo (no more than 90 calendar days) – 21.38%, bonds of second–tier banks of the Republic of Kazakhstan – 9.07%, corporate bonds of foreign issuers – 8.95%, government securities of foreign states – 7.64%, MFIs - The Bountiful “Golden Autumn – 2025” Fair Held in Karmakshy 28.10.2025

Ryskulov Street in the Karmakshy district, a large-scale agricultural fair was organized in celebration of Republic Day and the “Golden Autumn – 2025” festival.The event, which turned into a true festival of abundance, was attended by District Akim Zhandos Yerkinbek, chairpersons and deputies of the district maslikhat, and veterans, who explored the variety of products offered by local farmers.Farmers from all rural districts and settlements of Karmakshy brought 114 tons of produce in 38 vehicles to the fair. E-commerce goods – new customs regulation 28.10.2025
When the new regulation comes into effectThe Protocol on Amendments to the Customs Code of the Eurasian Economic Union on cross-border e-commerce shall enter into force on the date the Eurasian Economic Commission (hereinafter referred to as the Commission) receives the final written notification of member states on completion of the domestic procedures required for its entry into force. The Republic of Kazakhstan has completed the ratification procedures in early October of this year.However, for the new customs regulation to come into force, the Commission should adopt certain normative documents regarding e-commerce goods, and EAEU member-states should align their national customs legislations with the Protocol's provisions. This procedure is also required to be done in the Republic of Kazakhstan. This work has not yet been completed by the Commission and individual member states, and the Commission has not yet provided any information on the exact date for the introduction of customs regulation regarding e-commerce.Goods subject to the new regulation and who will declare such goodsIt's important to understand that the new customs regulation only applies to the goods purchased by individuals on foreign online platforms outside the EAEU. For example, these include orders from China, the USA or European Union countries, etc.However, if purchases are made on online platforms of EAEU countries, such as Wildberries, Ozon and others, - the new rules are not applied.Goods currently purchased by individuals on foreign online platforms will be reclassified from personal goods shipped internationally by mail and delivered by (express) carriers to «e-commerce goods». The transition to the new regulation is expected to be minimal and without significant inconvenience for parcel recipients.Although new concepts are being introduced – «e-commerce goods», a new type of customs declaration, a new customs duty and even a new market participant – «E-commerce operator», for ordinary people the process of receiving parcels will not change much.All customs formalities will be handled on behalf of recipients by e-commerce operators – these are familiar companies such as «Kazpost» JSC, DHL, FedEx, and others. They submit the necessary declarations and process parcels on behalf of individuals.For over a year, a pilot project (experiment) to test new customs e-commerce regulation has been conducted in Kazakhstan. Its goal is to identify potential problematic issues and identify their solutions. «Kazpost» JSC and «DHL Kazakhstan» LLP who participate in the experiment, have gone through significant work in conjunction with the State Revenue Committee. And it should be noted that customs procedures performed during the experiment, including the filing of a new type of declaration, did not significantly impact the process of receiving parcels by individuals.Fees that are payable when declaring e-commerce goodsThe Commission has accepted a decision to maintain the same duty-free threshold of €200 for e-commerce goods as it exists for personal use goods. Therefore, if the value of the purchased goods does not exceed €200, then individuals will not be required to pay customs duties and taxes.If the value of an item exceeds €200, then individuals will pay a «customs duty on e-commerce goods». This duty is planned to be 5% of the item's value. VAT of 12% is also payable.Currently, if the value of goods for personal use exceeds the 200-euro threshold, a flat duty of 15% is payable on the excess value (includes the duty itself and VAT), but no less than 2 euros per kilogram of excess weight. This means that both the duty-free value threshold and (or) the 31-kg weight threshold are currently applied to such goods.As it can be seen, no major changes are planned for the payment of duties, other than the amount of the duty (5% or 15%) and the portion of the goods’ value that it is levied on (the full amount or the excess amount). There will also be no duty-free weight threshold, as only a very small portion of goods purchased by individuals weighs over 31 kg.It should be noted that according to «Kazpost» JSC, more than 90% of goods purchased by individuals on foreign online platforms do not exceed the threshold of 200 euros. In a world where geopolitical arrangements are in flux, multilateralism is under stress, supply chains are being dramatically reshaped and the energy map is shifting, Kazakhstan no longer sits on the periphery. Along with our brotherly nations in Central Asia, we are the beating heart of Eurasia – a natural bridge between East and West, a connector and an enabler of dialogue and cooperation. Belgium, at the heart of Europe and host to the EU and NATO, is more than a partner country for us. It is a hub of innovation, logistics, and sustainability. Together, Kazakhstan and Belgium can turn shared ambitions into joint projects that benefit our peoples and contribute to global stability. As we work on expanding our political and commercial ties, we see great opportunities for mutually beneficial partnerships. Our engagement with both Belgium and the entire European Union cuts across boundaries on so many issues, as our cooperation in the bilateral format reinforces our multilateral ties and vice versa.A Strategic Partnership with the EU Kazakhstan’s ties with the European Union rest on solid foundations. The Enhanced Partnership and Cooperation Agreement, in force since 2020, spans 29 areas and remains one of the EU’s most comprehensive frameworks with a non-member state. High-level political dialogue is strong. On 23 September 2025 in New York, President Kassym-Jomart Tokayev met with President of the European Council António Costa. The following day, he also held talks with Belgian Prime Minister Bart De Wever. These meetings underscored shared priorities: expanding cooperation in critical minerals, logistics, digital innovation and artificial intelligence, agriculture, and education.Europe is Kazakhstan’s largest trade and investment partner, with bilateral trade volumes nearing USD 50 billion in 2024 and continuing to grow this year. Since Kazakhstan’s independence, the EU has invested more than USD 200 billion into our economy, and over 3,000 European companies operate successfully in our country. Belgium itself is a notable contributor: in 2024, Belgian FDI reached USD 1.2 billion, with more than 70 Belgian enterprises active in Kazakhstan. Critical Minerals: A Foundation for Europe’s TransitionThe EU’s green and digital transitions will require vast volumes of secure and sustainable supply of critical raw materials. Demand is projected to multiply sixfold by 2030. Kazakhstan already produces 21 of the EU-listed 34 critical raw materials, with the potential to produce the remaining ones. It is the world’s leading natural uranium producer, with a global share of about 40% in 2024. The Memorandum of Understanding signed with the EU in 2022 on raw materials, batteries, and renewable hydrogen supply chains is now being implemented. In September 2025, Commission President Ursula von der Leyen noted that, because of just one project under this partnership, called Sarytogan, cooperation with Kazakhstan would provide the EU with graphite sufficient for 100,000 EV batteries annually. Belgium’s globally recognized chemical industry – centered in Antwerp and Limburg – offers natural synergies. By combining Kazakhstan’s reserves with Belgian processing and circular-economy expertise, we can secure Europe’s supply while creating sustainable value chains. Logistics: The Middle Corridor Meets Antwerp Connectivity is not a slogan – it is a strategy. The Trans-Caspian International Transport Route (also known as the Middle Corridor) is already operating at scale. In 2024, freight volumes rose by 62% year-on-year to 4.5 million tonnes, including over 56,000 containers (+170%). Compare this to 860,000 tonnes transported via the corridor in 2020. In 2025, volumes are expected to exceed 5.2 million tonnes, with a plan to reach 10 million tonnes by 2027. Belgium’s Port of Antwerp-Bruges, handling 278 million tonnes annually, is Europe’s second-largest. Linking Kazakhstan’s east-west flows with Belgian ports and logistics operators will not only diversify routes but also shorten transit times from Asia to Europe to around 15 days. For companies across Europe, this is resilience and profit in practice.Digital Transformation and AI The Digital Qazaqstan agenda and the recent creation of a Ministry for Artificial Intelligence reflect our commitment to the technologies of the future. We understand that AI must be embedded in practical solutions – from logistics optimization to telemedicine and digital education – and we act upon this vision. Belgium, with its leading research hubs in Leuven, Ghent, and Brussels, is a natural partner. Joint projects could include AI-driven customs risk assessment systems, e-health platforms for rural regions, and regulatory sandboxes through the Astana International Financial Centre (AIFC), which already provides residency for over 4,000 firms from 70 countries under English common law.Green Energy and Climate Ambitions Kazakhstan has pledged to achieve carbon neutrality by 2060. Renewables already provide over 7% of electricity generation, with a realistic target of 15% by 2030. Belgium’s strengths in offshore wind, hydrogen, and solar integration make it a crucial partner for joint projects – from hybrid wind-solar parks in Kazakhstan’s steppes to green hydrogen pilot facilities linked to industrial demand. Belgian companies such as Aerospacelab are also developing advanced satellite technologies that can support sustainable agriculture and environmental protection, and we seek to explore mutually beneficial cooperation.People-to-People, Culture, and EducationDiplomatic frameworks are important, but it is people who create lasting partnerships. Kazakhstan has nearly tripled its R&D spending in the last five years, while Belgium’s universities are among the best in Europe. Expanding dual-degree programs and joint research initiatives can deepen our scientific and educational cooperation. Cultural exchanges – whether through literature, art, music, or city twinning such as between Semey and Ieper – enrich mutual understanding. Tourism too has grown rapidly: Kazakhstan welcomed 15 million foreign visitors in 2024, a 66% increase year-on-year. Belgian tour operators are already exploring Central Asia’s Silk Road heritage and natural landscapes. Looking Ahead: From Dialogue to Delivery Astana and Brussels, thus, stand at a promising juncture. From critical minerals to AI, from renewable energy to connectivity, we have complementary strengths. The potential is vast, but so is the responsibility to act. We have a unique window of opportunity. We must not only continue what we’ve already achieved, but take it to a different, higher level. The frameworks are in place – the EPCA, the raw materials agreements, the Middle Corridor investments. What’s needed now is to act quickly, decisively, and with vision. With Belgium and the European Union as close partners, we can move from dialogue to delivery – building not only stronger national economies, but also a sustainable and innovative common future. New Haven, Connecticut, USA, October 25, 2025 – At Yale University’s Sterling Memorial Library, one of the leading academic library centers in the United States, a ceremony marked the donation of books and musical scores by distinguished Kazakh authors and composers.The initiative reflects a shared commitment to deepening cultural and educational ties between Kazakhstan and the United States.The event brought together Ruthann McTyre, Director of Yale’s Music Library; Mark Bailey, Head of the Historical Sound Recordings Department; Vladimir Dyo, Founder of Global Music Partnership; as well as representatives of the Kazakh diaspora, the Consulate General of Kazakhstan in New York, and Kazakh students studying at Yale.The collection includes the works of Abai Kunanbayev, selected studies by Shokan Valikhanov, and modern editions of Kazakh prose. A special contribution came from musical scores by Kuat Shildebayev, showcasing the rich tradition of Kazakh orchestral music.The inclusion of these materials opens new opportunities for academic cooperation. Yale’s Department of Historical Sound Recordings plans to incorporate the scores into its research and performance activities, giving the U.S. academic community greater access to Kazakhstan’s national musical heritage.Yale University also hosted a concert of Kazakh classical music dedicated to Kazakhstan’s Republic Day. С 21 по 27 октября в Китае проходит IX Пекинский балетный конкурс и Форум Пекинской академии танца в рамках Всемирного альянса танцевального образования (World Dance Education Alliance).Казахстан на конкурсе представил студент Казахской национальной академии хореографии Абильмансур Сырманов. В финале он завоевал золотую медаль, исполнив вариацию Альберта из балета А. Адана «Жизель» и современный номер.В состав жюри вошли известные мастера балета — Нина Ананиашвили, Владимир Малахов, Син Лили, Эрик Гильере и другие. В городе Сергеевка района Шал акын Северо-Казахстанской области открыли первый в Казахстане районный креативный IT-центр Esil.AI, который станет частью единой сети регионального хаба Qyzyljar Creative Center.Центр призван развивать цифровую грамотность, IT-предпринимательство и инновационное мышление среди жителей сельских районов.Открытие Esil.AI стало частью регионального проекта Digital Keruen, направленного на вовлечение сельского населения в креативную экономику, развитие технологического предпринимательства и создание новых рабочих мест.IT-центр разместился в здании районной библиотеки и занимает два этажа общей площадью 134 квадратных метра. Пространство оснащено ноутбуками, интерактивной панелью, учебным дроном, 3D-принтером и оборудованием для проведения курсов, хакатонов и практических занятий. В Esil.AI уже стартовали курсы по искусственному интеллекту (AI), цифровой грамотности и базовым компьютерным навыкам, дизайну и креативным профессиям.Обучение проходит поэтапно – от базового до продвинутого уровня. Guardsmen Set an Example: The First Among Law Enforcement Agencies to Take Part in the “Ulttyq dıktant” Project 27.10.2025
On the eve of Republic Day, an open nationwide dictation on the topic “Oqu jaiy” by the great Kazakh educator and writer Akhmet Baitursynov was held at military unit 6636 of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan in Astana.About one hundred servicemen of the unit took part in the dictation. The main goal of the event was to promote the state language, develop writing literacy, and enhance the interest of the guardsmen in learning it.“Through the dictation, we once again confirmed that knowledge of the state language is an integral part of the professional and cultural training of every serviceman. Such activities help strengthen interest in the language and improve the literacy level of the personnel,” noted Major Asemgul Mukhamedrakhimova, Senior Assistant to the Head of the Educational and Socio-Legal Work Section for the Implementation of the State Language of military unit 6636.Before the dictation began, servicemen attended presentations by prominent public figures and language experts. Among them were Makpal Zhumabay, General Director of the Til-Qazyna Scientific and Practical Center, and Sailaoukhan Abylai, Executive Director of the International Society of the Kazakh Language. SKY, JOY, AND UNITY: SHYMKENT CELEBRATED THE HOLIDAY IN BRIGHT COLORS 27.10.2025
In honor of Republic Day, the country's third largest city hosted large-scale cultural, sporting, and spiritual events for residents and visitors. The highlight of the celebration was the vibrant Kite Festival, which painted the Shymkent sky with every color of the rainbow. The festival, organized by the city administration, aimed to develop a culture of family recreation, enhance the creative potential of young people, and popularize active outdoor recreation. In the city's central parks, colorful kites of all shapes soared into the sky, creating an atmosphere of joy and inspiration. Children and parents happily flew their kites, enjoying the festive atmosphere and spending time together. The program included kite-flying competitions, children's workshops, a bubble show, and animated performances. DJs and dancers enhanced the festive atmosphere, and the concert program drew a large crowd. Additionally, there were cycling competitions, street dance battles, and a ceremonial closing of the motorcycle season, which provided a vibrant highlight of the day. Erlan Omarov, head of the Visit Shymkent tourist information center, noted the significance of the event: "The festival's main idea is to give city residents a good mood and promote a culture of family fun. A sports competition was held in the square outside the Assembly building, where the strongest arm-wrestling competitors were determined.
