Open Day at UAPF: Answer the most pressing and frequently asked questions 04.12.2025
On December 4, 2025, an online Open Day was held at all UAPF branches as part of public outreach efforts. This time, there was no set topic—Fund specialists answered all questions from attendees. What happens if you don't pay your pension contributions?Where can you monitor your pension account?When should you start planning your retirement to ensure a comfortable life after retirement? These and other topics were the subject of lively discussion during the event. Fund specialists also explained how to use the Fund's online tools and services to monitor your pension account, the procedure for applying for payments to improve housing conditions and/or pay for medical expenses (LSPBP), the reasons for changes in investment income, and how to calculate scheduled payments for individuals entitled to pension enefits. In addition, responsible employees of regional branches also provided personal consultations on pension capital formation. The online meeting generated great interest and, according to participants, was useful and productive. Helsinki, 4 December 2025 – A presentation dedicated to Kazakhstan’s tourism potential was held at the Embassy of Kazakhstan in Finland. The event served as a platform to introduce Finnish audiences to the country’s rich natural landscapes, cultural heritage and dynamic development.During the presentation, it was emphasized that tourism is a significant area of bilateral cooperation between Kazakhstan and Finland. Special attention was given to the fact that the development of the tourism sector is among the priorities of Kazakhstan’s state policy and reflects the course of President Kassym-Jomart Tokayev, aimed at expanding international openness, strengthening cultural diplomacy and promoting sustainable economic initiatives. The importance of increasing mutual tourist flows and enhancing direct ties between tourism and educational institutions of the two countries was also highlighted.Participants were presented with detailed information about Kazakhstan’s key tourist destinations – from modern cities and business tourism hubs to cultural heritage sites along the ancient Silk Road. On December 1, 2025, a working meeting was held in Jerusalem between the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan and Mr. Michael Itzhakov, Director General of the Ministry of Tourism of the State of Israel, during which key areas of bilateral cooperation in the field of tourism were discussed.The main focus was placed on the restoration of direct flights between Kazakhstan and Israel, the development of tourist exchanges, and the creation of joint tourism products. The Kazakh side expressed its readiness to assist air carriers in assessing demand and jointly promoting routes, as well as proposed organizing press tours and familiarization trips for media representatives.The parties reviewed prospects for cooperation in pilgrimage, wellness, and eco-tourism, as well as opportunities for exchanging experience in infrastructure development, digital solutions, and tourist flow management. During the discussion, it was noted that pilgrimage tourism between Kazakhstan and Israel holds significant potential: citizens of Kazakhstan traditionally visit Christian holy sites of Israel, as well as Islamic holy places, including the Al-Aqsa compound, while Israeli pilgrims show interest in the spiritual heritage of Kazakhstan, including the Chabad-Lubavitch Jewish Center in Almaty, which houses the burial site of Rabbi Levi Yitzchak Schneerson. Lakitelek, 29 November 2025 - More than 30 Kazakh students studying at leading Hungarian universities took part in a special meeting held at the Lakitelek Folk High School (Lakitelek Népfőiskola). Students from ELTE, Corvinus, Debrecen, BUEB and Pécs universities participated in the event. The meeting was held under the patronage of Deputy Speaker of the Hungarian Parliament Sándor Lezsák and was dedicated to Kazakhstan.The event was attended by H.E. Abzal Saparbekuly, Ambassador of Kazakhstan to Hungary; Daniyar Kadyrov, President of the “Otandastar Foundation”; as well as Professor of the Lakitelek Folk High School and Deputy Speaker of the Hungarian Parliament, Sándor Lezsák. Hungarian citizens interested in Kazakh culture and national sports were also invited.The main purpose of the event was to strengthen ties with Kazakh students studying abroad, foster their patriotism, and expand cultural and educational cooperation.During the meeting, participants listened to Ambassador Abzal Saparbekuly’s lecture on Kazakh–Hungarian strategic partnership, and students presented reports they had prepared about Kazakhstan. We hold cultural and educational events every month. We are also members of the Qazaq Society, which brings together Kazakh student organizations from 11 European countries. Our goal is to strengthen unity and expand cooperation,” he said.Elnara Israyil, a fourth-year student of Business Administration and Management at Corvinus University, shared her impressions: “We students often gather together. We actively participate in events organized by the Embassy and those we arrange ourselves. On holidays, we get together to cook beshbarmak and speak only Kazakh. Such gatherings help us stay connected with our homeland. Cooperation in the Agro-Industrial Sector discussed at the Ministry of Agriculture of Hungary 04.12.2025
Budapest, 1 December 2025 – The Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Hungary, Abzal Saparbekuly, met with the State Secretary for Agricultural Affairs of the Ministry of Agriculture of Hungary, Mr. Imre Hubay. During the meeting, comprehensive information was presented on the current state and prospects for the development of cooperation between Kazakhstan and Hungary in the field of agriculture.The parties discussed the participation of Hungarian companies in the development of Kazakhstan’s agricultural sector. Attention was given to the activities of the UBM Group, which plans to implement projects on the production of compound feed and premixes in Kazakhstan. It was noted that Hungarian agribusiness companies are actively involved in Kazakh–Hungarian joint projects in the areas of plant protection products, genetics, irrigation technologies, and food processing. Attention was also drawn to the fact that environmental trials of sorghum, wheat, triticale, barley and alfalfa conducted in Kazakhstan and Hungary demonstrated positive results.In this regard, the parties agreed to continue exchanging experience in crop production and animal husbandry, as well as to carry on with projects aimed at testing high-yielding Hungarian varieties and hybrids. Cooperation in the field of international standardization in seed production was also discussed. It was emphasized that the adoption of EU standards and other regulations in this area is of particular importance for Kazakhstan, and issues related to the introduction of varietal certification schemes and the control of seed circulation in international trade were reviewed.The meeting also addressed the issue of mutually beneficial expansion of logistical partnership. This area opens additional opportunities: Hungary may become a gateway to Europe for Kazakh agricultural products, while Kazakhstan, in turn, provides access to the markets of Central Asia and China.The export potential of Kazakhstan's agricultural products was discussed as well. It was underlined that there is significant potential for supplying processed agricultural goods and bioproducts to European markets, including Hungary. Ambassador A. Saparbekuly also invited the Hungarian side to take a more active part in implementing investment projects in Kazakhstan’s agro-industrial complex. In this context, various investment opportunities were presented, including the development of dairy cattle breeding, poultry farming, seed production, beekeeping, as well as interrelated areas of Kazakhstan’s agro-industrial sector - crop production, and the rapidly growing sectors of biofeed and biofertilizers.Information was provided on state support measures for investment, tax incentives and infrastructure support.During the discussion, the work and outcomes of the Kazakhstan–Hungary Intergovernmental Commission for cooperation in the field of agriculture were also noted.As a result of the meeting, the parties reached an agreement to organize a visit of the delegation of the Ministry of Agriculture of Hungary to Kazakhstan in early 2026. Meeting of Heads of Diaspora Institutions of the Turkic States Organization Held in Budapest 04.12.2025
Budapest, 2 December 2025 - The capital of Hungary hosted the 7th meeting of ministers and heads of diaspora institutions of the Organization of Turkic States (OTS).This gathering became the first high-level diaspora event of the OTS ever held in Hungary. The meeting was co-chaired by Lőrinc Nacsa, State Secretary for Hungarian Communities Abroad of Hungary. Kazakhstan was represented by Daniyar Kadyrov, President of the “Otandastar Foundation” NJSC, and Abzal Saparbekuly, Ambassador of Kazakhstan to Hungary.Representatives of Azerbaijan, Uzbekistan, Kyrgyzstan and Türkiye participated on behalf of the OTS member states. The meeting was also attended by the Secretary-General of the OTS, Kubanychbek Omuraliev, and the Executive Director of the OTS Office in Budapest, Balázs Hendrich.In his remarks, Daniyar Kadyrov emphasized that engagement with diaspora communities has become an important direction of humanitarian diplomacy. In the context of global transformation, the role of diasporas as bridges between countries is increasing. He cited the words of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev: “The unity of the Turkic states is a strategic choice in the interest of our common future.”The Head of the Foundation noted that one of the key priorities of “Otandastar” is strengthening and developing cultural and humanitarian ties with ethnic Kazakhs and compatriots living abroad. He also highlighted one of the significant events of 2025 - the “Otandas Scholars Forum,” held on 21 November in Astana. The forum brought together more than 40 foreign scholars and around 100 Kazakhstani researchers, giving new impetus to cooperation with the intellectual diaspora, scientific exchange, and the development of international academic connections.During the meeting, participants discussed key issues of cooperation among diaspora structures of the Turkic states. The parties agreed to enhance collaboration between diaspora institutions, develop youth programs and scholarship initiatives, and expand cultural and humanitarian projects. The Ministry of Trade and Integration of the Republic of Kazakhstan has published a draft order "On Amending the Order of the Deputy Prime Minister – Minister of Trade and Integration of the Republic of Kazakhstan dated May 11, 2023, No. 166-НК, 'On Approving the List of Socially Significant Food Products'" on the Open NPA platform.The draft order expands the list of socially significant food products. While this list previously included 19 items, the draft order proposes increasing their number to 33.The Ministry of Trade proposes including the following items in the updated list of socially significant food products: tomatoes, cucumbers, apples, bone-in beef, boneless beef, ground meat, bone-in lamb, fresh or chilled fish, frozen fish, ultra-pasteurized milk, sour cream, hard cheese, and black tea. Each item will be further discussed with the business community, the Chamber of Entrepreneurs, and government agencies.The primary goal of the temporary expansion of the list of socially significant food products is to make the most in-demand food products more accessible to the population and ensure price stability.The expansion of the list of socially significant food products is a temporary measure and is being implemented to ensure pricing transparency for these products and eliminate unproductive intermediaries who charge high trade markups. This will create incentives for manufacturers of goods included in the expanded list of socially significant food products to increase production and expand capacity.Including goods on the list of socially significant food products exempts manufacturers and importers from the obligation to pay remuneration and retroactive bonuses to retail chains. This will reduce the final cost of products for the population and allow businesses to use the freed-up funds for development.Producers of goods on the list have access to government support measures, including discounted transportation through socially significant food products, fixed utility rates, preferential working capital, and other instruments.Proposed list of socially significant food products:1. Депутаты Мажилиса на пленарном заседании под председательством Спикера Палаты Ерлана Кошанова ратифицировали Рамочное соглашение с Фондом международного развития OPEC.В ходе пленарного заседания Мажилис ратифицировал Рамочное соглашение об организации операций в частном секторе между Правительством Казахстана и Фондом международного развития ОРЕС.Документ депутатам представил первый вице-министр национальной экономики Азамат Амрин. Как в содокладе отметил руководитель рабочей группы Бауржан Смагулов, соглашение предусматривает предоставление Фондом займов под 2,5-5% без требования гарантий от государства для финансирования инвестиционных проектов.– При этом активы и доходы Фонда освобождаются от прямых налогов, предоставляется возможность конвертации валюты и перевода средств. Socio-economic development of Karabalyk district: results and prospects 04.12.2025
Karabalyk district is confidently completing 11 months of 2025, demonstrating stable development of key sectors of the economy. Financial indicators, the pace of agricultural production, the renovation of infrastructure and the implementation of significant social projects indicate positive dynamics and a good foundation for the future.This year, the district's budget amounted to 7 billion tenge. In its structure, a significant share is taken by transfers: 3.4 billion — republican, 3 billion — regional. However, the main indicator of economic activity was the over-fulfillment of the plan for own income.In January–November, the district received 2.9 billion tenge of revenue with a plan of 2.6 billion tenge. The execution amounted to 111.8%, which indicates an increase in tax revenues and an increase in the efficiency of financial flow management.Small and medium-sized businesses: almost every entrepreneur is in businessEntrepreneurial activity in the Karabalyk district remains high. To date, 1,418 SMEs have been registered here, and 99% of them actually work. This is one of the best indicators in the region, which confirms the favorable business climate.Small businesses continue to play an important role in providing employment and generating revenue for the budget, being the backbone of the local economy.Agriculture: productivity gains and investmentsThe agricultural sector has traditionally remained the leading one in the structure of the regional economy. This year, sowing operations covered 297.1 thousand hectares. Grain and leguminous crops were planted on an area of 194.5 thousand hectares, slightly less than in 2024, but the emphasis was on diversification.Special attention was paid to the expansion of areas under oilseed crops: their volume increased by 28%, reaching 73.3 thousand hectares. Fodder areas were also increased to 5.4 thousand hectares.The harvesting campaign has been completed completely and has brought tangible results. The average yield was 19.5 hundredweight per hectare, exceeding last year's figure. The gross grain harvest reached 379.3 thousand tons, which was a significant success for the region.In addition to seasonal work, investment activity is developing in the industry. Two major projects were launched in 2025.:construction of a workshop for the production of meat and bone meal with a capacity of up to 15 tons per day, the project cost is 680 million tenge;creation of a production complex for the production of mixed feed and silos for the storage of raw materials with a capacity of 108 thousand tons per year. Investments — 1.5 billion tenge.Both projects are focused on creating new jobs and strengthening the processing sector.Infrastructure: new networks appear in villagesStable development of the district is impossible without strengthening the engineering infrastructure. Last year, the construction of distribution networks was completed in six settlements — Mikhaylovka, Boskole, Station, Voroshilovka, Priuralsky and Lesnoy.In parallel, work is underway to prepare for winter. More than 600 meters of heating mains have been replaced in Svyatoslavka, Nauchny and Station — this will ensure stable heat supply during the heating season.Installation of block-modular boiler houses for social institutions has been completed in Toguzak. A similar facility in Svyatoslavka is being prepared for delivery.Roads: repairs on key sectionsThe road infrastructure, as one of the strategic areas, has also been developed. In 2025, repairs were carried out at two important sites:from S. Peschanoe to Slavenka village (17 km),from Novotroitskoye village to Magnai station (15.6 km).This will improve transport accessibility, reduce travel time, and increase safety for residents of the area.Construction and housing: new houses and social facilitiesIn the field of housing construction, the construction of nine semi—detached houses has been completed - a total of 18 modern apartments with a total area of more than 1,500 square meters. meters.Work was also actively carried out in education: 300 million tenge was allocated for the modernization of institutions, of which 250 million were funds from the Kazakhstan Khalqyna Fund.
