«Altyn Visa» and Tax Benefits: How Kazakhstan's Migration Policy is Changing 05.05.2026
Kazakhstan is transitioning to a new model of migration policy focused on attracting investors, skilled professionals, and talent. The corresponding decree was signed by President Kassym-Jomart Tokayev. The document provides for a large-scale digital reform and a shift away from the previous permit-and-quota system toward an incentive-based approach. The primary goal is to establish the country as a regional hub for investment and human capital. The Government has been instructed to complete the implementation of all changes by the end of 2026.As part of the reform, the visa system will be overhauled. Categories will be unified and supplemented with new formats. A business visa for investors and board members, a skilled worker visa for scientists, doctors, cultural figures, and graduates of leading universities, as well as a temporary worker visa for participants in specific investment projects, are being introduced. The «Altyn Visa» («Golden Visa»), designed for investors and high-demand specialists, will be a key element. For IT personnel, the processing time may be approximately one month. Holders of this visa will receive expanded access to public services, virtually comparable to the rights of citizens.Significant tax incentives are provided for «Altyn Visa» holders and their family members. This includes exemption from individual income tax, as well as property and land taxes. Reporting is also simplified – such residents are exempt from the universal declaration of income. Simultaneously, a digital Resident ID is being introduced, which will serve as an identity document for accessing government and financial services. The reform also provides for the automatic recognition of diplomas from leading foreign universities without the nostrification procedure.A separate focus of the reform is digitalization. A unified platform, QazETA, with an e-Residency module, will be created for foreign citizens, allowing for remote applications via a «one-stop-shop» principle. Additionally, the e-Residency Invest program is being launched, enabling electronic residents to invest in projects in Kazakhstan and at the AIFC (Astana International Financial Centre) through partner banks. In parallel, zones with mandatory English-language service will be established in Astana and Almaty. This will apply to medical facilities, schools, public service centers, the police, and utility services. In Almaty, the launch of the Almaty AI Hub – a specialized platform for developing artificial intelligence projects – is also planned.Changes will also affect the Astana International Financial Centre. The minimum stay required to obtain tax residency will be reduced from 90 to 30 days, which is expected to increase the jurisdiction's attractiveness for mobile investors. The National Bank and relevant agencies have been instructed to create a favorable financial regime for new residents, including the issuance of special payment cards within a regulatory «sandbox».The decree enters into force on the day of its signing.Source : https://www.gov.kz/memleket/entities/mfa-nairobi/press/news/details/1225769?lang=ru

Information for the population on the prevention of foot-and-mouth disease 05.05.2026
Foot-and-mouth disease is an acute viral disease of domestic and wild cloven-hoofed animals, characterized by fever and aphthous lesions of the oral mucosa, udder, and extremities. Cattle and pigs are most often affected; sheep, goats, and wild cloven-hoofed animals are less susceptible. Young animals are more susceptible and experience a more severe illness than adults. People can also contract foot-and-mouth disease. The causative agent of foot-and-mouth disease is a virus that is not resistant to high temperatures and quickly dies when heated to 60 degrees Celsius, exposed to UV rays, and common disinfectants. Low temperatures, high humidity, and neutral environments are particularly favorable conditions for virus preservation in the environment. Animals that have recovered from one type of virus may become ill if infected with another type of virus.SOURCE OF DISEASE – sick animals, including those in the incubation (latent) period of the disease, which usually lasts from 1 to 7 days, and sometimes up to 21 days. Such animals release the virus into the environment with the contents and walls of aphthae, milk, saliva, exhaled air, urine, and feces, resulting in contamination of pastures, buildings, equipment, water sources, feed, and vehicles. Infection occurs through the mucous membranes of the oral cavity, when eating food and drinking, or by licking various infected objects.Individual animals that have recovered from foot-and-mouth disease, as well as those immunized against it and kept together with sick animals, may remain carriers of the virus for a long time and be a potential source of infection.Transmission of the disease to healthy animals can occur through unsterilized food and raw materials obtained from animals infected with foot-and-mouth disease, as well as feed, water, bedding, care items, clothing and footwear of people contaminated with the excreta of sick animals, and vehicles, where the foot-and-mouth disease virus can persist for a long time. There are no specific treatments for foot-and-mouth disease. To boost immunity in animals, you can use multivitamin preparations, immunomodulators, and broad-spectrum antibiotics to suppress opportunistic microflora.IMPORTANT!!!The primary route of infection for humans is through raw milk from sick animals and its processed products, and less commonly through meat. Persons in direct contact with sick animals can be infected directly (during milking, care, treatment, or slaughter), through airborne droplets (during breathing or coughing), and through objects contaminated with their excrement. The infection is not transmitted from person to person. Children are more susceptible to foot-and-mouth disease than adults. The coast of Tobol has been cleared: traditional diving took place in Kostanay 05.05.2026
Another environmental event — plogging — took place in the city of Kostanay on the banks of the Tobol River. The running community Run in Joy acted as the organizer. The community leaders are Dmitry Kaptyol and Anna Blyum.Plogging is a modern environmental initiative that combines running and cleaning up the environment. The event took place on the section from the restaurant "Ak Shanyrak" to the Gagarin Dam along the Tobol River. The main goal of the event is to develop environmental culture and promote a healthy lifestyle.Armed with gloves and bags, the participants ran along the route while simultaneously collecting household waste along the shore. In addition, some eco-activists used stand-up paddleboards to clean up trash directly in the river. The Department of Housing and Communal Services of the city of Kostanay provided support by supplying two tractors and the necessary equipment. It is worth noting that the location for the plogging was not chosen by chance. This is one of the popular routes for training and holding sporting events. It is here that the "Self-Transcendence" trail marathon takes place, the start of which is located near the mausoleum of Ybyrai Altynsarin. In just a few hours, the participants collected over 100 bags of trash. More than 40 people took part in the event — students, representatives of the "walruses" community, running clubs, and active city residents. It is worth noting that plogging in Kostanay has been held on a regular basis since 2019, and the number of participants grows every year.Source : https://www.gov.kz/memleket/entities/kostanay/press/news/details/1214082?lang=kk

This is also the first MIT IDSS collaboration in the Eurasian region. The first discussions between the two institutions began in autumn 2025. Those negotiations resulted in Astana IT University joining the IDSS Strategic Partnership in Education program. This program will help to expand Astana IT University’s presence within the global academic network and enable the university to introduce advanced practices and innovative approaches into its academic activities.
