The government has updated the rules of housing assistance:How to get housing assistance in 2026:Housing assistance is provided to low-income citizens and families with low total income, and housing, utilities, and rental costs (if they come from the public housing stock) exceed the threshold set in the region.Citizens who live in their only home or rent from the public housing stock can receive housing assistance.Who is considered low-income?A low-income family is considered to live in the same housing, which has a share of the maximum allowable expenses set by maslikhats. Key conditions for receiving assistance:Registration and accommodation: Assistance is provided only at the place of permanent registration and actual residence.Single housing: assistance is provided for only one living space. Citizens must live in their only home or rent it from the state housing stock.Income accounting: Family income is calculated for the quarter preceding the quarter of circulation. All types of income are taken into account: salary, allowances, alimony, income from business, rent, securities, donations, etc., with the exception of those specified in the Rules for Housing Assistance (Order No. 117 of the Minister of Industry and Construction of the Republic of Kazakhstan dated December 8, 2023).Appointment period: Housing assistance is assigned for a quarter (3 months). Over 113 000 applications were submitted during the first two days, and as of January 15, the total number exceeded 226 000.The popularity of the service confirms the convenience of the online application process. In certain instances, users may find that the selected number plate appears as available for reservation even after payment. In most cases, this is due to the application not being finalized at the last stage. In this case, users should re-submit the application, select the “Previously Paid” option at step three, and indicate the bank and payment date. Upon completion of the procedure, the number plate is reserved for the user and is no longer available to others.If a user decides to cancel the purchase of a state registration license plate, they can request a refund. Что изменилось в 2026 году? «Актуальные вопросы о ЕНПФ» Как изменились размеры пенсионных выплат из ЕНПФ в 2026 году? Размер пенсионных выплат из ЕНПФ пенсионерам, которые вышли на заслуженный отдых ранее, до 2026 года, с 1 января увеличились на 5%. Напомним, что выплаты из ЕНПФ осуществляются согласно Методике осуществления расчета размера пенсионных выплат, утвержденной Постановлением Правительства Республики Казахстан от 30 июня 2023 года. В соответствии с ней, выплаты гражданам, выходящим на пенсию, рассчитываются следующим образом: в первый год получения выплат сумма пенсионных накоплений умножается на ставку выплат пенсионных накоплений 6,5% и делится на 12. В последующие годы размер ежемесячной пенсионной выплаты увеличивается на ставку индексации пенсионных выплат в размере 5%. При этом ежемесячная пенсионная выплата из ЕНПФ осуществляется в размере не менее 70% от прожиточного минимума (далее - ПМ), установленного на соответствующий финансовый год законом о республиканском бюджете (в 2025 году ПМ – 50 851 тенге). Для получателей определенных категорий: лиц с инвалидностью 1 или 2 групп, установленных бессрочно, а также, работавших на вредных и опасных производствах, чьи накопления сформированы за счет обязательных профессиональных пенсионных взносов в совокупности не менее шестидесяти месяцев, Методикой предусмотрены поправочные коэффициенты, повышающие размер ежемесячной пенсионной выплаты. Для лиц, удовлетворяющих более чем одному из вышеуказанных условий, применяется поправочный коэффициент с наибольшим значением. Пенсионные выплаты из ЕНПФ осуществляются до исчерпания пенсионных накоплений на индивидуальном пенсионном счете. Какова ставка обязательного пенсионного взноса работодателя в 2026 году? С 1 января 2026 года ставка обязательного пенсионного взноса работодателя (ОПВР) увеличилась до 3,5% от дохода работника (ежегодно размер ОПВР поэтапно растет - 1,5% в 2024 году, 2,5% в 2025 году, 3,5% в 2026 году, 4,5% в 2027 году и в 2028 году составит 5%). Напомним, что с 1 января 2024 года накопительная система Казахстана была дополнена новым компонентом - обязательными пенсионными взносами работодателя (ОПВР). Согласно принятым изменениям, каждый работодатель обязан перечислять в ЕНПФ, помимо обязательных 10-процентных взносов от дохода работника, дополнительные взносы за счет собственных средств в пользу своих работников, родившихся после 1 января 1975 года. Сумма, из которой высчитывается ОПВР, не может быть меньше минимальной заработной платы (МРЗП) и превышать 50-кратный МРЗП, установленный на соответствующий год. Лица пенсионного возраста, лица с бессрочной инвалидностью 1-й и 2-й групп, военные, а также лица, родившиеся до 1 января 1975 года, освобождены от уплаты ОПВР. Что такое «специальный налоговый режим» (СНР)? С 1 января 2026 года в Казахстане в связи со вступлением в силу нового Налогового кодекса РК и внесением изменений в Социальный кодекс РК введены обновленные специальные налоговые режимы (СНР): СНР для самозанятых, СНР на основе упрощенной декларации, а также СНР для крестьянских или фермерских хозяйств (КФХ). Эти режимы регулируют уплату не только налогов самозанятыми гражданами, но и обязательных видов пенсионных взносов.С какой целью введены обновленные «специальные налоговые режимы» (СНР)? Внедрение СНР для самозанятых, СНР на основе упрощенной декларации, СНР для КФХ направлено на:расширение охвата пенсионной и социальной системой за счёт активного вовлечения самозанятых и микробизнеса;упрощение ведения бизнеса для миллионов граждан Казахстана;дальнейшую цифровизацию налогового администрирования через мобильные приложения и онлайн-платформы.Данные нововведения позволят формировать пенсионные накопления, обеспечат социальную защищённость работающих граждан и создадут стимулы для выхода из «тени».Какие виды «специальных налоговых режимов» введены? СНР для самозанятых, в том числе осуществляющих деятельность с использованием интернет-платформ Внедряемый с 2026 года СНР для самозанятых предназначен для физических лиц (граждан Казахстана, кандасов), не являющихся индивидуальными предпринимателями (ИП) и не использующих труд наемных работников. СНР для самозанятых распространяется на ограниченный перечень видов деятельности, утверждаемый Правительством РК. Лимит дохода самозанятых, применяющих СНР, за календарный месяц не должен превышать 300-кратный размер месячного расчетного показателя (МРП), действующего на 1 января соответствующего финансового года (3 600 МРП в год). Самозанятые, применяющие данный СНР, самостоятельно уплачивают обязательные пенсионные взносы (ОПВ), обязательные пенсионные взносы работодателя (ОПВР) с полученных ими доходов. Ставки пенсионных взносов по СНР для самозанятых составляют:ОПВ – 1% от дохода,ОПВР – 1% от дохода. Самозанятые будут применять данный СНР с использованием специального мобильного приложения на основании его чеков и других сведений о доходах, полученных из иных источников. Учет доходов в местах отсутствия сети телекоммуникаций общего пользования в СНР для самозанятых ведется в простой форме, разработанной ими самостоятельно, с указанием даты, наименования операций, сумм, полученных в результате каждой операции, итоговой суммы за каждый день, за месяц. С самозанятых, применяющих СНР и осуществляющих деятельность с использованием интернет-платформ и (или) мобильных приложений платформенной занятости, удерживать и перечислять ОПВ и ОПВР будет оператор интернет-платформы СНР на основе упрощённой декларации СНР на основе упрощенной декларации вправе применять ИП и юридические лица – резиденты Республики Казахстан, за исключением налогоплательщиков, указанных в пункте 2 статьи 723 Налогового кодекса РК (юридических лиц, в которых доля участия других юридических лиц составляет более 25 процентов, некоммерческих организаций, участников специальных экономических и индустриальных зон и т.д.). СНР на основе упрощенной декларации вправе применять при соответствующих условиях лица:- предельный доход которых за календарный год не превышает 600 000 - кратный размер МРП, действующего на 1 января соответствующего финансового года; - осуществляющие виды деятельности, не включенные в определенный Правительством РК перечень, в отношении которого запрещено применение СНР на основе упрощённой декларации. Ставки пенсионных взносов для СНР на основе упрощённой декларации стандартные:ОПВ - 10% от дохода,ОПВР - 3,5% от дохода в 2026 году с последующим ежегодным повышением до 5% в 2028 году. СНР для крестьянских или фермерских хозяйств СНР для КФХ вправе применять крестьянские или фермерские хозяйства при наличии на территории Казахстана земельных участков на правах частной собственности и (или) землепользования (включая право вторичного землепользования). Выбранный СНР для КФХ не подлежит изменению в течение календарного года за исключением случаев, когда деятельность КФХ перестаёт соответствовать условиям его применения. Ставки пенсионных взносов СНР для КФХ составляют:ОПВ -10% от дохода,ОПВР-3,5% от дохода 2026 году с последующим ежегодным повышением до 5% в 2028 году. Уплата ОПВ, ОПВР в рамках СНР для самозанятых, СНР на основе упрощенной декларации, а также СНР для крестьянских или фермерских хозяйств (КФХ) осуществляется не позднее 25 числа месяца, следующего за месяцем получения дохода. От локального производства к реализации: продукция ОСОП в торговых сетях 15.01.2026
Проект «Одно село – один продукт» (ОСОП) реализуется в рамках направления по поддержке производителей локальной продукции и предусматривает комплекс нефинансовых мер, включая консультационное сопровождение, организацию выставок, отбор перспективной продукции, содействие в разработке брендов, обучение и маркетинговую поддержку.В течение 2025 года в рамках ОСОП оказано 1058 консультаций, проведены 20 региональных выставок, в которых приняли участие 821 производитель. По итогам заседаний 20 региональных бренд-комитетов отобрано 200 видов продукции и определены 60 финалистов проекта.Одним из ключевых событий 2025 года стало участие 24 финалистов ОСОП 2023–2024 годов из 14 регионов в международной ярмарке «Наурыз базары», прошедшей 21–23 марта 2025 года в Астане. Производители представили порядка 2 тонн продукции, включая мёд, молочные изделия, мясные деликатесы, сладости и напитки, продемонстрировав высокий интерес со стороны посетителей.В марте 2025 года при поддержке Японского агентства международного сотрудничества (JICA) продукция финалистов была представлена на международной выставке FOODEX JAPAN 2025 в Токио. На выставке приняли участие производители из Кызылординской, Восточно-Казахстанской и Северо-Казахстанской областей. По итогам выставки жантачный мёд из Кызылординской области получил приглашение к участию в престижном конкурсе «Лучший мёд Японии», а алтайские травяные чаи привлекли повышенное внимание и интерес международных посетителей. Всего выставка собрала участников из 75 стран мира, продемонстрировав высокий уровень казахстанской продукции на глобальной арене.Международное признание получили финалисты проекта и в сентябре 2025 года на конкурсе Mondial du Fromage - 2025 во Франции, где были завоёваны золотые и бронзовые медали за сыры и молочную продукцию из козьего и верблюжьего молока, а также за национальные продукты.Важным инфраструктурным шагом стало открытие 8 октября 2025 года в Алматы первой постоянной международной торговой точки ОСОП в Центральной Азии - Nomad Bazaar. Площадка, размещённая на Зеленом базаре, стала постоянным каналом сбыта продукции производителей ОСОП из Казахстана и стран региона, обеспечивая централизованное сопровождение продаж, логистики, маркетинга и бухгалтерского учёта.Продукция участников и финалистов национального проекта ОСОП, уверенно завоёвывает рынок и становится доступной покупателям по всей стране. Товары, созданные казахстанскими ремесленниками и производителями из различных регионов, уже представлены в ведущих торговых сетях Казахстана. Так, в сети Marwin появились изделия финалиста из Атырауской области – домбры, созданные в лучших традициях казахского искусства, а также косметическая продукция из верблюжьего молока, созданная производителем из Кызылординской области. Сувенирная продукция участника из Алматы также нашла своё место на полках магазинов этой сети. Производители Северо-Казахстанской области представили натуральные козьи сыры в сети Galmart, а продукция из Астаны – натуральная пастила – уже доступна покупателям сети «ВкусМаркет».Завершающим этапом года стала Республиканская выставка ОСОП, прошедшая 12–13 ноября 2025 года в Астане с участием 48 финалистов из 18 регионов. По итогам выставки совокупная выручка составила 8 226 168 тенге.В целом в 2025 году в рамках проекта создано 53 новых субъекта бизнеса, расширили деятельность 131 предприниматель, увеличено 410 точек продаж, создано 236 рабочих мест. Финансовую поддержку в виде кредитов и грантов получили 93 участника на общую сумму 593 935 600 тенге.Из 60 финалистов ОСОП 2025 года заявки на получение грантов до 5 млн тенге подали 44 участника, из них 39 финалистов получили поддержку на сумму 191 312 000 тенге, что составляет 65% от общего числа финалистов.В течение года для участников и финалистов проекта проведены обучающие семинары и курсы по маркетингу, SMM, финансовой грамотности, налогообложению, привлечению инвестиций, использованию ИИ-инструментов, а также по технологиям производства в ремесленной, молочной, мясной и пищевой отраслях. The ultimate goal of the political modernization underway in Kazakhstan is to bring power closer to the people, to make the decision-making process more open and balanced. The reforms initiated by President Kassym-Jomart Tokayev aim to abandon the overly centralized model of governance and create a new political system that takes into account the needs and opinions of society. In this context, the initiative to create a unicameral, influential Parliament is a strategic decision born of the times. The 30-year history of the Parliament of Kazakhstan is closely connected with the formation of statehood, the emergence from the crisis and sustainable development. The bicameral system, especially the Senate, served to maintain political stability during the transition period, protect the interests of the regions and ensure the quality of lawmaking. This historical mission has been fully fulfilled. The task now is to transition to a new model suitable for Kazakhstan, whose society has matured and political culture has grown. The transition to a unicameral Parliament is not a return to the past, but rather an evolutionary development of the political system. This step will create a new balance of power based on the principle of "Strong President - Influential Parliament - Accountable Government". Such a Parliament will strengthen the representative and oversight functions of the legislative branch, becoming a real counterweight to the executive branch. The new Parliament should be formed on a proportional, party basis. This will allow for the development of multi-partyism and the widest coverage of the interests of various social groups. The proportional system will not only increase political competition, but also force parties to work actively in the inter-election period. As a result, the Parliament will become the main political platform where the specific demands and views of society converge. An important component of parliamentary reform is digital transformation. Electronic Parliament, data-driven analytics, and artificial intelligence elements make the lawmaking process more transparent, faster, and more qualitative. Digital democracy transforms the traditional representation model into a “permanent dialogue” format, making the connection between the deputy and the voter seamless. This takes the Parliament’s engagement with the public to a new level. The transition to a unicameral system requires effective mechanisms that take into account the interests of the regions. For this purpose, it is proposed to establish a Council of Regions under the Parliament and strengthen institutional ties with maslikhats. This will form a chain of "people - maslikhat - national Parliament" and pave the way for local issues to be resolved at the national level. In general, an influential Parliament is the institutional pillar of a Just Kazakhstan. It strengthens political competition, ensures a balance between the branches of power, and increases transparency and accountability. Such a system prevents corruption and becomes a reliable guarantee of protecting the rights and interests of citizens. A unified, multi-party, and technologically advanced Parliament is a concrete step towards the sovereignty and sustainable development of Kazakhstan. It is the beginning of a new political era based on public trust.

The ultimate goal of the political reforms underway in Kazakhstan is to get rid of the overly centralized model of governance and create a balanced, open and competitive system between the authorities and society. The idea of creating a unicameral Parliament, proposed at the initiative of the Head of State Kassym-Jomart Tokayev, is a logical continuation of this modernization and the core of the concept of "Strong President - Influential Parliament - Accountable Government." The Parliament of Kazakhstan is celebrating its 30th anniversary this year. During this period, the legislative branch has made a decisive contribution to the country's transition to a market economy, strengthening statehood, and maintaining political stability. The bicameral Parliament, especially the Senate, has played a stabilizing role during the transition period, honorably fulfilling its mission of protecting the interests of the regions, ensuring the quality of legislation, and creating conditions for the evolutionary development of the political system. However, times have changed. The political culture of society has grown, citizens have begun to perceive themselves as full-fledged political subjects, not objects of power. This new public demand requires a revision of the architecture of power. The transition to a unicameral, influential Parliament is not a return to the past, but, on the contrary, a step into a new political era, befitting a mature society. The new Parliament should be formed on a party, proportional basis. This will strengthen multi-partyism and allow for the widest coverage of the interests of various social groups. The proportional system will increase political competition and encourage parties to work actively even in the inter-election period. It is impossible to create a Just Kazakhstan without strong parties and effective parliamentary debates. Another important aspect of parliamentary reform is digital transformation. Electronic Parliament, artificial intelligence and data-driven analytical tools will improve the quality of lawmaking and ensure transparency. Digital democracy will accelerate feedback between society and government, turning Parliament into a platform for “permanent dialogue”. Here, the role of the deputy is not limited to passing laws, but is defined as a political leader who establishes continuous communication with society. For this purpose, it is proposed to establish a Council of Regions under the Parliament and strengthen institutional ties with maslikhats. This will form a chain of "people - maslikhat - national Parliament" and pave the way for local issues to be heard at the national level. In general, parliamentary reform is not just a structural change. It is a renewal of the philosophy of the power system, bringing the voice of society to the center of decision-making. An influential, multi-party, technologically advanced Parliament should become a strong pillar of Kazakhstan's sovereignty and sustainable development. A new balance between the branches of power, open political competition, and a democracy based on digital capabilities are the path to a bright future for the country. Bangkok, 14 January 2026 – the Ambassador of Kazakhstan to Thailand, Margulan Baimukhan, held a meeting with the Minister of Commerce of Thailand, Suphajee Suthumpun.During the meeting, the parties reaffirmed their mutual interest in further developing trade, economic and investment cooperation, noting the high level of bilateral relations based on 33 years of diplomatic ties between Kazakhstan and Thailand.The Kazakh diplomat informed the interlocutor that the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, has declared the current year the Year of Digitalization. Kazakhstan is consistently advancing its digital economy, with the international IT hub Astana Hub in operation, and has adopted a Digital Code that establishes a modern and transparent regulatory framework for the development of the digital sector. It was noted that the recently signed Kazakhstan–Thailand Memorandum on cooperation in the digital sphere provides a solid basis for practical engagement in digital trade, fintech, cybersecurity and smart logistics. In addition, Kazakhstan’s initiative to establish a UN ESCAP Digital Solutions Center was presented.The Ambassador underlined that Thailand is one of Kazakhstan’s key partners in Southeast Asia, noting that approximately 70 percent of Thailand’s trade with Central Asian countries is conducted with Kazakhstan. Today, an очередная reporting and election conference of the Karmakshy District Veterans Organization was held at the “Rukhaniyat” Center.The conference was attended by District Akim Zhandos Erkinbek, Chairman of the District Maslikhat Adil Koshalakov, Chairman of the Kyzylorda Regional Council of Veterans Serik Duisenbayev, more than 80 district veterans, akims of settlements and rural districts, as well as media representatives.The first to address the conference was District Akim Zhandos Erkinbek, who emphasized the important role of the veterans’ organization in the life of the district.
