Draft Concept of Kazakhstan's regional policy for 2025–2030 published for discussion on the «Open legal acts» portal 22.04.2025
The Ministry of National Economy of the RK has presented a draft Government Resolution, which includes the Concept of Regional Policy for 2025-2030. The document defines the key directions for the country's regional development, aimed at achieving balanced territorial growth and enhancing the quality of life for citizens.Regional development takes into account their specific features: large cities form economic growth centers, while small towns and rural territories require additional measures to improve infrastructure and create jobs. Access to quality education, healthcare, and transport varies across regions, which creates an additional burden on local budgets and requires support from republican funds.The draft Concept is aimed at stimulating the even development of infrastructure, supporting small and medium-sized businesses, raising the standard of living in the regions, and reducing the income gap between urban and rural areas. It is planned to modernize utility networks, roads, schools, and hospitals, as well as develop non-resource industries, attract investments, and delegate more powers to local authorities. An important place in the strategy is allocated to environmental issues, including increasing green areas in cities and improving water and air quality.By 2030, a significant improvement in access to clean water, modernization of the road network, construction of new schools and hospitals is planned. Customs regulation of temporary storage warehouses in the Republic of Kazakhstan is conducted in accordance with: 1) The Code of the Republic of Kazakhstan « On Customs regulation in the Republic of Kazakhstan, Chapters 17 and 59 (hereinafter – the Code) http://adilet.zan.kz/rus/docs/K1700000123.; 2)By Order of the Acting Minister of Finance of the Republic of Kazakhstan dated July 10, 2020 No. 665« On approval of the Rules for the provision of public services by the State revenue bodies of the Republic of Kazakhstan » (annex 25) (link to the RLA http://zan.gov.kz/client/#!/doc/199620/rus); 3) By Order of the Minister of Finance of the Republic of Kazakhstan dated February 23, 2018 No. 280« On some issues of temporary customs control zones, temporary storage facilities and duty-free shops » (link to the RLA http://adilet.zan.kz/rus/docs/V1800016549); 4) By Order of the Minister of Finance of the Republic of Kazakhstan dated February 1, 2018 No. 110« On the approval of the forms of certain customs documents » (link to the RLA http://adilet.zan.kz/rus/docs/V1800016365) (form of prescription for the inspection of facilities and territories); 6) By the decision of the Customs Union Commission dated May 20, 2010. № 260 (link to the RLA http://adilet.zan.kz/rus/docs/H10T0000260)(form of the act of inspection of premises and territories); 7) By Order of the First Deputy Prime Minister of the Republic of Kazakhstan - Minister of Finance of the Republic of Kazakhstan dated April 10, 2020 № 374 « On some issues of accounting and reporting to the State revenue body » (annex 2) (link to the RLA http://adilet.zan.kz/rus/docs/V2000020380). Conditions for inclusion in the register of owners of temporary storage warehouses: 1) Ownership, economic management, operational management or leasing of structures, premises (parts of premises) and/or outdoor areas intended to be used as temporary storage warehouses and meeting the following requirements Availability of control systems for vehicles entering and exiting the territory of a temporary storage warehouse, persons entering and/or exiting the territory of a temporary storage warehouse and/or premises (where documents, goods and vehicles subject to customs control are located) equipped with video surveillance systems operating 24 hours a day, providing the possibility of remote access to the State Revenue Service for viewing video information in real time, accumulation and viewing of video information on events within thirty calendar days on the territory of a temporary storage warehouse; Confirmation of the right to own, use and/or dispose of the necessary loading and unloading equipment or the existence of a contract with a person providing services related to the use of loading and unloading equipment; Confirmation of the right to own, use and/or dispose of certified weighing equipment appropriate to the type of goods and vehicles to be stored and, in the case of gas storage in special storage facilities, the availability of appropriate metering equipment; the availability of technically suitable access roads; the availability of places for the inspection of goods, including indoor areas with electric lighting and equipped with video surveillance equipment operating 24 hours a day, with remote access for the state revenue agency to view video information in real time, accumulation and implementation of video information viewing within thirty calendar days. At the same time, the place of inspection should be marked along the perimeter with yellow paint or adhesive tape and exclude the presence of unseen areas (areas) for video surveillance. 2) an insurance contract covering the risk of civil liability of the owner of a temporary storage warehouse, which may arise as a result of damage to the goods of other persons in the warehouse or breach of other conditions of storage agreements with other persons, for the amount of insurance specified in the contract.; 3) No obligation to pay customs duties, taxes, special duties, anti-dumping duties, countervailing duties, penalties and interest on the date of application to the territorial customs authority; 4) no facts of bringing to administrative responsibility within one year prior to the date of application to the territorial customs authority in accordance with articles 521, 528, 532, 533, 534, 539, 540, 555 and 558 of the Code of the Republic of Kazakhstan on administrative offences.; 5) having an agreement to use an electronic invoicing information system; 6) have no criminal record according to articles 190, 192-1, 193, 209, 213, 214, 218, 233, 233-1, 250, 259, 311 and 312 of the Criminal Code of the Republic of Kazakhstan dated 16 July 1997 and articles 214, 216, 218, 234, 235-1, 236, 245, 255, 256, 286, 297, 366 and 367 of the Criminal Code of the Republic of Kazakhstan dated 3 July 2014 for natural persons who are heads of legal entities applying for registration in the register of owners of temporary storage facilities. If, on the day of submitting the application for registration in the register of owners of temporary storage warehouses, buildings, premises (parts of premises) and/or outdoor areas are leased, the lease agreement for such buildings, premises (parts of premises) and/or outdoor areas must be concluded for a period of at least one year. An application for registration in the Register of owners of temporary storage warehouses is submitted by a legal entity via the customs authorities' information system, attaching a contract of civil liability insurance for the owner of a temporary storage warehouse, concluded in electronic form via the insurer's and/or other organisations’ internet resources to the territorial customs body in whose area of competence a temporary storage warehouse is located. The application is considered by the territorial customs authority where the temporary storage warehouse is located within ten working days from the date of its registration with the territorial customs authority. Additional requirements are established by the Order of the Minister of Finance of the Republic of Kazakhstan dated 23 February 2018, No. 280. Thus, structures, premises (parts of premises) and (or) open areas intended for use as temporary storage warehouses are equipped and designed in such a way as to ensure the security of the goods and to exclude access to them by unauthorized persons not warehouse employees, with no authority over the goods or not representatives of persons with such authority; the possibility of carrying out customs control over these goods. Buildings, premises (parts of premises) and/or open areas intended for use as warehouses are a protected area with a hard surface (asphalt, concrete or other hard surface) equipped for parking vehicles and goods under customs control. The following requirements apply to the location (other than a free warehouse), layout and equipment of warehouses: 1) depending on the type of transport, technically serviceable access roads; 2) the necessary loading and unloading mechanisms should be in accordance with the nature of the goods being placed or the existence of a contract with a person providing services related to the use of loading and unloading mechanisms; 3) continuity of fencing around the entire perimeter of the warehouses; 4) checkpoints. 5) equipping the perimeter with video surveillance equipment (except for a free warehouse with an area of over 10 (ten) thousand square metres), while surveillance cameras have the function of recording around the clock and allow viewing video information on events within 30 (thirty) calendar days; 6) certified weighing equipment corresponding to the nature of the goods and vehicles being placed, and in the case of placing gas in special storage facilities, appropriate metering devices.; 7) the possibility of transmitting to the territorial bodies of state revenue in regions, cities of republican significance and the capital in electronic form the information contained in the reports on goods in warehouses, and receiving in electronic form information on the release of goods in warehouses. Next, the customs officer sends a prescription for a customs inspection of the premises and territories for compliance with the above conditions, indicating the date and time. After the inspection, a customs inspection makes a report on compliance or non-compliance with the conditions for inclusion in the register. Additionally, we inform you that from February 10, 2025, the provision of public services « Inclusion in the register of owners of temporary storage facilities », as well as suspending, resuming activities, exclusion from the register, as well as modifying information declared upon inclusion in the register, is carried out through the information system «Keden» (http://keden.kgd.gov.kz). The conditions for suspending activity, exclusion from the register, as well as the duties of the owner of a temporary storage warehouse are established by articles 505, 506 and 507 of the Code. Additionally, we inform you that you can get advice on customs legislation from the State Revenue Department, in whose zone of activity it is planned to open a temporary storage warehouse or perform other customs operations in accordance with customs legislation. 221st Session of UNESCO Executive Board Sees Manuscript Chronicle of Khans Inscribed on Memory of the World International Register 18.04.2025
Paris, April 17, 2025 – From April 2 to 17, 2025, the 221st session of the UNESCO Executive Board was held at the Organization’s headquarters in Paris, with active participation of the Kazakh delegation.Speaking at the plenary meeting, the Permanent Delegate of Kazakhstan to UNESCO, Askar Abdrakhmanov, informed participants about the recent speech by President Kassym-Jomart Tokayev at the National Kurultai, in which the importance of continued cooperation with the intergovernmental organization in the protection of Kazakhstan’s natural and cultural heritage – including its documentary heritage – was emphasized. In this context, the Ambassador expressed gratitude to UNESCO for organizing a training seminar in October 2024 to familiarize Kazakh archivists with key aspects of the Memory of the World programme. He also stressed the importance of joint efforts to strengthen the central role of National Commissions for UNESCO within the Organization’s framework.On the sidelines of the session, a separate meeting of the National Commissions for UNESCO Member States took place, where the Secretary-General of the National Commission of the Republic of Kazakhstan for UNESCO and ICESCO, Zhanar Shaimenova, delivered remarks. Among the items on the agenda were the presentation of UNESCO’s Education for Peace initiative and preparations for the upcoming World Conference on Cultural Policy and Sustainable Development Mondiacult 2025. President of the World Federation of UNESCO Clubs, Bolat Akchulakov, remotely presented the outcomes of the first Global Youth Forum of UNESCO Clubs and Associations, which took place on February 19-20 in Almaty.One of the most significant milestones for Kazakhstan during the 221st session of the UNESCO Executive Board was the inscription of the manuscript Chronicle of Khans from the collections of the Gylym Ordasy library into the Memory of the World international register. Created in the 18th century in the Turkic language known as Chagatai, by an anonymous author, the document reflects traditional concepts of the genealogy of prophets mentioned in the Holy Quran, rulers of various states, as well as biographical data, historical events, and the geography of the Kazakh Steppe, Central Asia, and the Middle East. The Chronicle of Khans is a valuable cultural asset and an important source for scholars studying the history and languages of the Kazakhs and other nations.Additionally, Kazakhstan co-authored several UNESCO Executive Board decisions during the session, covering issues such as interactive platforms for enhancing dialogue among teachers worldwide, the UNESCO Global Coalition Against Racism and Discrimination, support for achieving the Sustainable Development Goals within the Organization's mandate, small islands and developing states and others.Kazakhstan has been a member of the United Nations Educational, Scientific and Cultural Organization (UNESCO) since May 22, 1992. The country is a party to 16 UNESCO international conventions. Kazakhstan has 6 inscriptions on the World Heritage List, 14 elements on the Representative List of the Intangible Cultural Heritage of Humanity, 15 UNESCO biosphere reserves, and 25 anniversaries included in UNESCO’s commemorative calendar. Under the coordination of the National Commission of the Republic of Kazakhstan for UNESCO and ICESCO, the country hosts 9 national committees in specialized fields, 6 UNESCO Chairs and 1 UNITWIN network, 20 UNESCO Associated Schools, and 212 Clubs for UNESCO.The Memory of the World Programme, established by UNESCO in 1992, aims to prevent the irreversible loss of documentary heritage – documents or collections of significant and lasting value, whether in paper, audiovisual, digital, or other formats. The Programme seeks both to preserve this heritage and to make it more accessible to the public, including through the creation of documentary heritage registers at the international, regional, and national levels. Permanent Representative of Kazakhstan Presented Credentials to the WTO Director-General 18.04.2025
Geneva, 17 April 2025 – The Permanent Representative of the Republic of Kazakhstan to the World Trade Organization (WTO) and international economic organizations, Kairat Torebayev, presented his credentials to the WTO Director-General, Ngozi Okonjo-Iweala.During the meeting, both sides reaffirmed their mutual interest in further deepening cooperation within the framework of the WTO. Kairat Torebayev expressed appreciation for the continued support and personal engagement of the Director-General in Kazakhstan’s Trade Policy Review process, noting the importance of maintaining constructive dialogue amid global trade turbulence.In the context of recent trade measures adopted by a number of WTO members, including the United States, Permanent Representative Torebayev emphasized the need to preserve the WTO’s role as the principal international platform for resolving such disputes. He expressed support for the efforts of the Director-General and the Chair of the WTO General Council in organizing relevant consultations, highlighting the importance of dialogue among members and inclusive participation in multilateral processes.Special attention during the discussion was given to WTO reform. Kazakhstan’s Permanent Representative noted that the modernization of the Organization’s rules and the strengthening of its institutional effectiveness are key to restoring confidence in the multilateral trading system. He reaffirmed Kazakhstan’s readiness to contribute constructively to the reform process and support pragmatic and inclusive solutions to the pressing issues on the WTO agenda.The parties also discussed key institutional and functional challenges facing the Organization, including the budget shortfall, the crisis in the dispute settlement mechanism, and the need for enhanced transparency in the decision-making process. Ongoing initiatives to reform the WTO Secretariat and preparations for the upcoming WTO Ministerial Conference were also reviewed.WTO Director-General Ngozi Okonjo-Iweala thanked Kazakhstan for its consistent support for the multilateral trading system and active participation in the Organization’s work.
