АО «ЕНПФ» (далее - ЕНПФ) представляет отчет об управлении пенсионными активами Национальным Банком Республики Казахстан (далее - НБРК) и управляющими инвестиционным портфелем (далее - УИП) на сайте enpf.kz в разделе «Показатели - Инвестиционная деятельность».Общий объем пенсионных активов на 1 июля 2025 года под управлением НБРК и УИП составил 24 001,78 млрд тенге. По состоянию на эту дату  пенсионные активы ЕНПФ, находящиеся в доверительном управлении НБРК, сформированные за счет обязательных пенсионных взносов (далее - ОПВ), обязательных профессиональных пенсионных взносов (далее - ОППВ), добровольных пенсионных взносов (далее - ДПВ), составили порядка 23 474,82 млрд тенге[1]. Объем пенсионных активов, сформированных за счет обязательных пенсионных взносов работодателя (далее - ОПВР), находящихся в доверительном управлении НБРК, - 462,20 млрд тенге.Пенсионные активы под управлением УИП составили более 64,76 млрд тенге. Инвестиционный портфель пенсионных активов под управлением НБРКНациональный Банк, как доверительный управляющий пенсионными активами ЕНПФ, проводит сбалансированную инвестиционную политику: инвестирует в различные виды финансовых инструментов по валютам, странам, секторам и эмитентам.Основные направления инвестирования пенсионных активов, сформированных за счет ОПВ, ОППВ, ДПВ, на 1 июля 2025 года выглядят следующим образом: государственные ценные бумаги Министерства финансов РК – 43,71%, облигации квазигосударственных компаний – 9,02%, облигации банков второго уровня Республики Казахстан – 3,18%, депозиты НБРК – 1,29%, акции и депозитарные расписки эмитентов РК – 1,73%, МФО – 1,20%.Инвестиционный портфель в разрезе валют, в которые номинированы финансовые инструменты, приобретенные за счет ОПВ, ОППВ, ДПВ, по состоянию на 1 июля 2025 г. выглядит так: инвестиции в национальной валюте – 58,33%, в долларах США – 41,66% портфеля пенсионных активов.Несмотря на краткосрочные колебания доходности, за последние 12 месяцев с июля 2024 года по июнь 2025 года размер начисленного инвестиционного дохода составил порядка 2,53 трлн тенге, доходность за данный период составила 12,22% при инфляции в размере 11,80%. Направления инвестирования ОПВР на 1 июля 2025 года выглядят следующим образом: государственные ценные бумаги Министерства финансов РК – 97,04%, депозиты НБРК – 2,62%, денежные средства на инвестиционных счетах – 0,34%.Инвестиционный портфель за счет ОПВР включает только финансовые инструменты, номинированные в национальной валюте.По состоянию на 1 июля 2025 года доходность ОПВР за последние 12 месяцев составила 12,15%.Напомним, что пенсионные накопления – долгосрочные инвестиции. Поэтому анализировать размер инвестиционного дохода целесообразно за период не менее одного года. В отдельные периоды может наблюдаться снижение доходности вследствие волатильности курсов иностранных валют, изменения рыночной стоимости финансовых инструментов, а также влияния инфляции. Диверсификация инвестиционного портфеля, когда доход по одним инструментам перекрывает временные убытки по другим, обеспечивает сохранность и устойчивую доходность пенсионных сбережений в долгосрочной перспективе. ANNOUNCEMENTFrom January 1, 2026, pension benefits from UAPF will be exempt from IIT On July 18, 2025, the head of state signed a new Tax Code, which provides for the exemption from January 1, 2026 of income in the form of pension payments, lump sum pension benefit payments for housing/treatment (LSPBP) from UAPF from individual income tax (IIT), with the exception of pension benefits from UAPF made to non-residents of the Republic of Kazakhstan .How is it now? According to the current Tax Code, pension payments, LSPBP from UAPF are considered income subject to IIT at a rate of 10% at source.
