On November 20, 2025, N. Serikbayeva, archivist of the Rudnу City State Archive, gave a lecture for students of the Rudnу Mining and Technological College, dedicated to the 75th anniversary of the Rudnу Geological Exploration Expedition, an organization of geological explorers, thanks to whose research work the history of Rudny city began. Serikbayeva N. She told the students about the profession of geologists, about the socio-economic importance of their work for the state, as well as about the history of the discovery of the Sarbai iron ore deposit by explorers and the large-scale exploration work of the Rudnу Geological exploration expedition at the Sarbai and Sokolov iron ore deposits. She introduced the participants to the biographies of mining prospectors Pershin Yu.A., Kozhamkulov D.T. and Atauov S., whose documents are in state custody in the Rudnу City Archive. During the lecture, the students were presented with a photographic and documentary exhibition "People of a special breed", prepared according to the documents of the geological explorers from the Collection of documents of personal origin of the honored citizens of the city of Rudny. How the Abay region is combating rising food prices: real violations and fines 21.11.2025
In the Abay region, intensive efforts to identify unjustified price increases on socially important food products are ongoing. Monitoring groups are documenting cases of entrepreneurs artificially inflating prices, violating legal requirements and misleading consumers.Recent inspections have once again confirmed instances of unjustified markups. In Semey, an individual entrepreneur purchased Barskie salt for 108 tenge per kilogram but sold it for 150 tenge. This difference resulted in a markup of 39 percent, more than twice the established norm.Another case was uncovered at one of the city's social pavilions. There, buckwheat was purchased for 175 tenge and Akmarzhan rice for 350 tenge per kilogram. They were sold for 220 and 440 tenge, respectively. The trade markup was 25.8 percent, a direct violation of the law. Following an inspection, the entrepreneurs were fined.In the city of Kurchatov, Department specialists discovered a repeat violation. An entrepreneur purchased Barakat rice for 480 tenge and sold it for 580 tenge per kilogram, allowing for a 20.9 percent markup. A fine of 19,660 tenge was imposed for the violation.The Department also reminds that every retailer is obligated to ensure accurate and up-to-date price tags on store shelves. Violations of these requirements are regularly recorded. Since the beginning of the year, 17 administrative fines have been issued for missing price tags, incorrectly indicating prices, or indicating prices in currencies other than tenge. The total fines amounted to 480,000 tenge.Monitoring is not limited to retail outlets. Electronic invoices are also being analyzed in conjunction with the State Revenue Committee. This mechanism allows for tracking the movement of socially important goods, identifying unnecessary intermediaries and unjustified price increases.Containing prices for essential goods is a priority of state policy. According to Article 9 of the Law "On the Regulation of Trade Activities," the trade markup on socially important food products must not exceed 15 percent. Violations are punishable by administrative penalties under Article 204-4 of the Code of Administrative Offenses of the Republic of Kazakhstan. For small businesses, the fine is 5 MCI, for medium-sized businesses 35 MCI, and for large businesses 150 MCI. For repeat violations, the fine doubles.Since the beginning of the year, the Department of Trade and Consumer Protection of Abay Region has issued 119 administrative decisions totaling 856,000 tenge for exceeding the trade markup by 15 percent. Between 6 and 19 November 2025, an IMF staff mission led by Mr. Ali Al-Eyd conducted discussions in Almaty and Astana as part of the 2025 Article IV Mission to the Republic of Kazakhstan.During the visit, a meeting was held between the Chairperson of the Agency for Regulation and Development of Financial Market, Ms. Madina Abylkassymova, and representatives of the IMF. The parties discussed the current state of the financial sector, progress in implementing the recommendations of the Financial Sector Assessment Program (FSAP), as well as key provisions of the new Law on Banks.Following the staff visit, the IMF issued the “Kazakhstan: Staff Concluding Statement for the 2025 Article IV Mission.” As stated in the document, Kazakhstan’s banking system remains resilient. Second-tier banks maintain strong capital, liquidity, and profitability indicators, while the level of non-performing assets remains low. IMF staff also noted that the introduction of additional prudential measures will further support financial stability.The rapid growth of consumer lending requires close monitoring. In this regard, the Mission positively assessed the Agency’s prudential measures aimed at mitigating risks in this segment.IMF staff also highlighted the significant progress made by the Agency in implementing key FSAP recommendations. A New Profession for Soldiers: The National Guard Launches a UAV Operator Training Course 21.11.2025
As part of the current conscription campaign, the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan is taking an important step in the training of conscripted soldiers. A new training discipline — unmanned aerial vehicle (UAV) operator training — has now been added to the combat training program. This will allow conscripts to acquire modern military-applied skills and master a highly demanded specialty.Deputy Minister of Internal Affairs – Commander-in-Chief of the National Guard, Major General Ansagan Baltabayev, visited the newly equipped UAV operator training classroom in the 5573 military unit in the capital and assessed its capabilities.The modern training room is fully adapted for the instruction of conscripts: here they study the fundamentals of drone structure, flight control rules, technical maintenance, and elements of tactical deployment. The course is designed to train a full combat UAV crew, which includes a crew commander, FPV drone operator, munitions specialist, and reconnaissance operator.The training process is structured so that each servicemember first masters the skills of their specific specialization, and afterward participates in group exercises that are as close to real operational conditions as possible.“Today, the training of UAV operators is reaching a new qualitative level. 19 ноября на заседании Правительства была представлена Программа совместных действий Правительства, Национального Банка и Агентства по регулированию и развитию финансового рынка на 2026–2028 годы. Документ определяет комплекс мер по макроэкономической стабилизации, снижению инфляции, расширению внутреннего производства и обеспечению устойчивого роста благосостояния граждан.  В этой программе особая роль отводится холдингу «Байтерек» как одному из главных инструментов экономической политики Правительства. С учётом необходимости значительного прироста инвестиций Холдинг совместно с банками второго уровня станет основным источником кредитов для реального сектора — как для инвестиционных проектов, так и для новых точек экономического роста и ключевых отраслей экономики.Правительство продолжит капитализировать Холдинг «Байтерек» на сумму 1 трлн тенге в 2026 году, чтобы расширять инвестиционные возможности и поддерживать приоритетные проекты в обрабатывающей промышленности и инфраструктуре. Со своей стороны Холдинг будет каждый год привлекать до 7 трлн тенге на финансовом рынке — как из внешних, так и из внутренних источников.В этом году Холдинг доведет общий размер господдержки до 8 трлн тенге. На сегодняшний день холдингом «Байтерек» оказана поддержка субъектам предпринимательства на общую сумму 5,7 трлн тенге. В результате будет сформирован пул из 15–20 крупнейших инвестиционных проектов в таких отраслях как ГМК, машиностроение, нефтегазохимия и химия, энергетика, туризм и пищевая промышленность, обеспечивающих наибольший мультипликативный эффект и способных существенно повлиять на качественное развитие отраслей и регионов.В агросекторе планируется активизация финансирования проектов по глубокой переработке продукции АПК. Это позволит увеличить долю переработанной продукции в АПК на 70%. Ежегодно в стране будут запускаться более 100 новых инвестиционных проектов и производств в перерабатывающей отрасли АПК.Для активизации инвестиционной деятельности в Холдинге будет создано единое инвестиционное окно — механизм, который позволит на одном месте проводить отбор проектов, правильно их структурировать, привлекать инвесторов, а также обеспечивать полное сопровождение и контроль хода выполнения.При этом Холдинг продолжит и расширит поддержку малого и среднего бизнеса. Для этого будут активнее использоваться гарантии по кредитам, а финансирование будет направляться на самые важные и нужные направления.Особое внимание уделят проектам по импортозамещению, поддержке отечественных производителей, а также развитию инфраструктуры в энергетике и транспорте. Такие проекты будут реализовываться через механизм «заказ на инвестиции» с учётом потребностей и особенностей каждого региона.Холдинг «Байтерек» усилит помощь компаниям, у которых есть экспортный потенциал, объединяться, находить новых трейдеров и продвигать свою продукцию на зарубежных рынках. On November 6, 2025, the latest environmental campaign, "Clean Thursday," took place in Shymkent's Turansky District. Residents of the city took part in the cleanup of their neighborhoods, public spaces, parks, playgrounds, and pedestrian walkways. The event was a continuation of the city's large-scale program to improve sanitary conditions and enhance environmental awareness. Participants note that such initiatives not only help maintain order but also engage residents in caring for their city, fostering a caring attitude toward the environment. Love for one's native land, responsibility for one's common home, and a willingness to contribute to improving the urban environment are the key values the organizers strive to convey to the public. From early morning, residents of apartment buildings, representatives of housing cooperatives, youth activists, utility workers, and concerned citizens took to the streets to make their neighborhood cleaner and more comfortable. They collected household trash, cleared dead branches, cleared curbs of dirt, swept sidewalks, mowed the grass, and added soil to uneven areas. Much attention was also paid to the condition of the playgrounds. Volunteers swept sand from the rubber surfaces, removed branches and leaves, wiped down hardscape elements, and renovated some fencing. Parents and children actively participated in the work: many expressed confidence that such events teach children from an early age to be environmentally responsible. According to the city administration, 45 environmental campaigns have already been held in Shymkent since the beginning of this year, with over four thousand people participating. This work is systematic: new locations requiring special attention in terms of sanitation and landscaping are selected every week. As a result of these efforts, the condition of courtyards, streets, and parks has noticeably improved. The organizers emphasize that the more people get involved in such initiatives, the faster and more effectively the city can be cleaned up. Furthermore, participation in the environmental movement helps foster a culture of environmentally friendly behavior—for example, choosing to separate waste, refraining from littering, and maintaining a tidy yard. Yerbol Baikonysov, Deputy Executive Secretary of the city branch of the Amanat party, noted the importance of not only physical cleanliness but also the spiritual responsibility of each resident: " Our main task is not just cleaning, but also encouraging residents and visitors to maintain cleanliness. Ecology isn't just about trash and streets. Cleanliness must be ecological, spiritual, and personal. This should be a priority for everyone, because a clean city begins with clean thoughts and deeds ," he emphasized. Many participants shared the opinion that regular cleanups help them feel a sense of belonging in the city's development. Together, people can accomplish much more—in a short period of time, they can remove what has been piling up for weeks. And it's especially gratifying to see the immediate results of their efforts: clean alleys, well-maintained courtyards, and neat lawns. Residents also note that working together brings neighbors closer together. Municipal services support residents by providing the necessary equipment and vehicles for waste removal. Experts emphasize that if residents observe basic rules of cleanliness, the amount of waste on the streets will be significantly reduced. The main problem is waste dumped in inappropriate places, clogging courtyards, ditches, and roadsides. Environmental movements are calling on city residents to abandon single-use plastics, sort waste, and use official recycling bins.
