Оn amendments to the tax legislation regarding corporate income taxation 12.11.2025
In accordance with the Tax Code of the Republic of Kazakhstan, signed by the Head of State on July 18, 2025 and entering into force on January 1, 2026, a number of amendments have been introduced to the calculation and payment of corporate income tax (CIT). Corporate income taxpayers are legal entities that are residents of the Republic of Kazakhstan, as well as non-resident legal entities conducting activities in the Republic of Kazakhstan through a permanent establishment or receiving income from sources within the Republic of Kazakhstan. State institutions are not considered CIT payers. State secondary education institutions have been removed from the list of non-CIT payers. Differentiated corporate income tax rates have been introduced: 20% - general rate applied to taxable income, except for specific activities; 25% - for banking activities (excluding business lending) and gambling; 3% - for the production and processing of agricultural and aquaculture (fish farming) products, and the sale of processed products by legal entities engaged in these activities; 6% - for the activities of agricultural cooperatives, excluding those specified above; 5% in 2026 and 10% starting from January 1, 2027 for organizations engaged in the social sector, excluding non-profit organizations. An obligation has been introduced to determine and maintain separate tax accounting for activities subject to different CIT rates. The threshold of total annual income, taking into account adjustments for the previous tax period, above which there is an obligation to calculate and pay advance payments, has been increased from 350,000 MCI to 600,000 MCI. The calculation of advance payments prior to submitting the tax return has been eliminated. Advance payments for the first quarter will now be calculated by the state revenue authorities (at 1/12 of the amount of advance payments for the previous tax period).Source : https://www.gov.kz/memleket/entities/kgd/press/news/details/1103583?lang=kk

KAZAKHSTAN AND RUSSIA: A TIME-TESTED STRATEGIC PARTNERSHIP 12.11.2025
For three decades, relations between Kazakhstan and Russia have been developing in a spirit of good-neighborliness, alliance, and mutual support. Today, these ties are reaching a new level—a comprehensive strategic partnership encompassing politics, economics, energy, transport, and humanitarian affairs. In his article, President of the Republic of Kazakhstan Kassym-Jomart Tokayev emphasized that the "eternal friendship" between the peoples of the two countries is the philosophical and political foundation of modern cooperation. He noted that relations between Astana and Moscow are built on a solid foundation of trust, respect, and equality, making them resilient even amid global turbulence. In economic terms, Russia remains one of Kazakhstan's key partners. More than 20,000 joint ventures are implementing major projects in industry, energy, and transport. The most significant of these include the construction of a nuclear power plant with the participation of Rosatom, the development of the chemical industry with Sibur, EuroChem, and Lukoil, and the joint production of auto components and tires with KAMAZ and Tatneft. Equally important is cooperation in transport and logistics. Thirteen international corridors linking Asia and Europe pass through Kazakhstan. Key border crossings are being modernized jointly with Russia, and the strategic North-South route is being developed, which will increase cargo throughput to 20 million tons per year by 2030. Cultural and humanitarian cooperation remains a solid foundation of the alliance. In 2025, the "Alley of Eternal Friendship between Kazakhstan and Russia" was opened in Astana, and the "Kazakh-Russian Friendship Square" is preparing to open in Moscow. Educational and youth projects are actively developing, and ties between museums, theaters, and universities are strengthening. Kassym-Jomart Tokayev emphasized the importance of the Russian language as a key element of interethnic harmony and cultural heritage. Kazakhstan continues to support its development, viewing it as part of a humanitarian dialogue that strengthens trust between peoples. The President emphasized that the allied relations between Kazakhstan and Russia have great potential for further growth and adaptation to the challenges of the times. He expressed confidence that the eternal friendship between the two countries will remain a reliable foundation for Eurasian stability, prosperity, and creativity.
PRESIDENT OF THE REPUBLIC OF KAZAKHSTAN KASYM-JOMART TOKAYEV: "ETERNAL FRIENDSHIP IS A GUIDING STAR FOR OUR PEOPLES" 12.11.2025
For decades, Kazakhstan and Russia have demonstrated an exemplary alliance and strategic partnership based on mutual respect, trust, and equality. This was stated by President of the Republic of Kazakhstan Kassym-Jomart Tokayev in his article for Rossiyskaya Gazeta, emphasizing that the eternal friendship between the two peoples is not simply a historical tradition, but a conscious choice that determines the sustainability and dynamism of modern interaction. The President noted that since independence, Kazakhstan has placed particular importance on relations with Russia, enshrining this in its foreign policy concepts. Back in 1992, the Treaty of Eternal Friendship, Cooperation, and Mutual Assistance was signed, forming a solid foundation for bilateral relations. According to Kassym-Jomart Tokayev, despite global challenges and sanctions pressure, both countries have managed to maintain the momentum of mutual development. The package of agreements signed during Russian President Vladimir Putin's state visit to Kazakhstan opened new horizons for strategic partnership, and upcoming talks in Moscow are aimed at signing a Declaration on elevating relations to a comprehensive alliance. Russia is one of Kazakhstan's top three foreign trade partners, and Kazakhstan is one of Russia's top five. Trade turnover between the two countries is approaching $30 billion. More than 20,000 Russian-invested enterprises are successfully operating in the republic, and over 170 joint industrial projects worth over $50 billion are being implemented. Joint initiatives in energy, transport, logistics, and high technology are particularly significant. The President also emphasized the importance of cooperation in the humanitarian sphere. Branches of leading Russian universities, including MGIMO and Moscow State University, are actively operating in Kazakhstan, and a branch of Al-Farabi Kazakh National University has opened in Omsk—the first foreign office of a Kazakh university in Russia. Particular attention is paid to the preservation and development of the Russian language, which is an integral part of Kazakhstan's social and cultural life. Concluding his article, Kassym-Jomart Tokayev noted that the allied relations between Kazakhstan and Russia have a decisive influence on processes unfolding in the Eurasian space. He emphasized that, amid global changes, the strong friendship between the two states remains a pillar of stability, security, and creativity for the entire continent.
