The Head of the Department of the Committee for Internal State Audit of the Ministry of Finance of the Republic of Kazakhstan, Asset Omarov, participated in a lecture session at the invitation of the Academy of Law Enforcement Agencies under the General Prosecutor’s Office of the Republic of Kazakhstan, with the aim of exchanging and applying uniform practices, as well as strengthening the cooperation between the Committee and the Prosecutor's Office.The meeting discussed the practical application of relevant legislation, its specifics, including issues related to the transfer of state audit materials to the Prosecutor’s Office for procedural decisions, the allocation of specialists to provide opinions on requests from the Prosecutor’s Office, as well as other legislative innovations that introduce modern systemic monitoring tools and budget expenditure analysis. Prohibitions and restrictions within the EEUDue to the numerous questions from taxpayers regarding the existing prohibitions on the import and export of goods from Kazakhstan to the EEU countries, we will focus on this topic. According to Article 25 of the Treaty "On the Eurasian Economic Union", within the framework of the Customs Union of the member States, goods are freely transported between the territories of the member States without customs declaration.State revenue authorities on the border with the EEU countries monitor the movement of specific goods, compliance with prohibitions and restrictions, as well as the export of goods included in the WTO Exemption List.At the same time, in order to ensure the economic security of the country, bans and restrictions have been introduced this year on the following goods:1) By Joint Order of the Minister of Energy of the Republic of Kazakhstan dated April 30, 2025 No. 184-n/k, Banning the export of petroleum products from the territory of the Republic of Kazakhstan, including to the EEU member States.A ban has been imposed on exports from the territory of the Republic of Kazakhstan, including to the member states of the Eurasian Economic Union.:- motor transport of gasoline, diesel fuel and certain types of petroleum products (EEU HS codes 2709 00, 2710, 2902, 3403, 3811, 3826 00), with the exception of lubricating oils (EEU HS cofdes 2710 19 820 0, 2710 19 840 0, 2710 19 860 0, 2710 19 880 0, 2710 19 920 0, 2710 19 940 0, 2710 19 980 0, 3403 19 900 0, 3403 91 000 0), except for the export of aviation fuel in gas tanks provided by the automobile vehicle manufacturer for research work on the selection of additives, qualification and laboratory tests of samples from a pilot batch for the purpose of industrial production, approval and / or re-approval of the technology of industrial production of aviation fuel (fuel for jet engines), subject to coordination with the authorized body in the field of production of petroleum products and the availability of a contract with the organization authorized to carry out the above work and a letter indicating the necessary for these purposes, the number of samples (samples) and volumes of aviation fuel, as well as certain types of petroleum products, exported as part of humanitarian aid by decision of the Government of the Republic of Kazakhstan for the period from September 29, 2024 to March 29, 2025; - by rail transportation of petroleum products with the EEU HS codes 2710-12, except for the export of gasoline (EEU HS codes 2710 12 450 0, 2710 12 490 0, 2710 12 412 0, 2710 12 413 0) according to the delivery plans approved in accordance with paragraph 7 of Article 18 of the Law of the Republic of Kazakhstan "On State Regulation of Production and the turnover of certain types of petroleum products", as well as the export of petroleum products as part of the provision of humanitarian aid and (or) assistance provided to eliminate the consequences of natural disasters, accidents or catastrophes for the period from February 1, 2025 to March 29, 2025;".2) By Order of the Minister of Energy of the Republic of Kazakhstan dated May 13, 2025 No. 202 "On certain issues of transportation of liquefied petroleum gas", a ban was imposed on the export from the territory of the Republic of Kazakhstan of liquefied petroleum gas (EEU HS code 2711 12 970 0), propane (EEU HS code 2711 12 940 0) and butane (EEU HS code EAEU 2711 13 970 0) by road and rail for a period of six months, except for:1) Export by subsurface users engaged in production under a production sharing agreement or a subsurface use contract approved by the President of the Republic of Kazakhstan, which have a stable tax regime in accordance with paragraph 1 of Article 722 of the Tax Code.2) Export of goods produced or processed from Kazakhstani raw materials extracted at the Karachaganak deposit, based on international treaties of the Republic of Kazakhstan.3) Goods transported as transit traffic that starts and ends outside the Republic of Kazakhstan.4) Goods exported as humanitarian aid by a decision of the Government of the Republic of Kazakhstan.In order to regulate the export of certain types of bearings and ensure the stability of foreign trade, Resolution No. 1150 of the Government of the Republic of Kazakhstan dated December 31, 2024 was adopted. The State Corporation "Government for Citizens" regularly conducts training events aimed at improving public service delivery processes and implementing modern practices.Since the beginning of 2025, the State Corporation has been implementing a series of training events that provide government employees with the opportunity to develop professional skills and deliver high-quality, transparent, and citizen-focused public services.It is worth noting that during this period, 43 training events with the participation of government representatives were held at the State Corporation's front offices. Results of the EU-UN Joint Programme Supporting Children Returned from Conflict Zones was Reviewed in Turkestan 14.10.2025
Turkestan, 19 September 2025 – Turkestan hosted the final meeting of the Coordinating Working Group for phase two of the European Union (EU) and United Nations (UN) Joint Programme to support the states of Central Asia in reintegrating citizens who have returned from conflict zones. The meeting brought together representatives of the Ministry of Foreign Affairs of the Republic of Kazakhstan, relevant government bodies, the United Nations Children’s Fund (UNICEF), the EU Delegation to Kazakhstan, international organizations, and regional akimats (regional administrations). The participants approved priorities for further cooperation and for integrating successful practices into national child-protection policies and programmes.Speaking at the meeting, Ambassador-at-Large of the Ministry of Foreign Affairs of Kazakhstan, Stanislav Vassilenko, noted that the successful completion of the second phase confirmed the effectiveness of Kazakhstan’s partnership with UNICEF and the European Union. He emphasized the steady strengthening of the national child-rights protection system and Kazakhstan’s readiness to expand the exchange of best practices domestically and with international partners. The Ambassador recalled that Kazakhstan had returned more than 700 citizens, including 526 children, from conflict zones and provided them with comprehensive support for sustainable reintegration. Today, progress is clearly visible in the children’s own achievements: in Almaty Region, a teenager won 3rd place in the “Akbota” intellectual marathon; in Zhetysu Region, a school student took 1st place in the international “Pony” competition; and in Karaganda Region, a student won 2nd place at the international English Olympiad “English Vocabulary.” These stories attest to the effectiveness of inter-agency support and rehabilitation.Deputy Head of the EU Delegation to Kazakhstan, Aaro Ylitalo, underlined that cooperation with UNICEF and the Government of Kazakhstan is aimed at creating a safe and enabling environment for children who have experienced trauma. A foundation for national standardization has been established: mandatory services at the local level, delineation of agency roles, unified quality standards, inter-agency protocols, and referral pathways. A system-maturity assessment indicates movement toward integration and stronger coordination.Workforce development and scaling of practices. In 20 regions, a pool of trainers on the trauma-informed approach has been formed; specialists of the Centers for Psychological Support (CPS) and Centers for Parental Pedagogical Support (CPPS) have been trained; supervisions and online consultations have been conducted; the capacities of guardianship and trusteeship bodies have been strengthened (over 500 staff trained). The case-management approach has been adopted at the national level for CPS.Innovative approaches to reintegration. The new Tax Code of the Republic of Kazakhstan cancels the withholding of individual income tax from pension payments from the UAPF for residents of the Republic of Kazakhstan Current questions about the UAPF 14.10.2025
1. What portion of a pension is currently taxed in Kazakhstan and what portion is not?In Kazakhstan, pension benefits from the state budget are tax-exempt, while benefits from the Unified Accumulative Pension Fund (UAPF) are taxable. According to the current Tax Code, pension benefits from the UAPF are considered income subject to individual income tax (IIT) at a rate of 10% at source. This means that pension contributions are transferred to individual pension savings accounts before tax. IIT is withheld upon payment. IIT is withheld collectively from all types of pension benefits, including compulsory pension contributions (CPC), compulsory occupational pension contributions (COPC), and voluntary pension contributions (VPC). Adjustments and tax deductions are also taken into account.However, this situation will only last until the end of 2025. As a reminder, the new Tax Code will come into effect on January 1, 2026, and, according to it, IIT will not be withheld from pension benefit payments from the UAPF. 2. What changes have been made to the new Tax Code of the Republic of Kazakhstan regarding individual income tax (IIT) on pension benefits?              According to the new Tax Code of the Republic of Kazakhstan, from 01.01.2026, individual income tax (IIT) will not be withheld from all types of pension payments, as well as from lump-sum pension benefit payments (LSPBP) for housing and/or medical treatment, except for cases when the recipient is not a resident of the Republic of Kazakhstan. The changes also include the cancellation from January 1, 2026 of accrued obligations to pay IIT from LSPBP for housing/treatment, deferred until pension payments are received according to the schedule.3. Will the IIT withheld before January 1, 2026 be refunded? The provisions of the new Tax Code do not provide for the return of previously withheld IIT.Let us clarify that according to the current Tax Code, when using lump-sum pension benefit payments for housing/treatment, IIT is withheld. At the same time, there are two ways to withhold it at the recipient's choice: immediately upon receipt of the LSPBP or with a deferment until retirement. In connection with the introduction of the new Tax Code from 01.01.2026, if the contributor pays IIT earlier, it will not be returned, and the obligations for the deferred IIT will be written off.Let us note that until December 31, 2025 inclusive, the calculation, withholding and payment of IIT from pension payments and EPO from UAPF will be carried out in the current mode4. If the beneficiary has reached retirement age and is paying IIT, will the IIT deduction continue from 1 January 2026?The provisions of the new Tax Code provide for the exemption from January 1, 2026, of income in the form of pension payments, lump sum pension benefit payments from UAPF from individual income tax, with the exception of pension benefit payments from UAPF made to non-residents of the Republic of Kazakhstan. 5. How will the rules on tax deductions for voluntary pension contributions change?The changes include the abolition of tax deductions on voluntary pension contributions made in one's own favor from January 1, 2026. However, like other types of payments from the UAPF, pension benefits from the VPC will be exempt from IIT.At the same time, the rule will remain that voluntary pension contributions transferred by a tax agent to the UAPF in favor of an employee are not an individual's income (and therefore are not subject to IIT), and for the employer, such expenses are deductible when calculating corporate income tax. That is, in this case, both the employee and the employer receive tax benefits.UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits. The new draft of the Banking Law includes measures to improve banking regulation to enhance quality of corporate governance and effectiveness of supervisory mechanisms. Madina Abylkassymova, Chairperson of the Agency for Regulation and Development of the Financial Market, made this statement at a presentation to the Majilis of Parliament of the draft laws ‘Banks and Banking Activities in the Republic of Kazakhstan’ and ‘Changes and Amendments to Certain Legislative Acts of the Republic of Kazakhstan on the Regulation and Development of the Financial Market.’ The draft laws were developed for the purpose to implement the 2024 and 2025 Addresses of the Head of State.The amendments are grouped into three areas: development of corporate governance, improvement of regulatory instruments, and optimization of the existing standards."The draft law provides for enhancement of the institution of independent directors to ensure objectivity and independence of their decisions. Additional requirements for their independence are introduced, as well as setting the maximum term of office on the board of directors to nine years," Madina Abylkassymova said.Along with that, list of persons with special relations with the bank is being expanded, given the criteria applied in the international financial reporting standards.To expedite return of assets to economic circulation, a further limitation on the maximum period for recovered assets to remain on the banking group's balance sheet to three years is being introduced."Use of the reasoned judgment mechanism is to be expanded. In order to clarify the provisions of the new Tax Code, which will enter into force in 2026, and to increase the tax literacy of taxpayers, the State Revenue Departments for the Aktogay and Uspensky districts conducted awareness-raising seminars. Importance of ethics and anti-corruption legislation discussed in Pavlodar 13.10.2025
Ethics Commissioners of the Ministry of Finance Kamshat Arystanbekova and the State Revenue Committee Taskin Akbayev met with specialists from the regional departments of state revenue, internal state audit, Treasury, as well as state property and privatization in Pavlodar. The main purpose of the meeting is the prevention of violations and the formation of a positive image of the civil service. During the event, the main provisions of the current legislation on civil service and anti-corruption were discussed. A draft order on the application of the indirect method in determining the objects of taxation has been developed 13.10.2025
The Department of State Revenue for the Mangystau region informs that the Ministry of Finance of the Republic of Kazakhstan has developed a draft order "On approval of the Rules for determining objects of taxation and (or) objects related to taxation by the indirect method." The document was prepared in order to implement the provisions of the new Tax Code (paragraph 5 of Article 173) and is aimed at increasing the transparency and fairness of the tax system.The draft provides for a mechanism for applying the so-called indirect method of determining taxable objects. It will be used by the state revenue authorities in cases where a taxpayer violates the accounting procedure, as well as in case of loss or destruction of accounting documents. In addition, this method will make it possible to more objectively determine the income of individuals.The essence of the indirect method is that if the primary documents are missing or distorted, the tax authorities will use alternative sources of information. Data on assets and property, liabilities, turnover, income, expenses and expenses of the taxpayer can be used to calculate the tax base.
