Sports Competition “Astana – A City Without Drugs!” Held by the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan 10.09.2025
As part of the plan “Astana – A City Without Drugs” and the implementation of the concept “Law and Order”, a large-scale sports event aimed at preventing drug addiction among servicemen was held at Military Unit 6636 of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan.Starting from 10:00 a.m., guardsmen took part in relays, team competitions, demonstration performances in martial arts, and military training. "It is necessary to raise agriculture to a new level. In order to give a new impetus to this sector, the state has been carrying out reforms in recent years. Significant funds are being allocated, this year one trillion tenge was spent to support farmers. The necessary loans were provided on time. Such large-scale support has never been seen in our country before. However, it is clear that these measures are not yet enough to fully unlock the enormous potential of the agro-industry. The problem is not in the amount of funds, but, most importantly, in their effective use. The Government must have a clear plan for the transition to an advanced agro-economy. Currently, a number of large projects for the deep processing of agricultural products are being implemented. Domestic and foreign investors are participating in them. The total investment volume exceeds $2 billion. More than three thousand jobs will be created. Products are exported to many countries around the world. It is necessary to expand the scope of such projects. In each region, a single network should be formed, taking into account the specifics of each region, which will deliver finished products from production to store shelves. Many regions have excellent agricultural enterprises that cover all stages of production. They are well known to the public. These enterprises are significantly increasing the efficiency of production through the massive introduction of digitalization methods. The best agricultural enterprises have completely established the entire production chain, from the production of agricultural products to their deep processing, and have achieved great success. Therefore, it is necessary to create maximum conditions for the dissemination of the experience of such agricultural holdings. "This is the task of the competent ministry and public organizations. THE PRESIDENT CALLS STRENGTHENING GEOLOGICAL EXPLORATION WORKS AN IMPORTANT TASK 10.09.2025
"Large-scale aero-geophysical research in our country is completely outdated." It is time to create a modern map of the subsoil using digital tools. Such a step will allow us to assess the potential of deposits from a qualitatively new perspective. International experts can also be involved in this work. Of course, without a scientific basis, it is impossible to conduct exploration work successfully. By the middle of next year, a laboratory with a certificate in accordance with advanced international standards should be opened. It is desirable to establish it on the basis of the National Geological Survey. All information related to the subsoil should be systematized and digitized, first of all, by introducing artificial intelligence. "The geological exploration sector needs large-scale investments. The government should take this urgent issue into account. The legal and practical procedures for reforms in the field of geological exploration and subsoil development should be completed by the end of the year."

In this direction, we can say that there have been a number of successes in the last five years. The total added value of the manufacturing industry has doubled and reached 17 trillion tenge. Its share in the gross domestic product has reached 12.4 percent. Last year alone, 163 new production facilities were launched. As a result, 12.5 thousand permanent jobs were created. For example, large enterprises in the field of mechanical engineering and metallurgy have been opened in Almaty, Kostanay, Karaganda, and Atyrau regions. This year, the largest production facility in Kazakhstan, which produces various types of vehicles, began operating in Almaty. But this, of course, is not enough. Diversification of the economy should be continued at a fresh pace. Priority should be given to the production of highly processed products that are competitive in the domestic and foreign markets. Currently, this work is being carried out without a system. Support measures are implemented by institutions with different principles and requirements. This situation is very confusing for entrepreneurs. It is necessary to fully organize and coordinate this sector. Mining and metallurgy has always been a reliable pillar of Kazakhstan's new industrial model. Its share in the country's economy is 8 percent. But the industry has great potential for development. In particular, it has a great potential for the production of deep-processed products. In accordance with global processes, the importance of rare metals and other highly needed materials has increased. Kazakhstan has every opportunity to consolidate its position in the new network of global production and trade in this area. We must launch at least three enterprises producing high-tech products in the mining sector over the next three years. The Government must also implement a number of advanced projects for the deep processing of hydrocarbon raw materials. Construction of a large gas-chemical complex has begun in Atyrau. A project for deep processing of liquefied gas has been launched in Pavlodar. It is necessary to ensure the timely commissioning of these enterprises. It is necessary to fundamentally reconsider the issue of utilizing associated gas and liquefied petroleum gas. It is necessary to turn it into a full-fledged economic resource.

"Another issue. Special economic zones play a special role in attracting investment to the regions. However, many of them are not working well. This issue has been discussed many times. The government should conduct a thorough analysis and be ready to take radical measures to improve the efficiency of special economic zones. Private companies, and if necessary, foreign companies, can be involved in the management of special economic zones. Social and entrepreneurial corporations should be the driving force behind the economic growth of regions. However, many are limited to managing communal property and implementing non-essential projects. Their impact on the regional economy is negligible. The government should transform such corporations into full-fledged development institutions. Attracting investment is not the sole responsibility of central executive bodies. Local authorities should also participate in this important work, and everyone should work together. It is necessary to establish direct responsibility of akims for the investment climate in the region. The Agency for Strategic Planning and Reforms should introduce an index of investment attractiveness of regions. Perhaps it would be better to involve independent experts in this work. The most important factor that directly affects the creation of a favorable investment climate is macroeconomic stability. But the main problem today is: high inflation is "eating away" economic indicators and people's incomes. There is no ready-made solution to it, it is a problem that many countries are facing. Although the problem is common to all, it is especially felt in our case. We need to get out of this macroeconomic impasse. The difficulties did not arise yesterday. To solve them, we need to take into account the best practices of the world, be prepared to take unpopular measures and bear the responsibility for them. "The government and the National Bank must work as a unified team, facing a national task. Now is not the time for everyone to pull the blanket over themselves."

"In many rapidly growing countries, cities at the forefront of development have become poles that attract investments and technologies. Alatau city should become a new business and innovation center of the country. For the implementation of this project of national importance, special land has been allocated, preliminary planning work has been completed, and the main infrastructure networks have been connected." During my recent trip to China, agreements worth billions of dollars were signed with leading global companies. One such company, which participated in the construction of the Shenzhen Global Technopolis, is now directly involved in the implementation of the Alatau City project. The next step is to create a strong institutional foundation for Alatau City. A decree must be developed within ten days to grant the city special status, making it directly subordinate to the country's government. Then, no later than six months later, a separate law should be adopted. The document should include the city's governance regime, its financial model, and other important issues. It is worth noting that special legal status is not a privilege granted to the city, but rather a measure or tool necessary for the project to be implemented in practice, rather than remaining on paper. Alatau City should become the first fully digitalized city in the region. It should introduce everything from the use of Smart City technologies to paying for goods and services with cryptocurrency. "This city will show the future of Kazakhstan. It should combine technological progress and the most favorable living conditions."
