Kazakhstan Strengthens Cooperation with Israel in Special and Inclusive Education 19.02.2026
At the invitation of the Israeli side, a group of specialists from Kazakhstan participated in the training program “Innovative Approaches to Special Education”.The program was implemented in cooperation with the Ministry of Education of Israel and the Ministry of Regional Cooperation of Israel based on the provisions of the Memorandum of Understanding on the Training of Children with Special Educational Needs, signed in November 2025 in Astana between the Ministry of Education of Kazakhstan and the Ministries of Regional Cooperation, Education, Foreign Affairs, and the Agency for International Development Cooperation of Israel.The international course “Innovative Approaches to Special Education” was held in Haifa, Israel, at the Golda Meir International Training Center MASHAV – Carmel (MCTC). The training aimed to study modern innovative practices in special and inclusive education, implement effective teaching and support methods for children with special educational needs, and develop the professional competencies of education system specialists.During the program, participants were acquainted with Israel’s advanced experience in inclusive education, visited educational institutions and specialized centers, and held meetings with experts and representatives of relevant government bodies.On February 12, 2026, a ceremonial certificate awarding ceremony was held, confirming the successful completion of the course by all participants.The course was organized at a high professional level by MASHAV, the Golda Meir International Training Center (MCTC), the Ministry of Regional Cooperation of Israel, and the Ministry of Education of Israel. Kazakhstan oilfield services company expands operations in Georgian market 19.02.2026
Tbilisi, February 16 – At the Embassy of Kazakhstan, a meeting was held with the management of Aksu Drilling LLP, Aitkali Tuleumaganbetov and Sayat Kurmanbayev.During the conversation, A. Tuleumagambetov and S. Kurmanbayev provided information about the activities of the Kazakh oilfield services company, which is an operator in the field of drilling and repairing oil and gas wells with its head office in Aktau. Since January 2026, work has been underway in Georgia to provide services for the decommissioning and repair of oil wells up to 4,000 meters deep as part of an international project involving an Indian customer company. Consultations Held in Jerusalem on Constitutional Reforms in Kazakhstan and the Development of Bilateral Cooperation 19.02.2026
Ambassador of the Republic of Kazakhstan to Israel, Daulet Emberdiyev, held a meeting with representatives of the Jerusalem Institute for Strategy and Security (JISS). The meeting was attended by the Head of the Institute, Brigadier General (Ret.) Yossi Kuperwasser, Senior Research Fellow Professor Efraim Inbar, and Research Fellow Alexander Grinberg.During the meeting, the parties reviewed the current state and prospects of Kazakhstan–Israel bilateral cooperation in the political and trade-economic spheres. An exchange of views also took place on the regional situation in the Middle East, as well as on issues related to the establishment of international mechanisms for post-war governance in the Gaza Strip, including initiatives aimed at creating a “Peace Council.”D. Emberdiyev informed the Israeli experts about the political reforms being implemented in Kazakhstan, as well as the country’s position regarding accession to the Abraham Accords and participation in international initiatives to stabilize the situation in the Middle East, including within the framework of the proposed “Peace Council.”The Head of JISS, Y. Kuperwasser, expressed interest in expanding cooperation with Kazakh analytical centers. In this regard, the Kazakh side proposed considering the possibility of concluding a Memorandum of Cooperation between JISS and the Kazakhstan Institute for Strategic Studies (KISS). At the invitation of Fatima Zougah, Member of the House of Councillors of the Parliament of the Kingdom of Morocco, the Ambassador of Kazakhstan, Saulekul Sailaukyzy, visited the city of Ifrane and the province of the same name in the Fès-Meknès region, located in the Middle Atlas, where she held a number of engaging and substantive meetings.The visit began with a tour of the Cultural Center of the city of Azrou. This was followed by familiarization visits to the agricultural cooperative “Assafae” and the National Center of Hydrobiology and Fish Farming. The Ambassador also met with the Deputy Mayor of Ifrane and the President of Al Akhawayn University.During the trip, several interesting and noteworthy facts were highlighted:- Similar to Kazakh traditions, in Morocco there is a custom of washing one’s hands with water before and after a meal when receiving guests.- At the fish farming center, sturgeon species imported from the Caspian Sea are artificially bred. We were informed that the specimens we observed had been caught in the Caspian Sea during their migration between Russia and Iran.- Morocco is home to the Barbary macaque, a primate adapted to cold climates and capable of moving across snow in winter. New feature for verifying product authenticity using digital codes launched in the eGov Mobile app 18.02.2026
A new feature for verifying product authenticity using digital codes has been launched in the eGov Mobile app. The new functionality has been implemented based on the Naqty Onim service and provides users with fast and free access to data from the digital labeling system.At this stage, users can verify products from categories most vulnerable to counterfeiting, including pharmaceuticals, tobacco products, and footwear. When a digital code (Data Matrix code) is scanned in the eGov Mobile app, the system displays information on the product’s authenticity, manufacturer, key specifications, and date of production.To get the service, the user needs to:log in to the eGov Mobile app and go to the "Services" section;select the “Naqty Onim” service and provide consent for data access;tap the “Start” button and point the smartphone camera at the Data Matrix code.Once the code is scanned, the verification result is displayed to the user. If the digital code is missing or invalid, the system displays a relevant notification.The verification feature in the eGov Mobile app applies to goods subject to mandatory digital labeling that contain a Data Matrix code. For pharmaceuticals, it is also important that the product specifically falls under the category of medicinal products. When verifying medicinal products, the date of manufacture must be taken into account: medicines produced before July 1, 2024 are not subject to mandatory digital labeling and may therefore not appear in the system when scanned. In such cases, the absence of a verification result does not indicate that the product is illegal or counterfeit.At present, in Kazakhstan, mandatory digital labeling applies to medicinal products manufactured from July 1, 2024 onward, as well as to all the tobacco products and footwear. Starting from February 1, 2026, the phased introduction of labeling for beer and motor oils is envisaged, followed by light industry goods from December 1, 2026.In addition, labeling is being tested in pilot mode for dietary supplements, medical devices, household chemicals, gas cylinders, and vegetable oil. Shymkent: Exhibition-competition "Nuclear energy - in a peaceful life" held 18.02.2026
A city exhibition-competition entitled "Nuclear Energy - in a Peaceful Life" was held at the Schoolchildren's Palace No. 2 in Shymkent. Shymkent University: The New Constitution is a Herald of Modernization 18.02.2026
An educational meeting dedicated to explaining the New Constitution of the Republic of Kazakhstan was held at Shymkent University. The meeting was attended by the deputy akim of the city, Sarsen Kuranbek, who made a meaningful report. The meeting was chaired by the rector of the university, Nurlybek Seitkulov. Historian and scholar Mukhan Orynbayev emphasized the importance of the upcoming referendum on March 15 and explained the innovative nature of the Constitutional reform. According to him, the New Constitution provides for a number of changes aimed at improving the system of public administration. In particular, the National Kurultai institution was introduced and the participation of public representatives was expanded. According to the results of 2025, the price index for socially significant food products was 8.6%. Kazakhstan maintains one of the lowest prices for SSFP among the countries of the Eurasian Economic Union. This result was achieved by strengthening control over trade markups, active work of regional commissions and stabilization funds, measures to saturate the market during the off-season period, as well as by conducting trade promotions and agricultural fairs. Taking into account the inflationary situation, the list of SSFP has been temporarily expanded from 19 to 31 items. The TOP 800 retailers of the updated list have been identified, and the data has been sent to local executive bodies. Based on the analysis of commodity markets and the contribution of individual items to the inflation structure, a list of nine priority goods has been formed. It includes cabbage, carrots, potatoes, onions, sunflower oil, flour, beef, rice, and pasta. For these items, priority regulation is ensured during periods of seasonal fluctuations. The Ministry has developed a new model for providing the population with SSFP on a permanent basis, regardless of seasonal factors. It provides for fixed prices and the elimination of excessive margins of intermediary structures, as well as the consolidation of resources of akimats for coordinated market impact. On the instruction of the Head of State, a transition is being made from direct state price regulation to strengthening control over the maximum trade markup of 15% and providing targeted support to socially vulnerable categories of citizens. Pilot projects on the introduction of food vouchers in the cities of Akkol, Kokshetau, and Pavlodar have confirmed the effectiveness of the mechanism. By the end of the year, it is planned to scale up the project in stages across all regions of the country. As part of state control over compliance with the maximum markup in 2025, 2,913 administrative rulings were issued, including 1,743 fines totaling 57.1 million tenge and 1,170 warnings. 1,179 meetings of regional commissions to investigate intermediary schemes were held. 3,268 unproductive intermediaries and cases of exceeding the markup were identified. Administrative protocols were drawn up for 2,758 cases, and for 510 facts, intermediaries were excluded from supply chains. Additionally, 11,236 chains of electronic invoices were analyzed. In accordance with the instructions of the Head of State, special attention is paid to protecting Kazakhstani manufacturers and promoting their products in the domestic market. In May 2025, amendments to legislation concerning the determination of the country of origin of goods were adopted, and the Register of Kazakhstani Manufacturers is being implemented. ST-KZ certificates and industrial certificates have been eliminated, simplifying the procedure for confirming the domestic origin of products. The Ministry of Trade and Integration is conducting enhanced monitoring of 14 product groups within the framework of the Situation Center on Technical Barriers to Trade, applying tariff and non-tariff regulatory measures. Tangible results have already been achieved: cement production has increased by 15 percent, granite curbs and paving slabs by 30 percent, heating appliances by 55 percent, and the automotive industry by 18 percent. In 2025, key standards were developed and implemented to support domestic manufacturers. These include ST RK 4025-2025 for heating appliances, which will increase production to up to 10 million sections per year, standards for construction glass ST RK ISO 12543-1-2025 and 12543-2-2025, as well as updates for drywall, cement, and pipelines. These standards protect manufacturers from unfair competition, improve product quality, and create opportunities for export. For 2026, the National Standardization Plan has been approved, including 50 topics in strategic economic areas. Among the priorities are artificial intelligence, digitalization, energy, metallurgy, construction materials, the food industry, and support for domestic manufacturers. Special attention is paid to implementing the HASSP management system in the food sector, ensuring the supply chain, and adapting modern technologies in industry. The implementation of the developed standards will protect domestic manufacturers from the import of low-quality products, expand Kazakhstan's export potential, introduce innovative technologies, including artificial intelligence and digital data protection, and ensure consumer safety. Vice Minister of Trade and Integration Aset Nusupov reported on key trade digitalization projects in Kazakhstan, emphasizing that one of the main directions of the Ministry's work is the "whitening" of trade and increasing market transparency. By order of the Head of State, the General Classifier of Goods, Works, and Services and the National Product Catalog are being implemented, and the list of goods subject to labeling is being expanded. In 2025, legislative norms were adopted that established the procedure for maintaining the GCGWS and the mandatory application of the NPC.According to the Vice Minister, digital projects are forming a unified architecture for product identification. They are aimed at increasing trade transparency, promoting domestic goods on the shelf, and developing exports. Currently, active work is underway to populate the National Product Catalog. Several hundred thousand product cards are added daily; a system based on artificial intelligence checks the data for duplicates and assesses the completeness and quality of information. Based on the analysis, a unified set of "golden records" is formed. This work is being implemented jointly with the Center for Electronic Finance, the Ministry of Finance, and the National Chamber of Entrepreneurs. The Ministry is conducting active explanatory work and regulating the activities of the Headquarters on the methodology for applying the NPC for the coordinated implementation of digital tools. It is planned to expand the list of goods subject to labeling. The introduction of digital labeling will occur gradually and transparently. According to forecasts, these measures will reduce the volume of shadow turnover by more than 1 trillion tenge.The Ministry continues to migrate the e-CTRM system to the QazTech platform. A test environment has already been deployed, and integration and network compatibility testing are underway. Over 150 thousand users and 170 thousand business entities are registered on the platform. 31 business processes have been automated, and over 5 thousand applications have been processed. E-CTRM is integrated with the Unified Register of the EAEU, and the international IT company EPAM acts as the technological partner. Particular attention is paid to cybersecurity: SIEM, PAM, DLP tools have been implemented, and penetration tests are conducted. As part of the digital transformation, an electronic trading platform, AgroTrade, is being developed jointly with JSC "Kazakhtelecom". The Ministry is also testing services based on artificial intelligence. These include a virtual assistant for consumer rights protection and an assistant for selecting laboratories, simplifying business interaction with the technical regulation system. In parallel, a database of national standards is being formed to launch the corresponding digital service. A trade flow analysis tool is being developed, which will allow for the creation of a single digital window with analytics on markets, trade facilities, and the price situation.
