Representatives of regulators and banks discussed a new mechanism for regulation of insolvent banks 14.10.2025
Agency for Regulation and Development of the Financial Market has arranged a roundtable discussion with market participants that covered a new mechanism for regulation of insolvent banks within the new draft Law on Banks and Banking Activities developed at the instruction of the Head of State.The event was attended by management of the Agency, the National Bank, the Association of Financiers of Kazakhstan, second-tier banks, international organizations and experts.In his welcoming speech, First Deputy Chairman of the Agency Timur Abilkassymov pointed out that the new Law on Banks introduces a modern system for regulation of insolvent banks that complies with international standards and takes into account specifics of the financial market in Kazakhstan. This reform is designed to protect interests of depositors, reduce systemic risks and minimize use of budget funds in crisis situations.The new draft law establishes a three-tier crisis management architecture intended to improve resilience of the banking sector and ensure financial stability."The main burden of bank recovery falls on shareholders, creating a fairer and more sustainable model. To ensure these principles are implemented in practice, the law improves the early response system. This means the regulator has more tools to work with banks even at the initial stage of challenges. If indicators begin to deteriorate, supervision is enhanced, and the bank has to take measures to rectify the situation. Each bank is required to have a recovery plan agreed upon with the regulator, clearly outlining the measures shareholders and management will take to improve the financial stability. If they fail to discharge their obligations to restore stability, a regulation mechanism will be launched to protect interests of depositors," said T. Abilkasymov.He emphasized that such mechanism reduces the risk of sudden crises and increases predictability for the entire market.In his report, Deputy Chairman of the Agency Dauren Salimbayev presented regulation tools. Backbone banks are required to establish a safety margin – the Total Loss Absorbing Capacity (TLAC) mechanism. This means that the bank must have sufficient capital and debt instruments prepared in advance for possible write-offs or conversion to equity in case of significant losses. Thus, losses are mainly covered by shareholders and investors, without resorting to budgetary funds.Direct state participation in regulation will be possible only in the most extreme cases – if use of all market instruments has proven insufficient, and the bank poses a systemic risk to the country's financial stability. Even in such cases, state assistance is permitted only subject to compliance with strict conditions. Decisions must be transparent, minimal interference in market mechanisms must be ensured, and the No Creditor Worse Off (NCWO) principle must be strictly followed. This means that no creditor should suffer losses during the regulation process larger than they would have sustained under a standard bankruptcy procedure. This eliminates the possibility of arbitrary redistribution of losses and guarantees protection of rights of bona fide creditors."The new system completely eliminates automatic or politically motivated provision of the state aid. The regulation approach has become predictable, economically sound, and fair. This fundamental change is designed to eliminate moral hazard, increasing the responsibility of bank owners, and protecting the interests of depositors and taxpayers," emphasized D. Salimbayev.In development of these mechanisms, experience of such jurisdictions as the European Union, the United Kingdom, South Korea, Canada and others was taken into account. These jurisdictions are based on uniform international principles enshrined in G20 and Basel Committee documents.In turn, international experts shared their experience in reimbursing state participation in regulation of insolvent banks. In particular, they highlighted that a number of countries use a model in which state funds can only be used as a last resort, with the mandatory condition that they are subsequently reimbursed by shareholders and the banking system itself. Trade volumes are growing: Kazakhstan and Uzbekistan are coordinating export plans and joint projects. 14.10.2025
Aidar Abildabekov, Vice Minister of Trade and Integration of the Republic of Kazakhstan, met with Khurram Teshabayev, Deputy Minister of Investment, Industry, and Trade of the Republic of Uzbekistan.Uzbekistan remains one of Kazakhstan's priority trading partners in Central Asia. The two sides are consistently working to achieve the mutual trade target of $10 billion. From January to August 2025, trade turnover reached $3 billion, an 18.5% increase compared to the same period last year. Kazakhstan's exports totaled $2.2 billion, an increase of 26.7%, and the trade surplus reached $1.4 billion.An additional positive indicator was the expansion of Kazakhstan's high-value-added exports, including in metallurgy, petrochemicals, mechanical engineering, and agriculture. Uzbekistan has been presented with a list of 40 promising products worth over $550 million. Active work is underway to utilize export acceleration and trade finance tools, allowing companies to offer more competitive terms to their Uzbek partners.Particular attention is being paid to the joint implementation of investment projects. Thirty-four projects worth $4.4 billion and seven trade contracts worth $2.6 billion are currently under development. Active work is underway to update the roadmap, launch new production facilities, and remove certain administrative barriers. Kazakhstan proposes focusing on the implementation of those projects that have reached the highest level of readiness."Bilateral trade is growing in the agricultural sector. In the first eight months of 2025, agricultural trade increased by 27.6%, reaching $1.3 billion. Steady growth is being observed in the export of Kazakhstani grain, flour, meat, sugar, and other goods. "The digital integration of phytosanitary systems is underway through the ePhyto platform, which will ensure traceability and eliminate potential risks in mutual deliveries," noted Aidar Abildabekov, Vice Minister of Trade and Integration of the Republic of Kazakhstan.During his visit, Aidar Abildabekov also visited the construction site of the International Center for Industrial Cooperation "Central Asia," which is being implemented on the Kazakh-Uzbek border. The ICIC project is a strategic initiative of the two countries in industrial cooperation and aims to create a unified production and logistics platform.The frameworks of eight production buildings have been installed at the site, and construction and infrastructure work is ongoing. Contracts are being signed with investors from Kazakhstan, Uzbekistan, and third countries in the fields of textiles, agricultural processing, logistics, and eco-technologies.The Kazakh side also supports the initiative to create a Joint Logistics Strategy, including the development of transit routes through Afghanistan. Dialogue is underway to remove remaining trade barriers and create favorable conditions for mutual market access.The next, 22nd meeting of the Intergovernmental Commission on Bilateral Cooperation will be held in Khiva on October 22–23 of this year. Kazakhstan and Romania are expanding regional cooperation 14.10.2025
From October 6 to 8, 2025, a Romanian delegation led by the Chairman of the Constanța County Council, Florin Mitroi, paid an official visit to Kazakhstan.The delegation included the Ambassador Extraordinary and Plenipotentiary of Romania to Kazakhstan, Mădălina Lupu, President of the Romanian Chamber of Commerce and Industry Mihai Daraban, Honorary Consul of Kazakhstan in Romania Corina Martin, as well as representatives of the Romanian business community.A meeting was held in Astana with Murat Karimsakov, Chairman of the Board of the Foreign Trade Chamber of Kazakhstan. The parties discussed the current state and prospects for the development of trade and economic cooperation, with a focus on strengthening direct ties between chambers of commerce, revitalizing the Kazakh–Romanian Business Council, and organizing joint business forums and B2B meetings.Murat Karimsakov emphasized the strategic nature of relations with Romania, noting the growing trade turnover and both countries’ involvement in the development of the Trans-Caspian International Transport Route as a platform for new business opportunities.In Aktau the Romanian delegation held a meeting with the Akim of Mangystau Region, Nurdaulet Kilybay. In the first eight months of 2025, the volume of mutual trade amounted to 1.6 billion dollars, with Kazakhstan's exports increasing by 9%. Key exports include oil, uranium, gas, and coal, while imports mainly consist of pharmaceuticals and electrical equipment. A unified inter-verification interval has been approved for hardware and software systems (HSS) for automatic recording of traffic violations. 14.10.2025
Pursuant to the decision of the Scientific and Technical Commission on Metrology dated June 25, 2025, Order No. 62-NK of the Committee for Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan dated October 1, 2025, established a uniform verification interval of one year for hardware and software systems (HSS) used for automatic recording of traffic violations.This decision is aimed at improving the reliability of automatic control systems, as well as ensuring uniform requirements for their maintenance and verification.Establishing a verification interval of one year will enable the timely detection of deviations in the systems' operation, strengthen monitoring, and build confidence in the automatic recording systems.HSS verification certificates issued prior to the entry into force of this order are valid until the certificate's expiration date.Source : https://www.gov.kz/memleket/entities/mti-ktrm/press/news/details/1082991?lang=kk
Formation of anti-corruption culture in state revenue authorities: from duty to value 14.10.2025
State Revenue Authorities (SRAs) are the backbone of economic security and financial stability of the Republic of Kazakhstan. The effectiveness of their work determines the filling of the budget, the creation of a fair competitive environment and the welfare of citizens. However, this very sphere, connected with the control of financial flows, is traditionally exposed to high corruption risks. In today's realities, simply combating the consequences is no longer sufficient. The key task is preventive work aimed at creating an environment in which corruption is impossible and unacceptable at the level of personal beliefs. This work is carried out in strict compliance with the key provisions of the Law of the Republic of Kazakhstan “On Combating Corruption”, which provides the legal basis for a systematic fight against this phenomenon.In its essence, anti-corruption culture is not just a set of rules. It is a system of values and ethical norms shared by all employees, based on honesty, integrity and zero tolerance for corruption. The importance of this task is emphasized at the legislative level: according to Article 6 of the Law, “building an anti-corruption culture” is one of the key measures in the anti-corruption system, along with identifying and eliminating the causes and conditions contributing to offenses.The importance of such a culture for the SRA cannot be overestimated: public trust, the country's economic security and its investment attractiveness depend on it.Creating such a culture is a complex process based on the principles laid down in the legislation. The foundation of everything is leadership and “tone at the top”. Leaders at all levels must demonstrate their commitment to anti-corruption standards in practice. This principle is not just a recommendation but a direct requirement. Article 19 of the Law states that heads of state bodies “shall bear personal responsibility for the state of anti-corruption work” in the teams they lead. In parallel, it is necessary to build a system of effective training, dealing with real cases and ethical dilemmas, so that each employee clearly understands the essence and consequences of corrupt acts.The best cure for corruption is to minimize the human factor through digitalization and transparency. Moving services to an online format and clear regulations narrow the space for subjective decisions. This proactive approach is fully in line with the spirit and letter of the law, which in Article 3 establishes “prioritizing the prevention of corruption” as one of its basic principles. This work should be complemented by continuous analytics: identifying and managing corruption risks in the most vulnerable positions and areas.However, technology will not replace the human factor, so motivation is key. Decent pay and career growth based on professionalism reduce the temptation of illicit enrichment. At the same time, every employee must realize that any violation will be detected and punished. This is also one of the fundamental principles enshrined in Article 3 of the Law - “inevitability of punishment for corruption offenses”. For this purpose, the effective work of internal security services and the creation of secure channels through which one can anonymously report facts of corruption without fear of prosecution are important.Thus, building an anti-corruption culture in public revenue bodies is a marathon, not a sprint. This process requires a systematic approach, political will of the management and, most importantly, involvement and personal responsibility of each employee. The transition from a culture of fear of punishment to a culture of inner conviction in the inadmissibility of corruption is the key to building a modern, efficient and trusted fiscal service, which is a direct investment in the sustainable development of the entire state.  N.A. Detection of Illegal Excise Goods 14.10.2025
        The State Revenue Committee continues to implement a comprehensive set of measures aimed at combating the illegal circulation of excisable products and ensuring market transparency.       Over the first nine months of 2025, the Committee conducted large-scale inspections of manufacturers and distributors of alcoholic beverages, tobacco products, and petroleum goods.      Key results:Alcoholic beverages: 2,393 inspections conducted; 1.06 million liters of illegal alcohol seized.Tobacco products: 632 cases of illegal trade identified; 6.61 million packs of cigarettes confiscated, valued at 3.8 billion tenge.Petroleum products: 509 cases of shadow fuel turnover detected; 55.6 thousand tons seized, valued at 5.3 billion tenge.      In addition, the Committee carried out inspections related to state regulation among manufacturers. Karaganda synchronized swimmers made a splash at the Asian Championships 14.10.2025
The athletes of the Karaganda region performed brilliantly at the Asian Aquatics Championships. The continental championship takes place in the Indian city of Ahmedabad. Participants compete in four disciplines: swimming, diving, water polo and artistic (synchronized) swimming.Representatives of the School of Higher Sports Excellence of the Karaganda region made a real splash in artistic swimming. The result was a triumph – 28 medals: 19 gold, 4 silver and 5 bronze.The athletes demonstrated a high level of training and skill, proving that the Karaganda aquatics school is one of the strongest on the continent.Among the winners are Nargiz Bolatova, Ksenia Makarova, Viktor Druzin, Karina Magrupova, Yasmin Tuyakova, Arina Pushkina and Dayana Dzhamanchalova. The President was briefed on implementation of the republican budget and the progress of digitalization of public finances 14.10.2025
According to the minister, the republican budget for 2025 was formed with revenues in the amount of 21.6 trillion tenge, of which 15.2 trillion tenge are tax revenues. This is 23.4% higher than last year. According to the results of nine months, the budget was executed by 101.6%, while maintaining its social focus.Kassym-Jomart Tokayev was informed about measures to improve the efficiency of tax and customs administration and revenues to the Special State Fund.Special attention was paid to the implementation of the Law "On Public Procurement," aimed at reducing the timing of procedures, increasing their transparency and supporting domestic producers. Currently, the analysis and control processes in the Treasury Information System are fully automated.As part of the digitalization of public finances, special emphasis is placed on formation and filling of Big Data, as well as introduction of artificial intelligence in the tax and customs spheres.The head of state was also informed about the results of the state audit. Astana, October 8, 2025 – At the initiative of the Moldovan side, a telephone conversation took place between Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev and Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Moldova Mihai Popșoi.Minister Popșoi warmly congratulated his counterpart on the appointment and wished him success in his new position. Opening of the Honorary Consulate of the Republic of Kazakhstan in Druskininkai 14.10.2025
Druskininkai, 8 October 2025 – A solemn ceremony was held in the city of Druskininkai to mark the opening of the Honorary Consulate of the Republic of Kazakhstan.
