Let us remind you that the right to pension benefits from UAPF in connection with leaving for permanent residence outside of Kazakhstan can be used by foreigners and stateless persons who left for permanent residence outside of the country, who have pension savings in UAPF at the expense of compulsory, compulsory occupational pension contributions (CPC, COPC) and voluntary pension contributions (VPC), unless otherwise provided by the laws of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan.To apply for benefits, you must submit documents to UAPF. There are 3 ways to submit:You can personally contact the UAPF office;A representative (attorney) of a foreigner or stateless person can personally contact the UAPF office with a package of documents.You can send the necessary documents to the postal address of one of the regional (oblast) branches of UAPF.We inform you that the UAPF website contains a list of required documents depending on the method of their submission to UAPF, requirements for their execution, as well as application forms and samples of their completion, a sample power of attorney. You can pre-check the documents sent for pension benefits from UAPF by using the UAPF electronic service "Pre-check of documents for pension benefit".Upon receipt of documents, UAPF requests information from the information systems of state bodies of Kazakhstan on the availability of documents of the foreigner or stateless person who applied, certifying the identity of a citizen of Kazakhstan, or a residence permit of a foreigner in Kazakhstan, or a certificate of a stateless person issued by an authorized body of the Republic of Kazakhstan, and their validity. If the specified documents are not valid due to the departure of the applying foreigner or stateless person outside the Republic of Kazakhstan for permanent residence or the cancellation of the foreigner's or stateless person's permit for permanent residence in the Republic of Kazakhstan, or due to the loss of citizenship of the Republic of Kazakhstan, withdrawal from citizenship of the Republic of Kazakhstan, UAPF makes a pension benefit payment within 10 working days from the date of acceptance or receipt by UAPF of the documents. Please note that pension savings are paid only to the current bank account of the beneficiary, even if the recipient of pension benefits is an incapacitated/partially incapacitated adult. Payment of pension savings to the bank account of a legal representative (guardian/trustee), as well as an attorney-in-fact, is not allowed. Thus, a person applying for permanent residence in another country cannot transfer their pension savings to their close relatives or other persons.Pension benefits are transferred by UAPF to the beneficiary's bank account, the details of which are specified in the application: in national currency - when transferring to bank accounts opened in second-tier banks or an organization carrying out certain types of banking operations in Kazakhstan; in US dollars, euros, pounds sterling or Russian rubles - when transferring to bank accounts opened in foreign banks outside the Republic of Kazakhstan. In Karmakshi district, intensive work is underway on spring tree planting and sanitation 18.04.2025
Today, as part of the environmental campaign "Taza Kazakhstan", a general clean-up day was held in Karmakshinsky district. The clean-up day began on the territory of the Kobyz monument in the village of Zhosaly and continued on the territory of the district.The event was attended by the akim of the district, Zhandos Erkinbek, who took an active part in planting trees. The results of the 2024-2025 heating season 18.04.2025
📌On behalf of the Head of State, measures are being implemented in the country to develop the energy sector. As part of this task, the autumn-winter period of 2024-2025 has been completed, and preparations have begun for a large-scale renovation of infrastructure and the development of "green" energy.⚡️To pass the autumn-winter season in the heat supply, 10 power units, 55 boilers and 45 turbines were overhauled, which made it possible to begin the process of reducing the accumulated high wear of thermal power plants and heating networks.The measures taken have reduced the number of technological violations at power plants by 27% (from 1,070 to 782 cases), and cases of non-compliance with the temperature schedule - by 67% (from 215 to 65).🔷During the work carried out on 12 thermal power plants, the indicators changed: 9 moved from the "red" zone to the "yellow" zone, and 3 - from the "yellow" to the "green" zone. As a result, 10 thermal power plants remained in the "red" zone (there were 19), 17 in the "yellow" zone (there were 11), and 10 in the "green" zone (there were 7). Among them are Ekibastuz, Ust-Kamenogorsk, Zhezkazagan, Balkhash, Atyrau, Ridder, Kentau and other stations. Special attention was paid to the work of MAEK LLP, Aktau heating networks, as well as thermal power plants in Stepnogorsk and Temirtau.✔️In 2024, 771 MW of new capacity was commissioned, including the restored Ekibastuz GRES-1 unit (500 MW), a new turbine at Atyrau TPP (65 MW) and an upgraded boiler in Zhezkazgan (+43 MW). Renewable energy projects for 163.35 MW have also been launched.The Ministry of Energy has adjusted the marginal tariffs for electric energy, increased the marginal tariff in the electric capacity market, and increased the annual limit on returnable investments. The measures taken in 2024 made it possible to increase the financing of repair work by 44% compared to the level of the previous year, to 327 billion tenge.🔘At the same time, preparations for the next heating season have begun. As part of this work, it is planned to repair 10 power units, 63 boilers and 39 turbines at power plants, some of the work is already underway. Repairs and reconstruction of 53 boilers are planned for 66 boiler houses in the district heating area.⏩After the end of the cold weather, the renovation of 17 thousand km of power grids and 323 km of heating mains will begin.✔️Within the framework of the National Energy Modernization Project, 77.5 thousand km of electric grids and 1.6 thousand km of heating networks will be updated with a total budget of 4 trillion tenge. By 2029, this will reduce network wear by up to 45% and 42%, respectively. In the field of generation, it is planned to introduce 7.3 GW of new capacity, including the modernization of existing plants and the construction of new ones. It is planned to complete 29 projects by 2029, which will reduce the average wear of power plants by up to 40%.The development of renewable energy remains a priority. In 2024, 153 facilities generated 7.58 billion kWh, or 6.43% of total production. 8 new stations (163.35 MW) have been commissioned, and 9 more renewable energy facilities (455.5 MW) will be operational by the end of 2025. Over the last years, President Kassym-Jomart Tokayev’s administration has undertaken large-scale political, economic and social reforms aimed at building Just Kazakhstan: from modernizing the governance system to improving the welfare of citizens and developing a competitive economy.In his State-of-the-Nation Address of 1 September 2021, titled ‘Unity of the People and Systemic Reforms are a Solid Foundation for the Nation's Prosperity’, President Tokayev tasked the Government with “introducing a block budget with increased responsibility of administrators of budget programmes”. This important endeavour is expected “to simplify budget processes, and radically reduce bureaucracy in this matter”. Indeed, the block budgeting implies increased flexibility and independence of state bodies within the processes of budget planning and execution. As the block budgeting has approached the phase of practical implementation, the Singapore Cooperation Enterprise (SCE), in collaboration with the Center for Strategic Initiatives (CSI) (Kazakhstan), National University of Singapore's Lee Kuan Yew School of Public Policy (LKYSPP) and the Embassy of Kazakhstan in Singapore, organised the ‘Excellence in Public Financial Management Study Programme’
from 7 to 11 April 2025.The programme was attended by a 16-strong group of Kazakh officials representing various ministries, agencies, local administrations, and the Embassy of Kazakhstan. The group was led by Vice-Minister for Finance Mr. Abzal Beisenbekuly.This course has been designed to provide valuable insights into Singapore’s approach to fiscal management and public financial governance. ANNOUNCEMENT Adults or those reaching 18 years of age in 2025, Kazakhstanis independently check their funds within the framework of the National Fund for Children program For the second year, the program National Fund for Children has been implemented, according to which 50% of the foreign currency part of the investment income of the National Fund of the Republic of Kazakhstan is annually distributed among children-citizens of Kazakhstan who were born in 2006 and later. Young Kazakhstanis born in 2006-2007, who have reached 18 years of age in 2024-2025, are transferred target savings (TS) to target savings accounts (TSA) opened in the UAPF. They can use these funds to improve their housing conditions and (or) pay for education. In connection with the increasing number of requests to the UAPF from the legal representatives of program participants regarding the lack of information on the e-government Internet resources (website and in the eGov Mobile mobile application) about the price tags accrued to their children born in 2006 and 2007, the UAPF explains that citizens who are adults or will reach 18 years of age in 2025 must independently obtain information about their price tags through their personal account on Internet resources UAPF or e-government. Children who received their first funds from the National Fund in 2023, with the exception of persons born in 2006, were credited with investment income in the amount of 3.04 US dollars this year. As a result, the target savings of a child born in 2006 are 100.52 US dollars, and those born in 2007 - 232.94 US dollars.The TS recipient (or his/her legal representative) contacts the AO via the Internet resource of the authorized operator (AO), opens a US dollar bank account in the name of the TS recipient, and submits an online application for TS payment.Within 2 working days after reviewing and approving the application for payment, the AO sends an electronic notification to the UAPF about the registered application for payment.Within 5 working days from the date of receipt of the electronic notification from the AO, the UAPF transfers the TS payment amount specified in the application to the TS recipient’s US dollar bank account opened by the AO, or notifies of a refusal indicating the reason.The TS recipient or his/her legal representative, within 45 working days from the date of receipt of the TS amount in the bank account, provides the AO with documents confirming the intended use of the TS payments.Within 10 working days from the date of submission of the documents by the TS recipient, the AO verifies them and transfers the TS payments for their intended purpose.If the TS recipient (or his legal representative) fails to submit documents within 45 working days, the TS payment amount held by the AO is returned to the UAPF.Let us remind you that TS are transferred in US dollars and stored on TSA in UAPF for 10 years. "Peculiarities of criminal proceedings with participation of jury” 17.04.2025
For the first time, the Academy of Justice under the Supreme Judicial Council held an individualized online course for judges specializing in criminal cases on the topic: "Peculiarities of criminal proceedings with participation of jury”. The seminar was conducted within the framework of the Concept on Development of the Academy of Justice, approved at the begging of the year by the Regulation of the Chairman of the Supreme Judicial Council Dmitriy Malakhov. The initiative is aimed at deepening the professional competencies of judges in the context of reforming the criminal process and expanding the practice of considering criminal cases with the participation of jury. Judges from all regions of the country took part in the training. The substantive part of the program was presented by the Judge of the Supreme Court of the Republic of Kazakhstan Kosmuratov Yerlan Smadiyarovich and the judge of the Astana City Court Yesymova Alma Yesymovna. The speakers elaborated on the key aspects of the jury trial, paying special attention to practical challenges and law enforcement practice.The presentations inspired a vivid reaction from the participants, becoming the basis for professional discussion and exchange of experience. KING KHALID UNIVERSITY SIGNS FIRST AGREEMENT WITH A KAZAKHSTANI UNIVERSITYAs part of the Global Education Exhibition held in Riyadh, the capital of the Kingdom of Saudi Arabia, a significant opportunity emerged to enhance cooperation between Kazakhstan and Middle Eastern countries in the fields of education and science. In this context, a Memorandum of Understanding was signed between the Ozbekali Zhanibekov South Kazakhstan University and King Khalid University, aimed at strengthening academic and scientific collaboration.The signing ceremony was attended by His Excellency Madiyar Menilbekov, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kingdom of Saudi Arabia; Dr. Falleh R.M. Al-Salami, President of King Khalid University; and Ms. Gulzhan Sugirbayeva, Acting Chair of the Board – Rector of Zhanibekov University.The agreement provides for the implementation of joint scientific research, academic exchange of faculty and students, enhancement of educational programs, and the development of international projects. During the constructive discussions, the parties reached agreements on the launch of dual-degree programs at both undergraduate and graduate levels in the fields of history and religious studies, the organization of mutual internships for faculty members, and the undertaking of collaborative scientific research in the area of the history of religions.This partnership is expected to evolve into a strategic collaboration, contributing to the development of intercultural exchange between the Middle East and Central Asia and opening new avenues for cooperation.King Khalid University is one of the leading institutions of higher education and research not only in Saudi Arabia but throughout the Middle East. Cleanup and improvement activities continue in the region 17.04.2025
The republican environmental initiative "Taza Kazakhstan" is actively promoting cleaning and beautification efforts throughout the region. Over 110,000 individuals, including volunteers, public sector workers, businesses, and local residents from cities, districts, and villages, have participated in these activities. A total of more than 3,800 tons of waste has been collected. The cleanup efforts have encompassed 373 parks and squares, 152 cultural and historical sites, 1,520 social institutions, 732 commercial and industrial locations, the surrounding areas of 19 water bodies, and 3,467 streets. More than 900 pieces of equipment were utilized for these tasks. Since the start of the year, 49,765 seedlings of elm, poplar, and willow, which are well-suited to the region's climate, have been planted. The efforts for sanitary cleaning, landscaping, and greening in all populated areas will continue moving forward. Investment projects in the agro-industrial complex were analyzed 17.04.2025
A meeting was held under the chairmanship of the region's akim, Nurlybek Nalibayev, to discuss investment projects in the agro-industrial complex. It was attended by responsible industry leaders and project initiators. As part of nationwide efforts to implement the tasks set in the Address of the Head of State, funding is planned for large investment projects based on the experience of the North Kazakhstan region. The goal of the program is to create new projects or expand existing ones in the agro-industrial complex. The main areas of focus include commercial dairy farms, poultry farms for meat production, livestock enterprises, storage facilities for vegetables and fruits, and industrial greenhouses. Priority is given to enterprises for deep processing of wool and leather, production of packaging materials, farms for growing commercial fish and other aquatic animals, and sheep farms. Last year, based on the experience of the North Kazakhstan region, funding was allocated from the republican budget for five projects: two in the city of Kyzylorda and three in the Aral region. This year, six more projects are planned for implementation. A pool of 11 promising projects has been formed by the districts. The regional akim instructed that investment projects planned for the current year be submitted by May 1. Additionally, by July 1, a list of projects planned for 2026, 2027, and 2028 must be sent to the regional department of agriculture and land relations, ensuring the timely and complete use of funds allocated from the republican budget."Attracting investments is the personal responsibility of each akim of the city of Kyzylorda and districts," N.
