The Anti-Corruption Agency Launches Project on "Coloring Money" 16.04.2025
On April 3, a meeting was held under the chairmanship of Prime Minister O.A. Bektenov, dedicated to the implementation of pilot projects using digital tenge to control the expenditure of budgetary funds.During the meeting, the Chairman of the Anti-Corruption Agency Askhat Zhumagali presented a report on the key results and prospects for the implementation of the "coloring money" mechanism. The analysis showed that corruption is most prevalent in the sectors of education, healthcare, agriculture, social security and construction. The key risks are related to the embezzlement of budget funds through "dead souls," fictitious works, and fake transactions. To prevent these risks, starting in February 2024, upon the instructions of the Head of State, the Agency, jointly with the National Bank and the Government, began implementing the "coloring money" project using digital tenge.Based on the conducted analysis, key industries most vulnerable to corruption risks were identified: road and railroad construction, as well as the procurement of agricultural machinery and livestock. To ensure transparency, a digital platform was created under the National Bank, integrated with the Ministry of Agriculture's database for the identification of livestock. In Akmola region, pilot projects were implemented for microcredit issuance for the purchase of agricultural livestock and subsidies for agricultural machinery within the "Aul Amanaty" program. This year, projects are continuing in road and railroad construction. For example, 164 bln “colored” KZT have been allocated for the construction of the Dostyk-Moyynty railroad in Karaganda region and 100 mln digital tenge for the repair of the Mukur-Kulsary road in Atyrau region.During the meeting, Askhat Zhumagali noted that the "coloring money" mechanism allows:🔹 To mark budgetary funds, tying them to specific goals; 🔹 To eliminate fictitious transactions and the possibility of cashing or transferring money to third parties; 🔹 To track the entire cycle of funds from allocation to the final recipient (in real time, seeing where and how the money is spent); 🔹 Thanks to the unique code, to view the entire transaction history and payment purposes."As for digital tenge, which is the key topic of discussion, I support all your initiatives. It is important to pay special attention to ensuring that the introduction of digital tenge aids in reengineering the financing processes considering the new realities. It is necessary to expand the pilot project of digital tenge," emphasized Prime Minister Olzhas Bektenov. It is crucial to ensure full automation of all budgetary processes, from planning to commissioning of facilities. In the future, the mechanism is planned to be expanded to other sectors of the economy, which will provide effective control and minimize corruption risks at all stages of the budget process. For the full implementation of the mechanism, comprehensive integration of information systems is necessary. This will allow the digitalization of the entire cycle of interaction among project participants, creating a unified transparent system for managing budget funds and preventing corruption risks at all stages—from planning to final implementation. As a result of the meeting, government agencies will work on amendments to the legislation regulating the use of new digital tools, as well as the development of the methodology for programming electronic money.#Law_and_Order #LAWNORDER❗️If you are faced with corruption, please call Hotline 1424 and send photos/videos to our WhatsApp chatbot: 8 777 000 1424 or to our Telegram bot @antikorkz_bot!Source : https://www.gov.kz/memleket/entities/anticorruption/press/news/details/969566?lang=kk
The journey begins here: an information center for tourists has been launched in Karaganda 16.04.2025
The VISIT KARAGANDA Tourist Information Center is ready to receive visitors. Here, guests of the region can get information about routes, attractions, hotels, recreation areas, and tour operator services. Experts will advise you on what to see and where to go.— We want anyone who comes to Karaganda to know where to go and what to see, — says the director of the center Bakhtiyar Bekmurzaev. — We also plan to open a visit center in the airport area so that every guest, having set foot on Karaganda land, would not get confused, but could get useful information. The center will produce guidebooks and maps, open new routes and develop various areas of tourism: adventure, children's, ecological, gastronomic, ethno- and industrial. Work is currently underway to create new routes, including hiking, urban and regional excursions, jeep tours and expeditions to historical and picturesque places. One of the main projects of the center is a virtual consultant created on the basis of artificial intelligence, with support for 170 languages of the world. The chatbot will become a convenient assistant for traveling around the Karaganda region. Through it, you can choose a route, learn about the sights and get up-to-date information about hotels, gas stations and recreation areas. In addition, a booking system adapted to local realities is under development. It will reflect not only urban hotels, but also rural accommodation options.Developing tourism, it is necessary to conduct not only information work, but also to provide high-quality infrastructure.— First of all, we need a large-scale information campaign. Even many Karaganda residents do not know what attractions there are in the region, let alone tourists. Information should find people on its own. Secondly, road improvements are needed. Even in rural areas, they can be put in order. It is not necessary to lay asphalt, but you need to make sure that the roads can be driven. And, of course, the biggest difficulty is the accommodation of tourists. It is necessary to involve local residents more actively in the creation of guest houses, the training of guides and the provision of transport services," said Vitaly Shuptar, Chairman of the Avalon Historical and Geographical Society. One of the new projects of the center will be a children's language camp in Karkaralinsk. Children will be able to learn the Kazakh language, get acquainted with the traditions and customs of the people in a natural environment without gadgets.Among the additional activities of the center will be the creation of tourist merchandise. One of these collaboration projects is the Vizit Karaganda line of the Nurami brand.— Our brand promotes Kazakhstani artists. We use images of their paintings on our products," says Lyudmila Fedosenko, a brand representative. — T-shirts with works by the Karaganda artist Vladimir Protsenko are currently in the line. They feature iconic places in Karaganda: Gornyakov Recreation Center, Cascade Square and Karkaralinsk. I think when tourists come to us, they will be pleased to take with them something that will remind them of their trip and our region.Speaking about the plans, Bakhtiyar Bekmurzayev stressed that the main goal of the center is to develop the tourism potential of the region.— We want to become a center that will help tourists and entrepreneurs to interact and develop comfortably, — said Bakhtiyar Bekmurzayev. The tourist Information Center "VISIT QARAGANDA" is located in the Center of State and Service Services of the Karaganda region at 709 Tattimbeta Street.Source : https://www.gov.kz/memleket/entities/karaganda/press/news/details/969409?lang=kk

This time, most of the issues related to housing and communal services, healthcare and the social sphere. The meeting was attended by representatives of regional administrations and government agencies. One of the residents who made an appointment asked about housing. She's standing in line to get an apartment. In order not to wait, I wanted to take out a mortgage, but I don't have enough wages for a monthly payment. The head of the region offered to help find a job with a higher income.– Are you not considering the option of moving to Saran? Do you know why I'm offering you this city? Now Saran is actively developing. Thanks to the creation of the industrial zone, modern enterprises have opened there, which are constantly expanding and creating new jobs. For example, there is a home appliance factory. The workshops are very bright and clean. Now their house is next in line.– It has been more than 30 years since the central heating was turned off in our homes. What have we not experienced during this time! Many people, including my husband and me, put stoves in our apartments.
