The Constitutional Court Summarized the Results of the First Round of the International Competition Asia Zangeri 05.04.2025

This project is a competition among students from Central Asian countries in conducting mock trials and has been organized for the second consecutive year by the Kazakhstani consulting company Fortune Partners.The main objectives of the project are to promote Kazakhstani law among students in the Central Asian region, develop legal scholarship and practical legal skills, train qualified legal professionals through participation in public mock trials, facilitate student interaction with potential employers, and advance the principles of inclusivity and encouragement.Judges of the Constitutional Court, Kanat Musin and Roman Podoprigora, introduced the participants to the specifics of the Court’s work. The meeting was held in a discussion format, allowing participants to receive comprehensive answers from the judges on topics of interest.During the event, the results of the first round of the Asia Zangeri project were announced. On March 28, 2025, Abai East Kazakhstan College of Humanities hosted the Regional Chess Olympics among educators of technical and vocational, post-secondary education organizations of East Kazakhstan region.The goal of the Regional Chess Olympics was to develop and popularize mass sports among educators of technical and vocational, post-secondary education organizations. A total of 32 teachers from 16 colleges of the region participated in the Regional Chess Olympics.According to the results of the Regional Chess Olympics in the team events, the winners were awarded diplomas and medals:I place - S.Z. A solemn evening dedicated to International Theatre Day was held at the Biken Rimova Drama Theatre in Taldykorgan. Budapest, 26 March 2025 – Abzal Saparbekuly, the Ambassador of the Republic of Kazakhstan to Hungary held a meeting with Prof. Dr. László Borhy, Rector of Eötvös Loránd University (ELTE) and President of the Hungarian Rectors’ Conference.Founded in 1635, ELTE is the oldest and one of the most prestigious universities in Hungary, with a long-standing tradition in the humanities, legal studies, and scientific research. The transition of payment systems to the international standard has been implemented 05.04.2025
The Department of State Revenue for the Mangystau region informs that the National Bank of the Republic of Kazakhstan has implemented the transition of payment systems of Kazakhstan and information systems of second-tier banks, as well as other participants in payment systems to the international standard of the ISO 20022 payment message format (hereinafter referred to as the international payment message formats). In connection with the transition to international payment message formats, changes have been made to the Rules for Making Non-cash Payments and (or) Money Transfers in the territory of the Republic of Kazakhstan, approved by Resolution No. 208 of the Board of the National Bank of the Republic of Kazakhstan dated August 31, 2016.Thus, the new form of payment order for payments to the budget, approved by the Rules for making non-cash payments, contains the columns "Actual payer" and "Sender of money".According to the Rules, when a legal entity pays payments to the budget, as well as OPV, OPVR, OPV and CO to the GFSS, deductions and (or) contributions to the FSMS for its separate unit, the name of the separate unit of the legal entity for whose obligations the payment is being made is indicated in the column "IIN (BIN)" – his BEAN.The rules also provide that when a bailiff pays payments to the budget for the debtor's obligations under enforcement proceedings, the last name, first name, patronymic (if any) of the debtor for whom the payment is being made is indicated in the column "Actual payer", as well as in the column "IIN (BIN)" – his IIN.Accordingly, payments to the budget are posted to the taxpayer's personal account according to the IIN/BIN indicated in the "Sender of money" column of the payment order, with the exception of the two above cases, namely:- a legal entity transfers social payments for its structural unit, while the BIN of the structural unit is indicated in the column of the payment order "Actual payer" and payments are subject to posting to the personal account of the structural unit.;- the bailiff transfers payments to the budget for the debtor, while in the column of the payment order "Actual payer" the debtor's IIN/ BIN is indicated and payments are subject to posting to the debtor's personal account.(unofficial translation)Source : https://www.gov.kz/memleket/entities/kgd-mangistau/press/news/details/964968?lang=kk

The Esil District of the Capital and the Municipality of Elliniko-Argyroupoli Chart a New Stage of Cooperation 05.04.2025
Athens, March 28, 2025 – A delegation from Astana’s Esil District, led by Akim Darmeniyar Qydyrbek-uly, paid a working visit to the Hellenic Republic, where they held meetings with the leadership of the Municipality of Elliniko-Argyroupoli, as well as a series of cultural and business events. The visit took place within the framework of the Memorandum of Cooperation signed during the visit of the Mayor of Elliniko-Argyroupoli to Astana in October 2024.As part of the visit’s program, the Kazakh delegation participated in a wreath-laying ceremony at the monument to the heroes of the Polytechnic University and held substantive negotiations with the Mayor of the Greek municipality, Ioannis Konstantatos.The parties summarized preliminary results of their joint work and outlined concrete steps for developing the partnership. Special attention was given to exchanging expertise in the areas of urban environment, “smart” infrastructure, and environmental projects. The Kazakh delegation visited the “Experience Park Elliniko” and facilities on the site of the former Ellinikon Airport, where the large-scale “New Elliniko City” project is being implemented. This initiative is viewed as a platform for the introduction of advanced “smart city” technologies and for creating favorable conditions for joint innovation projects.In addition to issues of urban development, the parties discussed opportunities to expand cooperation in tourism, culture, and education. The Kazakh delegation visited the Stavros Niarchos Foundation Cultural Center and held meetings with representatives of Greek business and public organizations.Following the meetings and events, the parties expressed confidence that the agreements reached would serve as a solid foundation for further development of interregional cooperation.
