During the meeting the parties discussed current issues related to the development of Eurasian cooperation in the field of industrial property, digitalization of patent procedures and the introduction of modern technologies into the activities of patent offices.The Minister of Justice of the Republic of Kazakhstan Yerlan Sarsembayev highlighted the large-scale constitutional reform being carried out in the country, within the framework of which issues of intellectual property have for the first time been enshrined at the constitutional level as a significant legal value. It was emphasized that these changes create an additional foundation for the further improvement of the national intellectual property system and the development of an innovation-driven economy.Special attention was paid to the development of electronic interaction between offices, the application of artificial intelligence technologies in patent examination as well as the improvement of mechanisms for supporting applicants and enhancing the quality of expert activities.The Kazakhstani side emphasized its consistent efforts aimed at modernizing the national intellectual property system, including the development of digital services, improvement of legislation and strengthening of international cooperation. Twelve cultural facilities are under construction in the Atyrau Region 30.06.2026
New cultural centers are being built in the villages of Koptogai, Birlik, and Azgyr in the Kurmangazy District; Karabau, Miyaly, Zhangeldin, and Mukyr in the Kyzylkoga District; Zhana Karaton, Akkiiztogai, and Koshagyl in the Zhylyoi District; and in the village of Naryn in the Isatay District, according to the Regional Communications Service.In recent years, the region has placed particular emphasis on developing the cultural sector. Since 2023, 14 new cultural facilities have been commissioned, and 54 institutions have undergone major and ongoing renovations.Major projects in the region include the construction of a 1,200-seat concert hall and a new museum in Atyrau. On June 1, the grand opening of the modern Almaly rehabilitation center for people with disabilities took place in Atyrau. This socially significant facility was commissioned as part of the implementation of the instructions of the Head of State, announced at the 4th meeting of the National Kuryltai.The opening ceremony was attended by Akim of Atyrau Region Serik Shapkenov, government representatives, veterans, and residents of the region.Construction of the new three-story center, with a total area of ​​22,000 square meters, began in 2023. The facility is designed to accommodate 150 people at a time, including children and adults. The opening of the center will significantly increase the volume of services provided: while previously approximately 1,100 people with special needs received rehabilitation care annually, now up to 2,300 patients will be able to receive comprehensive rehabilitation. Speaking at the ceremony, the regional governor noted that developing social infrastructure and supporting people with special needs remain among the priority areas of state policy."This center will provide comprehensive support to people with disabilities. The opening of such a socially significant facility is an important and joyful event for our region. This is another significant step towards creating an inclusive society in which everyone has equal opportunities. An individualized recovery and social adaptation program is developed for each service recipient. ANNOUNCEMENT UAPF reminds people to apply for pension benefits in a timely manner 30.06.2026
The UAPF continuously conducts outreach efforts on the need for both beneficiaries and heirs of deceased individuals with UAPF savings to claim their pension benefis in a timely manner.Every year, the UAPF verifies with the State Corporation "Government for Citizens" the records of individuals who have reached retirement age and who have pension savings through compulsory pension contributions (CPCs) and compulsory occupational pension contributions (COPCs) to the UAPF and who have not applied to the UAPF for their benefit. These individuals are verified in the information system of the authorized body in the sphere of social protection of the population for pension benefits assigned from budgetary funds based on age, length of service, and the state basic pension benefit.Since March of this year, a no-application procedure for pension benefits through voluntary pension contributions (VPC) has been introduced for individuals who have reached retirement age and have pension savings in the UAPF through VPC, including those who have not applied to the UAPF for payment due to reaching the age of fifty or disability. This procedure also requires an annual reconciliation with the Government for Citizens State Corporation.Based on the results of the annual reconciliation, the UAPF makes pension benefit payments to beneficiaies proactively (without an application) through the State Corporation. This means that pensioners receiving a pension from the state budget begin receiving payments from the UAPF if they have pension savings formed through the CPC, COPC, and VPC.StatisticsAs of May 1, 2026, the total amount of unclaimed pension savings in individual pension savings accounts (IPSAs) for accounting for the compulsory pension contributions of 279,041 individuals who have reached the generally established retirement age is approximately 45 billion tenge. Of these, according to information obtained by UAPF from government information systems, the following are true:- 155,217 individuals are deceased and their pension savings can be claimed by their heirs;- 61,459 individuals have registered for permanent residence outside the Republic of Kazakhstan in accordance with the procedure established by law;- 62,365 individuals have not yet applied to the State Corporation (PSC at their place of residence) to apply for their old-age pensions.How to receive pension benefits?Let us remind you that pension savings are subject to accounting in the IPSA of contributors (beneficiaries) in the UAPF, continue to be invested and remain in the IPSA of contributors until they are claimed by the beneficiaries or their heirs (in the event of the death of the beneficiary).Upon reaching the generally established retirement ageTo claim pension benefits from the UAPF upon reaching retirement age, as well as basic and solidarity pensions from the state budget, beneficiaries must contact the State Corporation "Government for Citizens" (PSC) at their place of residence.If a beneficiary has VPC pension savings in the UAPF for which they have not previously applied (due to reaching age 50 or disability), they will also be assigned pension benefits from the UAPF through the VPC.When leaving for permanent residenceForeigners and stateless persons who have permanently resided outside the Republic of Kazakhstan and who have pension savings in the UAPF may exercise their right to pension benefits from the UAPF in connection with their departure for permanent residence outside the Republic of Kazakhstan, unless otherwise provided by the laws of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan.In connection with the death of a person with pension savingsIn the event of the death of a person with pension savings in the UAPF, their UAPF family members are paid a one-time funeral payment from the deceased person's pension savings up to an amount equal to 94 times the monthly calculation index established for the relevant financial year by the law on the republican budget, but no more than the deceased person's available IPSA funds.Pension and targeted savings are also inherited in accordance with the procedures established by the legislation of the Republic of Kazakhstan. Within six months of the death of a person with savings, their heirs must contact a notary to register the deceased person's savings and obtain a certificate of inheritance. Occupational injuries in Atyrau have decreased by 20% 30.06.2026
Chaired by Akim of Atyrau Region Serik Shapkenov, issues related to ensuring safe working conditions and industrial safety were discussed.The meeting was attended by deputy akims, department heads, and representatives of the State Labor Inspectorate.During the meeting, special attention was paid to occupational injuries. Head of the region emphasized that ensuring worker safety should remain a key priority for every employer.According to Igilik Aubakirov, head of the State Labor Inspectorate for Atyrau Region, 24 industrial accidents were recorded in the region in the first four months of 2026. This figure represents a 20% decrease compared to the same period last year.Twenty-five workers were injured in the accidents. The main causes of the incidents remain inadequate organization of safe working conditions by employers and workers' failure to comply with safety requirements. Special commissions have been established and investigations conducted for each incident. Since the beginning of the year, 33 companies have been held administratively liable for violating occupational health and safety legislation. He holds two higher education degrees: in 2011, he graduated from the Atyrau Institute of Oil and Gas with a degree in Geology and Exploration of Mineral Deposits, and in 2017, he graduated from the Kh. Dosmukhamedov Atyrau State University with a degree in Physical Education and Sports.He began his career in the private sector in 2013, after which he focused on sports and education, holding positions in relevant government agencies in the Atyrau Region. Since March 2023, Nurlybek Daraliyev has been a member of the regional maslikhat of the 8th convocation. From April 2023 to May 2026, he chaired the standing committee on socio-cultural development of the Atyrau regional maslikhat.
