Strengthening this work will help to reduce the number of low-income families and citizens who will find jobs and provide for themselves and their families on their own. For this purpose, we are implementing the State program "Enbek", - the Head of the Ministry of labor  said during the reporting meeting with the population.According to its data, last year in terms of the program 628 thousand people were covered by active measures on promoting employment, among which 497 thousand people were employed, including 380 thousand for permanent jobs. On Wednesday, June 12, Minister of labor and social protection of population of RK Berdibek Saparbayev presented at the plenary session in the Mazhylis of the Parliament of RK draft Laws "On compulsory social insurance" and "On amendments to some legislative acts of the Republic of Kazakhstan on issues of compulsory social insurance". The draft laws were developed on behalf of the First President of RK – Elbasy and are aimed at strengthening the relationship between work experience and the amount of payments in the system of compulsory social insurance, as well as ensuring from 2020 the growth of social payments for disability, loss of breadwinner and loss of work by an average of 30%.In particular, it is planned to revise the coefficient of experience in the system for recipients whose experience exceeds 5 years, which is used in determining the size of the three types of social benefits. To date, the maximum value of this coefficient is 1.0 for citizens with experience of participation from 5 years and above. It is proposed to increase the coefficient by 2% for each full year over 5 years of experience in the system.In order to increase the level of social protection of persons with disabilities, it is proposed to determine the amount of social benefits for disability based on the actual established medical and social examination of the degree of disability (from 30% to 100%).In order to increase the social security of families without a breadwinner, it is proposed to increase the amount of social benefits by increasing the dependency ratios.In addition, the draft Law provides for an increase in the income replacement rate from 30% to 40% for recipients of social benefits for loss of work, as well as an increase in the duration of social benefits from 4 to 6 months, depending on the experience of participation in the system.At the same time, in order to prevent a gap between the amount of social payments of new and established recipients, it is proposed to carry out a one-time recalculation of the amount of social payments with the use of new parameters for the recipients of social payments for disability and loss of breadwinner on January 1, 2020.Source : https://www.gov.kz/memleket/entities/enbek/press/news/details/20277?lang=kk

Minister of labor and social protection of population of Kazakhstan Berdibek Saparbayev held a number of bilateral meetings at the International conference organized in honor of the 100th anniversary of the International labor organization (ILO), which was held within the framework of the XII Astana economic forum.Thus, during the meeting with the Minister of employment and labor relations of the Republic of Uzbekistan Sherzod Kudbiyev, a Joint action plan ("Road map") on the implementation of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Uzbekistan on labor activity and protection of the rights of migrant workers for the period from 2019 to 2020 was signed.This intergovernmental agreement was signed by the heads of departments on April 15, 2019 in Tashkent during the state visit of the President of RK K. K. Tokayev to the Republic of Uzbekistan.Signing of the road map will contribute to further strengthening of cooperation between countries in the field of regulation of the labor migration process.Under the intergovernmental agreement, migrant workers have the right to rest, to receive a guaranteed amount of free medical care for acute diseases that pose a danger to others in accordance with the legislation of the host state and the terms of the employment contract. Wages and other working conditions of migrant workers are regulated by an employment contract with the employer in accordance with the legislation of the host state.Following the meeting, the Ministers noted that they highly appreciate the business and friendly contacts established between the departments and expressed their readiness for further cooperation within the framework of the signed international document.In addition, B. Zhaiymbetov.Head of the Ministry of labor recalled that in the framework of the initiatives of the First President - Elbasy "Aleumettik kamkorlyk" since June 1 this year the salary of 1.1 million civil servants will increase to 30 percent. Since July 1, the benefits for caring for a disabled child will be increased, as well as the benefit for a person caring for a disabled person of group 1 since childhood. As a result, the amount of benefits for 100 thousand citizens will be increased from 31 183 KZT to 41 578 KZT.Since April 1, the reception of documents is held for the provision of Address social assistance in the new format, which this year is planned to cover more than 830 thousand people. In particular, the number of ASA recipients in Almaty district will increase from 2028 to 2954 people. In general, about 7 thousand people will be the recipients of the updated ASA in Nur-Sultan.The procedure for assigning ASA is simplified through the optimization of the requested documents. Thus, all the necessary documents are requested through the information systems of state bodies. In case of lack of information in information systems, specialists of employment centers or rural akimats issue requests to the relevant state bodies.In particular, as of May 1, the system "E-halyk" received 847 applications for ASA residents of Almaty district, 467 families have already received social assistance, in addition, 112 families were made automatic recalculation of cash payments.Also, active work is carried out in the regions on the formation of electronic social cards. The Minister of labor and social protection of population of Kazakhstan Berdybek Saparbayev visited the "social town" of charity fund "Munaima" in Kaskelen.Fund "Munaima" started in 2007 in Almaty region. One of the successful projects of the fund was the opening of a "social town" where low-income citizens can settle, learn new specialties, work in production and get help in starting own business. Coordinator of the fund "Munaima" Merkhan Abilov stressed that a prerequisite is the training of the specialty with subsequent employment. Participation in the project lasts a year - the first 6 months lasts training and work in the "social town", during the subsequent time is assisted in the development of a business plan to start own business. In order to implement the business idea, the Fund doubles the capital earned by the participant in the first six months.B. Saparbayev inspected the production facilities where the project participants work, their living conditions and visited a kindergarten on the territory of the town.The Minister gave a positive assessment of the work of the fund. Noting that such social projects of private business should be distributed throughout Kazakhstan.Since 2016, about 500 families have become participants of the project.
