As part of the implementation of the instructions of the President of the country, the Akim of the Kostanay region Kumar Aksakalov got acquainted with the progress of construction of residential buildings and infrastructure facilities in the new microdistricts "Astana" and "Baiterek" of the city of Kostanay.Recall that the Head of State emphasized: "Affordable housing is not a dream, but our duty to citizens." Guided by this task, about 1 million square meters of housing have been commissioned in the region over the past two years.The microdistricts "Astana" and "Baiterek" will become some of the largest residential areas in the regional center. In total, 154 multi-storey buildings are planned to be built here, which will provide more than 14 thousand new apartments.Today, the construction of 10 five-storey buildings is being completed - the work is 95% complete. In parallel, the construction of another 13 similar buildings has begun.In addition to residential buildings, the project provides for the creation of modern infrastructure. "Smart" stops, video surveillance systems, children's and sports grounds will be installed here. Schools, kindergartens, a multidisciplinary hospital, leisure centers and a Sports Palace will be located within walking distance.A gas boiler house with a capacity of 49.5 Gcal is being built to ensure uninterrupted heat supply to the new residential area. Construction, installation and commissioning works are ongoing at the site, and the project is undergoing state examination.“The implementation of such a large-scale project is not only an improvement in housing conditions, but also a new impetus for the socio-economic development of the region. It is important to provide people with not just housing, but a full-fledged comfortable living environment,” said Kumar Aksakalov.Special attention is paid to supporting young people. The Kostanay Zhastary program continues to operate in the region, under which more than 340 young people have been provided with housing in three years. The program will be continued in 2025. According to the results of 2024, trade turnover between Kazakhstan and Kyrgyzstan amounted to 1.7 billion US dollars.The importance of launching the Industrial Trade and Logistics Complex project on the Kazakh-Kyrgyz state border in 2026 and the development of joint investment projects was noted.The ministers emphasizing the significant potential for cooperation, expressed their readiness to promote fruitful interaction in the areas of energy, transport, logistics, water relations, and agriculture.As a separate point, issues of deepening cultural and humanitarian ties, which form the basis of strong and long-term relations between the two states, were considered. Last year, the Days of Kyrgyz Culture and a series of large-scale events were successfully held in Kazakhstan.This year, ahead of the official visit of President Tokayev to Kyrgyzstan, it is planned to hold the Days of Kazakh Cinema, the 3rd Kazakh-Kyrgyz Youth Forum, and the solemn opening of the “Golden Bridge of Friendship” monument in Bishkek.During the meeting, the ministers “compared the notes” on current regional and international issues. The Kostanay Regional Universal Scientific Library named after L. N. Tolstoy hosted an open microphone entitled "Abai Murasi – halyk ulagaty" ("Abai's legacy — folk wisdom"), dedicated to the 180th anniversary of the birth of the outstanding Kazakh poet and thinker Abai Kunanbayev.The event became part of a decade dedicated to the poet's anniversary, and brought together connoisseurs of his work, representatives of the cultural community and concerned readers. The book exhibition "Uly halyktyn – Uly Abayy" ("The Great Abai of the Great People") attracted special attention of the guests, where rare and modern publications telling about the life and philosophy of the great son of the Kazakh steppe were presented.A bright decoration of the evening was the literary and musical composition "Okudan kaytkan Abai" ("Abai returning from school") performed by members of the clubs "Kazyna" and "Orken". The audience heard a heartfelt reading of poetry, fragments from the famous "Words of Edification" and the performance of Abai's cult songs — "Zhelsiz tunde zharyk ai" and "Kozimnin Karasy", which still resonate in the hearts of listeners.The open microphone format allowed everyone to speak: there were poems, reflections on the importance of Abai's work in modern times, personal stories and memories. On the instructions of the Head of State, conditions for the development of small and medium-sized businesses are being created in the regions. One of such projects is being implemented in Kostanay — the construction of a small industrial zone has begun on the territory of the Bolshevichka LLC enterprise.The reconstruction progress was inspected by the Akim of the Kostanay region Kumar Aksakalov. He noted that such projects are important both in terms of employment and in terms of the industrial growth of the region.— Large production areas have been idle here for many years. Now they are getting a new life, — the Akim emphasized. — New workshops, jobs and business opportunities are appearing on the site of former unused facilities.An investment project for the reconstruction of furniture and sewing workshops is being implemented at the site. The total investment is 5.5 billion tenge. The project is being implemented by Bestex LLC. Upon completion of the work, it is planned to produce up to 200 thousand products per year and create 150 jobs.Small industrial zones are specially prepared sites with engineering infrastructure and preferential terms for small and medium businesses.In the future, the industrial zone will house enterprises producing furniture, windows, garments, printing, paper, bulletproof vests and other types of products.In addition, it is also planned to develop educational and social infrastructure here, including the creation of the Institute of Fashion and Design and the construction of a student campus.“We see how business is capable of not only developing production, but also investing in human capital. This is a good example of an integrated approach,” noted Kumar Aksakalov.We will add that 36 college students are already undergoing internships at the enterprise as part of dual training, 24 of them in a targeted direction.The creation of small industrial zones is part of the industrialization and economic growth strategy.
